3.2. Proclamation Designating November 2019 as "Sikh Awareness and Appreciation
Month” STAFF REPORT
The City Council will present a proclamation designating November 2019 as "Sikh
Awareness and Appreciation Month".
STAFF RECOMMENDATION:
Present the proclamation designating November 2019 as "Sikh Awareness and Appreciation
Month".
3.3. Proclamation in Recognition of Small Business Saturday (November 30, 2019) and
Report on Holiday Decorating Contests STAFF REPORT
The City Council will consider proclaiming November 30, 2019 as Small Business Saturday.
Additionally, the City Council will receive an update on the Decorate Dublin Contest for
businesses and the Holiday Home Decorating Contest.
STAFF RECOMMENDATION:
Proclaim November 30, 2019 as Small Business Saturday in Dublin, and receive the report
on holiday decorating contests.
3.4. Presentation from State Senator Steve Glazer and Assembly Member Rebecca Bauer-
Kahan STAFF REPORT
The City Council will receive legislative update presentations from Steve Glazer, Senator for
the 7th District, and Rebecca Bauer-Kahan, Assembly Member for the 16th District.

3.5. Presentation on Dublin San Ramon Services District “State of the District” STAFF
REPORT
Maddie Misheloff, President of the Dublin San Ramon Services District Board, will make a
presentation on the “State of the District”.
STAFF RECOMMENDATION:
Receive the report.
3.6. Report on Public Safety Efforts This Holiday Season STAFF REPORT
The City Council will receive a report from Police Chief Garrett Holmes on the City's
holiday crime suppression public safety efforts.
STAFF RECOMMENDATION:
Receive the report.
3.7. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the November 5, 2019 Regular City Council Meeting Minutes STAFF
REPORT
The City Council will consider approval of the minutes of the November 5, 2019 Regular
City Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the November 5, 2019 Regular City Council meeting.
4.2. Amendment to the Agreements with Mark Thomas & Company Inc. and with Western
Pacific Signal LLC STAFF REPORT
The City Council will consider amending agreements with Mark Thomas & Company, Inc.,
for the Iron Horse Trail Bridge at Dublin Boulevard project, to extend the agreement term,
and with Western Pacific Signal, LLC, for traffic signal operations, to increase the not-to-
exceed compensation amount.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Amendment to the Agreement with Mark Thomas &
Company, Inc., for the Iron Horse Trail Bridge at Dublin Boulevard Project; and adopt the
Resolution Approving an Amendment to the Agreement with Western Pacific Signal, LLC.
4.3. Amendment to the Memorandum of Understanding with LAVTA for Shared
Autonomous Vehicle Testing Project STAFF REPORT
The City Council will consider approving an amendment to the Memorandum of
Understanding with the Livermore Amador Valley Transit Authority (LAVTA) for Shared
Autonomous Vehicle Testing. LAVTA is the lead agency on this project.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Memorandum of Understanding between the City of
Dublin and the Livermore Amador Valley Transit Authority for the Shared Autonomous
Vehicle Testing Project.

4.4. City Treasurer's Informational Report of Investments for the Quarter Ending
September 30, 2019 STAFF REPORT
The City Council will receive an informational report of the City’s investments through the
quarter ending September 30, 2019 including a monthly transaction ledger. The City’s
investment portfolio for this period totaled $284,664,049 (book value) with an average
market yield of 1.94%. As required by the Policy, the City Treasurer (Administrative
Services Director) affirms that the City is able to meet its expenditure requirements for the
next six months.
STAFF RECOMMENDATION:
Receive the report.
4.5. Conduit Occupancy Agreement with Verizon for Use of City Conduit and Facilities in
Gleason Drive STAFF REPORT
The City Council will consider approval of a Conduit Occupancy Agreement with MCImetro
Access Transmission Services Corp. (Verizon) for use of City-owned conduit and facilities
within the Gleason Drive right-of-way for fiber optic communication line.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Conduit Occupancy Agreement with MCImetro Access
Transmission Services Corp.
4.6. Evaluation of Services and Agreement with Alameda County for Law Enforcement
Services STAFF REPORT
The City Council will receive a comprehensive five-year evaluation of Dublin Police
Services and will consider a proposed contract for Police Services with the Alameda County
Sheriff’s Office for a 10-year period beginning July 1, 2020 and ending June 30, 2030.
STAFF RECOMMENDATION:
Receive the report and adopt the Resolution Approving the Agreement Between the County
of Alameda and the City of Dublin for Law Enforcement Services Within the City of Dublin.
4.7. Payment Issuance Report and Electronic Funds Transfers STAFF REPORT
The City Council will receive a listing of payments issued from September 1, 2019 - October
31, 2019 totaling $9,459,020.26.
STAFF RECOMMENDATION:
Receive the report.
4.8. Award of Contract to Redgwick Construction Company for the Alamo Creek Trail
Repair, Project No. ST0219 STAFF REPORT
The City Council will consider approving plans and specifications and awarding a
construction contract to Redgwick Construction Company for the Alamo Creek Trail Repair
project (CIP No. ST0219). The project will replace a segment of Alamo Creek Trail from the
intersection with Amador Valley Boulevard proceeding south approximately 1,050 feet.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Plans and Specifications and Awarding a Contract to
Redgwick Construction Company for the Alamo Creek Trail Repair Project (CIP No.
ST0219).
4.9. Density Bonus Regulations Amendments — Dublin Municipal Code Chapter 8.52
(PLPA-2019-00039) STAFF REPORT
The City Council will consider adopting an Ordinance amending the Density Bonus
Regulations (Chapter 8.52) of the Dublin Municipal Code to comply with state law. As
proposed, the current regulations would be deleted in its entirety and replaced with new
density bonus regulations as required by State law. On November 5, 2019, the City Council
held a public hearing and introduced this Ordinance. The City Council will now consider
holding a second reading and adopting the proposed Density Bonus Ordinance.

STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Approving Amendments to Dublin Zoning
Ordinance Chapter 8.52 (Density Bonus Regulations).
5. WRITTEN COMMUNICATION - NONE.
6. PUBLIC HEARING
6.1. Updates to the City of Dublin's Construction and Fire Codes in Accordance with
Requirements of State Law STAFF REPORT
The 2019 Edition of the California Building Standards Codes (CBSC) was approved by the
California Building Standards Commission earlier this year and will go into effect on January
1, 2020. The City must adopt an Ordinance incorporating the updated provisions to ensure
accuracy and alignment with State law. The City Council is being asked to review and adopt
an Ordinance repealing the 2016 California Building Standards Code and adopting the 2019
California Building Standards Code. In connection with this action, the City Council will be
asked to adopt a resolution approving findings relating to the City’s local amendments to the
California Building Standards Code.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and 1) adopt the Resolution Approving the Finding
of Necessity for Amendments to the 2019 California Building Standards Code; and, 2) waive
the second reading and adopt an Ordinance Repealing and Replacing Chapters 5.08 (Fire
Code), 7.28 (Building Regulation Administration Code), 7.32 (Building Code), 7.34
(Residential Code), 7.36 (Electrical Code), 7.40 (Plumbing Code), 7.44 (Mechanical Code),
and 7.94 (Green Building Code), of the Dublin Municipal Code, in Order to Adopt by
Reference and Amend Provisions of the 2019 Edition of the California Building Standards
Code, Title 24, California Code of Regulations and Repealing Chapter 7.48 (Housing Code)
and Adopting Chapter 7.48 (Building Maintenance Code), of the Dublin Municipal Code, in
Order to Adopt by Reference and Amend Provisions of the 2018 International Property
Maintenance Code.

8. NEW BUSINESS
8.1. Valley Christian Center Parcel 3 General Plan Amendment Study Initiation Request
(PLPA-2019-00042) STAFF REPORT
The City Council will consider a request by Fulcrum Development to initiate a General Plan
Amendment Study for 4.68 acres located at the northeast corner of Dublin Boulevard and
Inspiration Drive. The project site is a portion of Parcel 3 (12.7 acres) designated as Future
Study Area in the Valley Christian Center Development Plan. The General Plan Amendment
Study would evaluate a proposal to change the existing General Plan land use designation of
the 4.68 acres from Open Space to Public/Semi-Public in order to accommodate a residential
care facility for the elderly. The remaining 8.02 acres is located within a recorded
conservation easement and would remain Open Space.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Initiation of a General Plan Amendment Study to
Evaluate Changing the Land Use Designation of 4.68 acres from Open Space to Public/Semi-
Public; OR adopt the Resolution Denying the Initiation of a General Plan Amendment Study
to Evaluate Changing the Land Use Designation of 4.68 acres from Open Space to
Public/Semi-Public.

8.2. Flavored Tobacco Prohibitions STAFF REPORT
The City Council will consider providing direction on regulations to restrict or ban the sale of
flavored tobacco.
STAFF RECOMMENDATION:
Receive the report and provide direction, if any, on regulations to restrict or ban the sale of
flavored tobacco.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee reports
and reports by City Council related to meetings attended at City expense (AB1234).
