3.1. Update on Shop Local Holiday Campaign and Proclamation in Recognition of Small Business
Saturday-November 29,2014
The City Council will receive an update on this year's Shop Local Holiday Campaign which, in
partnership with the Dublin Chamber of Commerce, will encourage shopping throughout Dublin during
the holidays. Staff will also briefly highlight upcoming 2015 efforts to promote the Discover Dublin
Shop Local campaign. Additionally, the City Council will issue a proclamation regarding Small
Business Saturday on November 29, 2014. The national initiative's goal is to support those local
businesses that create jobs, boost the economy, and preserve neighborhoods around the country.
STAFF RECOMMENDATION:
Accept the report and proclaim November 29, 2014, as Small Business Saturday in Dublin.
3.2. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the October 21,2014 Special City Council Meeting and Regular City Council Meeting
The City Council will consider approval of the minutes of the October 21, 2014 Special City Council
meeting and Regular City Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the October 21, 2014 Special City Council meeting and Regular City Council
meeting.

4.2. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City
of Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing extending the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.3. Release of Security for Tract 8024 Central Parkway Improvements,Jordan Ranch (BJP-ROF
Jordan Ranch LLC)
BJP-ROF Jordan Ranch, LLC posted bonds to guarantee the construction of roadway improvements on
Central Parkway east of Fallon Road in accordance with the Tract Improvement Agreement for Tract
8024, Jordan Ranch Phase 1. Subsequently, BJP-ROF Jordan Ranch, LLC provided bonds
guaranteeing these same Central Parkway improvements with Tract 8100, Jordan Ranch Phase 2 in
accordance with the Tract Improvement Agreement for Tract 8100. Because the remaining
improvements on Central Parkway are secured by the bonds posted with Tract 8100, it is now
appropriate for the City to release the original security provided with Tract 8024 for the Central
Parkway improvements.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Release of Security for Central Parkway Improvements for Tract
8024—Jordan Ranch Phase 1.
4.4. Acceptance of Work for Positano Hills Park Playground, Contract#14-04
On June 17, 2014 the City Council awarded Contract Number 14-04 to Suarez and Munoz Construction
Incorporated to construct the expansion of the playground at Positano Hills Park. The work is now
complete and ready for City Council Acceptance.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Improvements to Positano Hills Park Playground Construction
Contract 14-04; and authorize Staff to accept a maintenance bond in the amount of$13,238, release the
performance bond and release the final retention within 35 days of filing the Notice of Completion
provided there are no claims.
4.5. Introduction of Ordinance Amending the Dublin Traffic Code Establishing Ten (10) New Bus
Stop Locations
On October 21, 2014, the City Council waived the reading and introduced the ordinance amending the
Dublin Traffic Code establishing ten (10) new bus stop locations. At the November 4, 2014, the City
Council will consider approving an ordinance amending the Dublin Traffic Code establishing ten (10)
new bus stop locations in the City as requested by the Livermore Amador Valley Transit Authority
(LAVTA).
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Amending the Dublin Traffic Code Establishing Ten (10)
New Bus Stop Locations.
4.6. Budget Appropriation to Renovate the City Council Chambers
The City Council will consider appropriating funds to renovate the City Council Chambers from its
Cable TV Facilities Fund, a non-General Fund revenue source.
STAFF RECOMMENDATION:
Approve the budget change.
4.7. Acceptance of Work—Energy Efficient Upgrade(CIP—GI0913)
Work under the Energy Efficiency Upgrade Project (CIP— GI0913) is now complete. The City Council
will accept the final improvements and will consider creating Capital Project ST0715 and appropriating
funds to construct irrigation improvement projects throughout the City.

STAFF RECOMMENDATION:
Adopt the Resolution Accepting Improvements as Part of the Energy Efficiency Upgrade Capital
Improvement Project(CIP—GI0913), 2)Amend the Five-year Capital Improvement Program to include
Project GI0715, and 3) adopt the Budget Change Form.
5. WRITTEN COMMUNICATION—None.
6. PUBLIC HEARINGS
6.1. The Green Mixed Use Project—General Plan and Eastern Dublin Specific Plan Amendment,
Planned Development Rezone with related Stage 1 and Stage 2 Development Plan, Site
Development Review (Commercial Buildings only),Vesting Tentative Map,Development
Agreement, and Supplemental Environmental Impact Report(PLPA-2013-00013)
The proposed Green Mixed Use Project includes approximately 37,000 square feet of retail and
restaurant buildings with associated outdoor seating areas and six residential neighborhoods with 372
units in multiple buildings on a 27.5 acre site. The project includes related surface parking lots,
installation of utilities and services, site landscaping, pedestrian plazas, and concepts for the design of
identification signs. The current request includes approval of a General Plan Amendment, Eastern
Dublin Specific Plan Amendment, Planned Development Rezone, Site Development Review for the
commercial portion of the project, Vesting Tentative Map, and a Development Agreement.
Certification of a Final Supplemental Environmental Impact Report is also being considered. Site
Development Review for the residential portion of the project will come at a later date.
Given the scope and nature of this project, and that this item is being held on an election night, Mayor
Sbranti will be requesting that the City Council continue this item to a date certain. Mayor Sbranti is
suggesting Monday,November 10 or Wednesday,November 12 for a special meeting.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and take the following actions:
1. Adopt the Resolution Certifying an Environmental Impact Report, Adopting Environmental
Findings, a Statement of Overriding Considerations, and Mitigation Monitoring and Reporting
Program Under CEQA for The Green Mixed Use Project;
2. Adopt the Resolution Amending the General Plan and Eastern Dublin Specific Plan for The Green
Mixed Use Project;
3. Waive the first reading and INTRODUCE an Ordinance Rezoning 27.5 Acres at 5144 and 5344
Martinelli Way to a Planned Development Zoning District and Approving the Related Stage 1 and 2
Development Plan for The Green Mixed Use Project;
4. Waive the first reading and INTRODUCE an Ordinance Approving a Development Agreement
between the City of Dublin and Stockbridge/BHV Emerald Place LLC related to The Green Mixed
Use Project; and
5. Adopt the Resolution Approving Site Development Review (Commercial Buildings only) and
Vesting Tentative Map 8203 for The Green Mixed Use Project.
7. UNFINISHED BUSINESS
7.1. Automatic External Defibrillator Program Update
In July of 2011, the City Council directed Staff to proceed with implementing a multiple-step process to
increase the number of Public Access Automatic External Defibrillators (AEDs) within the City of
Dublin. Since then, Staff has used a variety of strategies which have resulted in the number of AEDs
doubling within the community. Staff would like to continue with the efforts to increase the availability
of AEDs by focusing on partnerships with schools.
STAFF RECOMMENDATION:
Receive the report and provide Staff with direction on possible program implementation.

8. NEW BUSINESS
8.1. Strategy for Use of Downtown Public Improvements Reserve
The City Council, at its October 7th meeting, requested that Staff bring back options for expending the
Downtown Reserve on projects in downtown Dublin. Staff has developed, for the City Council's
consideration, an infrastructure and economic development investment strategy appropriating the
Downtown Reserve, which would make the downtown area more pedestrian friendly and aesthetically
pleasing. The City Council will consider possible projects to be funded by the $1 million Downtown
Public Improvements reserve.
STAFF RECOMMENDATION:
Review the proposed projects in the Infrastructure and Economic Development Investment Strategy or
provide Staff with alternative direction.
9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including

10. ADJOURNMENT - In memory of Staff Sgt. Sean Diamond and our fallen troops.
