Pursuant to Government Code §54953(b), this meeting will include a teleconference location at The Hyatt
Regency Minneapolis, 1300 Nicollet Mall, Minneapolis, MN 55403, Room 333. Councilmember David
Haubert will be attending the Regular Meeting via teleconference. The public shall have the opportunity to
address the City Council at this teleconference location pursuant to Government Code Section §54954.3. All
votes during the teleconferencing session will be conducted by roll call vote. The teleconference location is
accessible to the public and the agenda will be posted at the teleconference location 72 hours before the
meeting.

3.1. Acceptance of Gifts to City from splatter Event Sponsors
The City Council will receive a report on the sponsors that provided monetary and in-kind donations to
support the 2014 splatter event and formally recognize the sponsors.
STAFF RECOMMENDATION:
Recognize the sponsors an d formally accept the contributions.
3.2. Restoration of Public Education Spending Within California-Joint Resolution of the City
Council of the City of Dublin and the Board of Trustees
At the request of the Dublin Unified School District, the City Council will consider adopting a
Resolution in support of restoring State Facilities Bond dollars or for the establishment of other means
of meeting the State's portion of new construction within the District.
STAFF RECOMMENDATION:
Adopt the Resolution in Support of the Dublin Unified School District and for a Restoration of Public
Education Spending within California.
3.3. Red Ribbon Week 2014
The City Council will proclaim October 23-31 as Red Ribbon Week in the City of Dublin.
STAFF RECOMMENDATION:
Recognize "Red Ribbon Week"in the City of Dublin.

3.4. Proclamation for National Domestic Violence Awareness Month
The City Council will present a proclamation for National Domestic Violence Awareness Month,
October, 2014.
STAFF RECOMMENDATION:
Present proclamation proclaiming October, 2014, as National Domestic Violence Awareness Month in
Dublin.
3.5. City Council Appointment of Public Art Selection Committee Members at Large
On September 2, 2014, the City Council approved the composition of the Fallon Sports Park Public Art
Selection Committee and directed Staff to advertise for the two Community-Member-At-Large
positions. There were five applications were received by the deadline. The City Council will consider
approval of the Mayor's appointment of Claudia McCormick and Leonie Meima to serve on the Fallon
Sports Park Public Art Selection Committee.
STAFF RECOMMENDATION:
Confirm the Mayor's appointment of Leonie Meima and Claudia McCormick to serve on the Fallon
Sports Park Public Art Selection Committee.
3.6. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the October 7,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the October 6, 2014 Special City Council
Meeting and Regular City Council meeting of October 7, 2014.
STAFF RECOMMENDATION:
Approve the minutes of the October 6, 2014 Special City Council Meeting and October 7, 2014 Regular
City Council meeting.
4.2. Authorization to Bid Emerald Glen Recreation and Aquatic Complex Construction- Contract
No. 14-02
The City Council will consider authorizing Staff to advertise Contract #14-02 for bids to construct
Phase I of the Emerald Glen Recreation and Aquatic Complex. The City has pre-qualified seven
General Contractors to bid on this project. The Complex will be the focus of the 10.2-acre park
expansion that will be the final phase of the park improvements at Emerald Glen.
STAFF RECOMMENDATION:
Authorize Staff to advertise Contract No. 14-02, the Emerald Glen Recreation and Aquatic Complex
Phase I, for bids.
4.3. Adopt the Negative Declaration and Approve Amendment to the Cooperative Agreement with
the State of California Department of Transportation (Caltrans)for the San Ramon Road Bypass
Storm Drain Project, CIP No. st1212
The City Council will consider adoption of Negative Declaration and approval of an amendment to the
cooperative agreement with Caltrans for the San Ramon Road Bypass Storm Drain project(the Project).
City consultants prepared the Project Negative Declaration which was noticed and circulated for a 20-
day public review period from August 20, 2014 to September 9, 2014. City and Caltrans staff prepared
an amendment to Cooperative Agreement No. 4-2443 to extend the completion date of the project.

