CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1. Proclamation in Recognition of Small Business Saturday—November 24,2012 Small Business Saturday—November 24, 2012—is a national initiative that marks a day to support the local businesses that create jobs, boost the economy and preserve neighborhoods around the country. This initiative to prompt residents to dedicate a portion of holiday shopping to local, independently- owned small businesses aligns closely with the Dublin's Shop Local Facebook Campaign— "Discover Dublin for the Holidays." STAFF RECOMMENDATION: Present proclamation. 3.2. Pancreatic Cancer Awareness Month Proclamation The City Council will present a proclamation to the Pancreatic Cancer Action Network proclaiming November as "Pancreatic Cancer Awareness Month". Public Comments At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE(3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked,or may request Staff to report back at a future meeting conceming the matter. Any member of the public may contact the City Cleric's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Minutes of the Regular City Council Meeting of October 16,2012 The City Council will consider the approval of the minutes of the Regular City Council meeting of October 16, 2012. STAFF RECOMMENDATION: Approve the minutes of the Regular City Council meeting of October 16, 2012. 4.2. Zoning Ordinance Amendments to Chapter 8.84 (Sign Regulations) of the Dublin Zoning Ordinance as it Relates to the Quality of Temporary Promotional Signs The City Council directed Staff to conduct research in regards to regulating the quality of temporary promotional signs and to prepare a report on ways to address the quality. At the July 17, 2012 City Council meeting, the City Council received a report on ways to address the quality of temporary promotional signs and directed Staff to prepare Zoning Ordinance Amendments. On October 16, 2012, the City Council introduced an Ordinance amending Chapter 8.84 (Sign Regulations) as it relates to the quality of Temporary Promotional Signs. The City Council will consider adoption of the Ordinance. STAFF RECOMMENDATION: Waive the reading and adopt an Ordinance Amending Chapter 8.84 (Sign Regulations) of the Zoning Ordinance. 4.3. Introduction of Additional Language to Section 5.24.060 of the Fireworks Ordinance. This is a second reading of an ordinance introduced at the October 16, 2012 City Council Meeting. The ordinance adds Subsection D to Section 5.24.060 to the existing City of Dublin Fireworks Ordinance. STAFF RECOMMENDATION: Waive the reading and adopt an Ordinance Amending Chapter 5.24 Amending Chapter 5.24 of the Dublin Municipal Code. 4.4. Revisions to Personnel System City Staff was notified by California Public Employees Retirement System (Ca1PERS) that the City's medical contribution Resolutions adopted on October 2, 2012 did not include mandatory language pertaining to Government Code Section 7507. This Staff Report adopts the City Resolutions in the exact format as mandated by Ca1PERS; no other changes to the previously adopted Resolutions have been made. STAFF RECOMMENDATION: Adopt the following Resolutions: 1) Resolution Fixing the Employer's Contribution under the Public Employees' Medical and Hospital Care Act, 2) Resolution Fixing Employer's Contribution Under Section 22893 of the Public Employees' Medical and Hospital Care Act, and 3)Resolution Rescinding Resolution Nos. 169-12 and 170-12. 4.5. Authorization to Execute an Agreement for Replacement of Telephone Systems at Dublin Fire Stations The Telecommunications Evaluation Report accepted by City Council on June 5, 2012 recommended the replacement of the telephone systems at the three Dublin Fire Stations. Staff concurs with the Alameda County Fire Department's proposal to replace the telephone system using a sole source provider that currently implements and supports data and communication network initiatives at all ACFD Fire Stations. November 6,2012 City Council Agenda Page 2 of 4 STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to execute a Consulting Services Agreement with Definitive Networks Incorporated for the purchase of telephone equipment and its installation at the three Dublin Fire Stations. 4.6. Approve an Agreement with Peelle Technology for Imaging and Indexing Services Related to City Records The City Council will consider an Agreement for Consultant Services with Peelle Technologies for imaging and indexing services related to City records. This project will image and index City records for placement in the City's records management system and allow for destruction of paper documents in adherence to the City's Records Retention schedule. STAFF RECOMMENDATION: Adopt Resolution Approving Agreement with Peelle Technologies for Imaging and Indexing Services Related to City Records. 5. WRITTEN COMMUNICATION—None. 6. PUBLIC HEARINGS—None. 7. UNFINISHED BUSINESS 7.1. Adoption of the City's First Economic Development Strategy The City Council established a Fiscal Year 2011-2012 Strategic Initiative to "develop an Economic Development Strategy." The City retained the services of Economic & Planning Systems, Inc. (EPS) to develop the City's Economic Development Strategy and Element. Following months of outreach and data collection on the best path forward for the City's economic development efforts, EPS has completed a draft Economic Development Strategy for the City Council's consideration. STAFF RECOMMENDATION: Adopt Resolution Approving the City's Economic Development Strategy and approve the budget transfer in the amount of$125,000. 8. NEW BUSINESS 8.1. Shannon Park Water Play Area The City Council authorized the renovation of the Shannon Park Water Play Area in the 2012-2017 Capital Improvement Program. As part of the design process, Staff is seeking City Council approval on the preferred conceptual design of the Shannon Park Water Play Area. STAFF RECOMMENDATION: Receive the presentation from Staff and the Consultant, approve the preferred conceptual design, and authorize the Consultant to proceed with preparation of construction documents. 8.2. Authorization To Enter Into Agreement With Alameda County Fire District To Fund Retiree Health Benefit Liabilities And Providing An Appropriation For The Initial Contribution On June 19, 2012 the City Council approved an agreement with Alameda County Fire District (ACFD) to provide Fire Services to the City. ACFD provides services to multiple jurisdictions in Alameda County. As part of its operating costs the Department has incurred a liability for Retiree Medical benefits. The agencies served by ACFD have developed a methodology for allocating this liability. The City of Dublin has, over the years, put aside funds to begin to reduce the City share of the obligation. The City Council will be requested to authorize the City Manager to negotiate and execute an agreement related to the funding of Retiree Medical Benefits and to make an appropriation to reduce the amount of the City of Dublin's share of the total obligation. STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to enter into an agreement with Alameda County Fire District regarding fair share funding of Retiree Medical Benefit liabilities and approving the use of specified General Fund assets as an initial contribution; and 2)Authorize the Budget Change.
