A complete packet of information containing Staff Reports and exhibits relate to each item is available of public
review at least 72 hours prior to a City Council Meeting or, in the event that it is delivered to City Council
members less than 72 hours prior to a City Council Meeting, as soon as it is so delivered. The packet is
available in the City Clerk’s Office and also at the Dublin Library.
Pursuant to Government Code §54953(b), this meeting will include a teleconference location at the N-13/10,
DLF City, Phase 2, Gurgaon, 122002, Haryana, India. Councilmember Arun Goel will be attending the
Regular Meeting via teleconference. The public shall have the opportunity to address the City Council at
this teleconference location pursuant to Government Code Section §54954.3. All votes during the
teleconferencing session will be conducted by roll call vote. The teleconference location is accessible to the
public and the agenda will be posted at the teleconference location 72 hours before the meeting.

3.1. Recognition of the 30th Anniversary of the Dublin Civic Center
On October 19, 1989, a dedication was held for the new Dublin Civic Center. The City
Council will recognize the 30th anniversary of the Dublin Civic Center and celebrate with a
special cake, which will be available in the lobby for guests to enjoy.
STAFF RECOMMENDATION:
Recognize the 30th Anniversary of the Dublin Civic Center.

3.2. Employee Introductions
New members of City Staff will be introduced: Shaun Chilkotowsky, Heritage & Cultural
Arts Manager, Parks & Community Services Department; and Cary Li, IT Technician,
Finance/Administrative Services.
STAFF RECOMMENDATION:
Welcome the new City of Dublin Staff members.
3.3. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the October 1, 2019 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the October 1, 2019 Regular City
Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the October 1, 2019 Regular City Council meeting.
4.2. Senate Bill 2 (SB 2) Planning Grant
The City Council will consider adoption of a resolution allowing for the submittal of an
application for SB 2 grant funds. The Housing Package included the Building Homes and
Jobs Act (SB 2), which establishes a permanent source of funding intended to increase
affordable housing stock in California. SB 2 directs the California Department of Housing
and Community Development (HCD) to use 50 percent of the revenue in the first year to
establish a program that provides financial and technical assistance to local governments to
update planning documents and zoning ordinances to streamline housing production. As a
medium-sized locality, the City of Dublin is entitled to a maximum award of $310,000.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing Application for, and Receipt of, Funding under the SB 2
Planning Grants Program.
4.3. Memorandum of Understanding between the City of Dublin, ASVRF Acquisitions,
LLC, ASVRF Dublin Place, LP, and ASVRF 6960 Amador LP regarding Dublin Place
Shopping Center
The City Council will consider approval of a Memorandum of Understanding between the
City of Dublin, ASVRF Acquisitions, LLC, ASVRF Dublin Place, LP, and ASVRF 6960
Amador LP regarding Dublin Place Shopping Center.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Memorandum of Understanding between the City of
Dublin, ASVRF Acquisitions, LLC, ASVRF Dublin Place, LP, and ASVRF 6960 Amador
LP regarding Dublin Place Shopping Center.

4.4. Reducing the Speed Limit on Golden Gate Drive to 25 MPH
The City Council will consider introducing an ordinance to reduce the speed limit from thirty
miles per hour (30 mph) to twenty-five miles per hour (25 mph) on Golden Gate Drive.
STAFF RECOMMENDATION:
Waive the Reading and Introduce an Ordinance Amending the Dublin Traffic Code to
Reduce the Speed Limit on Golden Gate Drive.
4.5. Fiscal Year 2019-20 1st Quarter Financial Review
The City Council will receive a financial report through the first quarter for Fiscal Year
2019-20 and consider amendments to the Fiscal Year 2019-20 Budget via a budget change.
STAFF RECOMMENDATION:
Receive the report and approve the budget change.
4.6. Ordinance Amending the Dublin Traffic Code Establishing 15 New Bus Stops
The City Council will consider introducing an ordinance amending the Dublin Traffic Code
establishing 15 new bus stops in the City as requested by the Livermore Amador Valley
Transit Authority.
STAFF RECOMMENDATION:
Waive the Reading and Introduce an Ordinance Amending the Dublin Traffic Code
Establishing 15 New Bus Stops.
4.7. Amendment to the Agreement with Indigo/Hammond + Playle Architects, LLP, for the
Public Safety Complex - Police Services, Project No. GI0116
The City Council will consider an amendment to the agreement with Indigo/Hammond +
Playle Architects, LLP, for the Public Safety Complex - Police Services, Project No. GI0116,
to provide additional design service associated with the structural upgrades to the existing
structure and design support services during construction.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Amendment to the Agreement with Indigo/ Hammond +
Playle Architects, LLP.
4.8. Creation of Temporary Art Display Program and Related Theme for 2020
The City Council will consider the creation of Temporary Art Display Program. For the
upcoming year (Spring through Fall in 2020), the program would include the purchase of 20
Adirondack chairs and the solicitation of professional artists to paint these chairs that would
be displayed in public places within the City, as recommended by the Heritage and Cultural
Arts Commission.
STAFF RECOMMENDATION:
Establish the Temporary Art Display Program and approve the upcoming year's "New
American Backyard" Adirondack Chair theme; and Approve the budget change.
5. WRITTEN COMMUNICATION – NONE.
6. PUBLIC HEARING
6.1. Westin Hotel (PLPA-2019-00006)
The Applicant, LN Hospitality, LLC, is proposing to construct a 198-room hotel, including
9,762 square feet of assembly space, and a restaurant on a proposed 5.88-acre site located on
the southern portion of Site D-2 in the Dublin Transit Center. The application includes a
Planned Development Rezone with a Stage 2 Development Plan, a Site Development Review
Permit and Tentative Parcel Map No. 10949.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate waive the reading and INTRODUCE an Ordinance
Amending the Zoning Map and Approving a Planned Development District with a Stage 2
Development Plan; and, adopt the Resolution Approving a Site Development Review Permit
and Tentative Map No. 10949 for the Westin Hotel Project.

7. UNFINISHED BUSINESS
7.1. Cultural Arts Center Project
The City Council will discuss the future Cultural Arts Center, including programming
options such as the inclusion of a black box theater and/or gallery space. Planning for the
Cultural Arts Center is budgeted to begin next fiscal year. Staff is recommending an
amendment to the Capital Improvement Budget to include funding in this fiscal year in order
to utilize Group 4 Architecture Research and Planning, Inc., to develop the space for a future
Cultural Arts Center.
STAFF RECOMMENDATION:
Take the following actions:
1. Provide feedback on the Staff’s recommended inclusion of programmatic elements,
including the black box theater and gallery space;
2. Approve the budget change to shift funding from Fiscal Year 2020-21 to the current year;
and
3. Adopt the Resolution Approving an Amendment to the Agreement with Group 4
Architecture Research and Planning, Inc.

9. OTHER BUSINESS