STAFF RECOMMENDATION:
Adopt the Resolution Adopting the Negative Declaration and Approving an Amendment to the
Cooperative Agreement with the State of California Department of Transportation (Caltrans) for the
San Ramon Road Bypass Storm Drain Project, CIP No. st1212.
4.4. Adoption of a Zoning Ordinance Amendment associated with the Dublin Bicycle and Pedestrian
Master Plan
At the October 7, 2014 City Council meeting, the Dublin City Council adopted the Dublin Bicycle and
Pedestrian Master Plan. The Master Plan combines the update to the Bikeways Master Plan(2007) with
the City's first Pedestrian Plan into a comprehensive document that provides policies, network plans,
prioritized project lists, support programs and best practice design guidelines for bicycling and walking
in Dublin. On October 7a', the City Council also adopted associated amendments to the Dublin General
Plan, Eastern Dublin Specific Plan, Dublin Village Historic Area Specific Plan, and Downtown Dublin
Specific Plan to maintain consistency with the Dublin Bicycle and Pedestrian Master Plan. An
amendment to the Dublin Zoning Ordinance was also introduced and requires a second reading before
adoption.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending Chapter 8.76 (Off-Street Parking and Loading
Regulations) of the Dublin Zoning Ordinance.
4.5. Acceptance of Streambed Corridor Improvements for Tract 7982 Constructed with Tract 7652,
Neighborhood 6, Sorrento East(Standard Pacific Corporation)
Standard Pacific Corporation, a Delaware Corporation, has constructed the Streambed Corridor
Improvements for Tract 7982 Sorrento East in accordance with the Tract Improvement Agreement for
Tract 7652,Neighborhood 6. It is now appropriate for the City to accept these improvements.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Streambed Corridor Improvements for Tract 7982 Constructed
with Tract 7652—Sorrento East,Neighborhood 6.
4.6. Implementation of Parking Regulations Along St. Patrick Way
The City Council will consider the implementation of no-parking zones along St. Patrick Way.
No-parking zones are proposed in areas where there is insufficient roadway width to provide on-street
parking and in areas where on-street parking would obstruct the visibility of motorists and pedestrians.
These no-parking zones are intended to eliminate potential safety concerns due to conflicts between
vehicles as well as provide greater visibility to conflicting traffic.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Dublin Traffic Code Approving Parking Regulations along St.
Patrick Way.
4.7. Associate Membership Agreement with the California Enterprise Development Authority
On March 20, 2012, the City Council approved participation in the Figtree Property Assessed Clean
Energy (PACE) program through the California Association for Local Economic Development
(CALED) and the California Enterprise Development Authority (CEDA). One of the criteria for
participating with CEDA on the Figtree PACE program is the execution of an Associate Membership
Agreement to become part of CEDA. Due to an oversight on the part of CALED and CEDA, the
Associate Membership Agreement was omitted from the adoption of the City's participation in the
Figtree PACE program. Staff requests that the City Council consider approval of the Agreement
between the City and CEDA.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Associate Membership Agreement with the California Enterprise
Development Authority.

