CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Acceptance of Storm Water Control Award from the United States Environmental Protection Agency At this time, members of the audience are permitted to address the City Council on items of interest to the public, however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the matter. Furthermore, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes: Regular Meeting of October 24, 1994 STAFF RECOMMENDATION: Approve 4.2 Agreement with Housing Authority of Alameda County for Arroyo Vista Management Services On October 3, 1994, the Council directed Staff to research the current contractual arrangement with the Alameda County Housing Authority to determined if the agreement is with the City of Dublin or the Dublin Housing Authority (DHA). Staff has determined that the contract for the management of Arroyo Vista is with the Dublin Housing Authority. Any review of services would therefore be conducted by DHA. STAFF RECOMMENDATION: Receive Report. 4.3 Appointment of Dublin Members to LAVTA's WHEELS Accessible Advisory Committee In April of 1994, the LAVTA Board of Directors approved the transition of the current LAVTA Paratransit Advisory Committee to a Wheels Accessible Advisory Committee. Mayor Snyder and Councilmember Moffatt, the City's representa- tives on the LAVTA Board recommend the appointment of Carrie Staehl and Mary Ann Tracy to this committee. STAFF RECOMMENDATION: Adopt Resolution. 4.4 Contract 94-04 Dougherty Road/Sierra Lane Improvements The low bid received, $278,377.60 (including alternate item), is significantly over the $252,000 budgeted for this project. Staff feels that a lower bid can be achieved by rebidding the project with the paving stone item as an alternate. STAFF RECOMMENDATION: Adopt Resolution rejecting all bids on the basis of insufficient funds and authorize Staff to readvertise the project with a reduced scope of work. 4.5 City Treasurer's Investment Report as of October 31, 1994 The City's investment portfolio totals $18,376,322.74 and funds are invested at an average annual yield of 5.648% STAFF RECOMMENDATION: Receive Report. 4.6 Agreement with Recht Hausrath & Associates to prepare a study for a preliminary public facilities fee This agreement would provide for the development of a preliminary public facilities fee for the Homart Development in eastern Dublin. The cost for the preliminary study will not exceed $3,500 and will be reimbursed by the Applicants. STAFF RECOMMENDATION: Authorize Staff to issue a Purchase Order based on the scope of services outlined in the Engagement Letter. 4.7 Local Area Network Hardware/Software Project Bid Award Data Processing System bids were received from 6 vendors and opened on October 21, 1994. Staff has prepared a detailed analysis and recommends the purchase of Hewlett Packard equipment. STAFF RECOMMENDATION: Award Hardware Bid to Whole Earth Business Systems ($109,933); reject all bids for Software and authorize Staff to issue a Purchase Order through the State of California Master Contract ($10,852); authorize Mayor to execute the Budget Change Form. 4.8 4.9 Contract 94-07 Heritage Center Renovation The City Council will review the plans & specifications for the renovation of the Murray Schoolhouse and Old St. Raymond's Church and authorize Staff to advertise for bids. STAFF RECOMMENDATION: Authorize Staff to advertise for bids; approve Budget Change Form Warrant Register ($521,110.19) Dated November 14, 1994 STAFF RECOMMENDATION: Approve WRITTEN COMMUNICATION 5.1 Request from Dublin Unified School District related to used City computer equipment The City is updating its computer system with new equipment in order to connect a local area network. DUSD has advised the City that they have an opportunity to receive a grant that would match any donation of computer equipment. The City will soon have approximately 16 used computers available. Several City employees have also expressed a desire to bid on the used equipment. STAFF RECOMMENDATION: Discuss disposition and provide appropriate direction to Staff. e PUBLIC HEARING 6.1 Establishment of Eastern Dublin Specific Plan Preparation Fee The adoption of the Eastern Dublin Specific Plan in May of 1993 included a provision for recovering the cost of plan preparation, including interest. The City Council will consider adoption of a fee of $229.39 per acre, which would be charged to properties included in the Specific Plan area. The fee, plus interest, must be paid at the time a development application is submitted. Property owners may prepay the fee to reduce their interest costs. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.2 Request for Loading Zone on Amador Plaza Road in front of Video Only building The property owner of 6920 Amador Plaza Road (Video Only) is requesting a 40' loading zone in front of the property. Other development on this site has removed the on-site loading area that was formerly used by Video Only. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.3 Modification to No Parking Zone on Silvergate Drive near Arbor Creek Circle At the October 24th meeting, the City Council requested that Staff perform further study at this location to see if additional parking could be allowed. Staff is recommending a total of 168' of on-street parking (about 8 cars). STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.4 Request for Variance to Flood Plain Regulation Shamrock Ford, 7499 Dublin Boulevard, is requesting a variance to the Flood Control Ordinance which would require the floor of a new addition to be 2" above the floor of the existing building. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution granting variance. UNFINISHED BUSINESS 7.1 Authorization for Crossing Guard Study This item provides background information regarding existing crossing guard locations and requests direction from the City Council as to whether new crossing guard studies are needed or whether the Council wishes to continue funding the crossing guards without further study. The estimated cost of the study is $2,500. STAFF RECOMMENDATION: 1) Provide direction to Staff to proceed with warrant study at 5 existing locations, including the new location at Murray School -OR- continue to fund the existing locations, including the new location at Murray School, and if future requests are made for additional cross- ing guard locations, to conduct studies for comparison to the specific warrants. 2) If the City Council chooses to continue with the fifth crossing guard at Murray School, approve budget transfer of $9,845 to the crossing guard operating budget from the contingent reserve. NEW BUSINESS 8.1 ABAG Comprehensive Subregional Planning Pilot Project The Association of Bay Area Governments has released a request for proposals for a comprehensive subregional planning pilot project. The Tri-Valley Council has created an ad hoc committee to consider submitting a proposal. The pilot project would produce a process for selecting subregional land use policies and a draft subregional strategy. STAFF RECOMMENDATION: Discuss and consider. Should the Council decide to participate, adopt the revised resolution. 8.2 Review of the Tri-Valley Transportation Plan/Action Plan (Circulation Draft) The Tri-Valley Transportation Council has been working on a plan to coordinate transportation improvements in the Tri- Valley area with proposed development to ensure coordina- tion between the 7 public agencies involved. The draft plan has now been released for public review. STAFF RECOMMENDATION: Determine appropriate response to the TVTC regarding the Plan and authorize Mayor to sign letter to TVTC.
