3.1 Introduction of New Employees: Susan Ahlstrom, Assistant

3.2 Presentations/recognition by Dougherty Regional Fire Authority
and city of Dublin to Kerrick Klopfenstein and Everett Neal
for their heroic actions on September 29, 1994
At this time, members of the audience are permitted to address the City Council on items of interest to the public,
however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City
Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report
back at a future meeting concerning the matter. Furthermore, a ~mber of the city Council may direct Staff to
place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m.,
on the Tuesday preceding a regular meeting) to have an item of concern placed on the age~a for the next regular
meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council
with one single action. Members of the audience or the City Council who would like an item removed from the Consent
Calendar for purposes of public in~t may request the Mayor to remove the item.
4.1 Minutes: Regular Meeting of October 10, 1994
STAFF RECOMMENDATION: Approve
4.2 Informational Report on Results of Utility Audit
An audit of the city's utility bills indicates that
existing accounts are correct but recommends changing
electric rate schedules for the Swim Center and Kolb Park.
The estimated annual savings is $4,625.
STAFF RECOMMENDATION: Receive Report.
4.3 Contracts with Kaleidoscope Activity Center and Tri-Valley
Haven for Women for Administering CDBG Fund Expenditures
The City approved a Community Development Block Grant fund
allocation of $10,000 for the Kaleidoscope Activity Center
project and $10,000 for the Tri-Valley Haven for Women,
Inc., project. The City will need to enter into a contract
with each agency for purposes of administering these CDBG
fund expenditures.
STAFF RECOMMENDATION: Authorized the Mayor to sign contracts.
4.4 city Treasurer's Investment Report as of September 30, 1994
The City's investment portfolio totals $18,708,041.49 and
funds are invested at an annual average yield of 5.559%.
STAFF RECOMMENDATION: Receive Report.
4.5 Status Report on the Integrated Waste Management Act (AB 939)
Based on actual tonnage of waste disposal, the City of
Dublin shows a 27.1% diversion rate which surpasses the
1995 mandated 25% reduction goal established by AB 939.
The City must still make efforts to meet the 50% diversion
goals mandated for the year 2000.
STAFF RECOMMENDATION: Receive Report.
4.6 Authorization for Traffic Impact Fee Study for Eastern Dublin
A traffic study is needed to establish a Traffic Impact Fee
in order to fund transportation improvements in Dublin's
eastern and Specific Plan.
STAFF RECOMMENDATION: Authorize the City Manager to enter
into an agreement with consultant.

6. PUBLIC HEARING
6.1 Area of Benefit Ordinance
The Eastern Dublin Specific Plan which was adopted in 1993
includes financing goals, including a goal that new
development in the Specific Plan area should pay the full
cost of infrastructure needed to serve the area. An Area
of Benefit Ordinance is an implementing or enabling
ordinance authorized by Government Code Section 66484 which
is part of the State Subdivision Map Act. This is the
second reading of this ordinance which was introduced at
the October 10, 1994 City Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.

Eastern Dublin Annexation/Detachment and Prezone #1 PA 94-030
On october 10, 1994, the city Council introduced this
ordinance which approves the Planned Development Prezoning
for 1,538 acres of land located within the Eastern Dublin
General Plan Amendment and Specific Plan area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
Request to allow parking on Silvergate Drive near Arbor Creek
Circle
A resident of Arbor Creek asked Staff to look at the
existing red curb on Silvergate Drive near Arbor Creek to
see if parking could be allowed. Staff is recommending
allowing 40' of parking within this area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.

NEW BUSINESS
8.1 Opposition to Proposition 188 California Uniform Tobacco
Control Act
Councilmember Moffatt has asked that Staff prepare a report
comparing Proposition 188, the Statewide tobacco industry
initiative, with the City's Smoking Ordinance. If passed,
Proposition 188 would take the place of any local ordinance
and permanently prevent cities from adopting local
ordinances.
STAFF RECOMMENDATION: Consider adoption of Resolution
opposing Proposition 188.
8.2 Award of Contract for Consultant Services for PA 94-028
Schaefer Heights General Plan Amendment EIR
The City Council will consider awarding a contract for
consultant services to WPM Planning Team for preparation of
an Environmental Impact Report for a proposed General Plan
Amendment on the Schaefer Heights properties and amending
the GPA study area to include an additional 50 acres.
STAFF RECOMMENDATION: Adopt Resolution awarding contract and
authorize City Manager to execute agreement; amend study area.
8.3 Dougherty Regional Fire Authority 1994-95 Budget Modification
The DRFA Board recently approved the concept of taking
steps to secure and open a new Fire Station (No. 3) on the
Santa Rita Property and begin the development of a
Firefighter Paramedic Program in conjunction with the
opening of that new station. Due to the significant budget
implications to the Cities of Dublin and San Ramon, the
Authority's action was predicated upon each City Council
approving the concept and the necessary budget modification
for FY 1994-95.
STAFF RECOMMENDATION: Approve concept and approve budget
adjustment of $40,917 to Fire Services Budget for Fiscal Year
1994-95
8.4 Authorization to secure Solid Waste Consultant Services
On September 12, 1994, the City Council authorized Staff to
circulate a Request for Qualifications to firms which
provide solid waste consulting services. The Consultant
RFQ was distributed to 4 firms and Staff is recommending
the selection of Hilton Farnkopf & Hobson in an amount not
to exceed $40,525 ($28,370 from Measure D funds and $12,155
from the General Fund).
STAFF RECOMMENDATION: Authorize City Manager to execute an
agreement.