4.8. Resolution Fixing The Employer's Contribution Rate Under Section 22893 Of The Public
Employees' Medical and Hospital Care Act
The City Council will consider proposed changes to the City's current Personnel System. The proposed
modifications are based on the need to amend the City's vesting medical contribution rate for the 2015
calendar year.
STAFF RECOMMENDATION:
Adopt the Resolution Fixing the Employer's Contribution Under Section 22893 of the Public
Employees' Medical and Hospital Care Act.
4.9. Check Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from September 1, 2014 — September 30,
2014 totaling $6,459,822.18.
STAFF RECOMMENDATION:
Receive the report.
4.10. Introduction of Ordinance Amending the Dublin Traffic Code Establishing Ten (10)New Bus
Stop Locations
The City Council will consider introducing an ordinance amending the Dublin Traffic Code establishing
ten (10) new bus stop locations in the City as requested by the Livermore Amador Valley Transit
Authority(LAVTA).
STAFF RECOMMENDATION:
Waive the reading and INTRODUCE the Ordinance Amending the Dublin Traffic Code Establishing
Ten(10)New Bus Stop Locations.
4.11. Approval of Final Map and Tract Improvement Agreement,Approval of Agreement for Long-
Term Encroachment for Landscape Features,Approval of Stormwater Treatment Measures
Maintenance Agreements, and Acceptance of Park Land Dedication In-Lieu Credits for Tract
8179,Jordan Ranch,Neighborhood 3 (Brookfield Capri,LLC)
Brookfield Capri, LLC is filing a Final Map for Tract 8179 (Jordan Ranch, Neighborhood 3) to create
94 lots for the construction of 94 homes. Tract 8179 is bounded on the north by Sunset View Court and
Panorama Court, on the east by Panorama Drive, on the south by Carbondale Way, and on the west by
Sunset View Drive.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Final Map and Tract Improvement Agreement for Tract 8179, Jordan
Ranch, Neighborhood 3; 2) Adopt the Resolution Approving Agreement for Long-Term Encroachment
for Landscape Features with Tract 8179, Jordan Ranch, Neighborhood 3; 3) Adopt the Resolution
Approving Stormwater Treatment Measures Maintenance Agreements with Tract 8179, Jordan Ranch,
Neighborhood 3; and 4) Adopt a Resolution Accepting Park Land Dedication In-Lieu Credits for Park
Land Dedication Requirements for Tract 8179, Jordan Ranch,Neighborhood 3.
4.12. Confirmation and Approval of Memorandum of Understanding(#AL1525) and Acceptance of
Traffic Safety Grant
Dublin Police Services has received a grant award for continued participation in the Avoid the 21 DUI
Campaign. This is a multi-agency effort to conduct targeted enforcement to reduce the incidence of
driving under the influence. The grant award includes an agreement for the use of Grant Funds. It is
appropriate for the City Council to confirm the City participation.
STAFF RECOMMENDATION:
Adopt the Resolution Confirming City of Dublin Participation in the "Avoid the 21" DUI Campaign
Grant Administered by the Hayward Police Department(#AL 1525).

6. PUBLIC HEARINGS
6.1 Public Hearing-Environmental Review Phase 4 of Emerald Glen Park and the Recreation and
Aquatic Complex
An environmental review of the final phase of Emerald Glen Park has been completed in accordance
with the California Environmental Quality Act (CEQA). The City Council will consider adopting a
resolution adopting a Mitigated Negative Declaration and Mitigation Monitoring and Reporting
Program for the proposed project.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt the Resolution Adopting a Mitigated Negative
Declaration and Mitigation Monitoring and Reporting Program for Phase 4 of Emerald Glen Park and
the Recreation and Aquatic Center.
7. UNFINISHED BUSINESS—None.
8. NEW BUSINESS
8.1. Youth in Government Program
The City Council will consider the creation of an annual Youth in Government Program (Program) and
direct Staff to work with Dublin Unified School District on the coordination and execution of this year's
Program.
STAFF RECOMMENDATION:
Approve the establishment of a Youth in Government Program and direct Staff to work with Dublin
Unified School District to coordinate and execute the Program this Fiscal Year.
8.2. Consideration of Setting a Time Limit for Dublin City Council Meetings
The City Council will consider whether to establish a time limit for City Council meetings.
STAFF RECOMMENDATION:
Provide Staff with direction on whether to establish a time limit for City Council meetings.
8.3 Consideration of Date of Volunteer Recognition Event and Appointments to
Citizens/Organization of the Year Ad-Hoc Committee
Each year, the City of Dublin recognizes a citizen, young citizen and organization of the year at its
Volunteer Recognition Event. As part of the process, an Ad-Hoc Committee comprised of two Dublin
City Councilmembers is needed to perform duties including arranging for impartial judging and
selection of winners.
STAFF RECOMMENDATION:
Appoint City Councilmembers Hart and Haubert to the Citizens/Organization of the Year Ad-Hoc
Committee, and confirm the recurring date of the Recognition Event.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
