3.1 Introduction of new employee - Administrative Services office

At this time, members of the audience are permitted to address the City Council on items of interest to the public,
however, in accordance with GC 54954.2, no ACTION or DiSCUSSiON shall take place on any item which is NOT on the City
Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report
back at a future meeting concerning the matter. Furthermore, a member of the City Council may direct Staff to
place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m.,
on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular
meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar it,s are typically non-controversial in nature and are considered for approval ~ the City Council
with one single action. Members of the audience or the City Council who would like an item removed from the Consent
Calendar for ~rposes of ~b[ic input may request the Mayor to remove the item.
4.1 Minutes: Regular Meeting of November 14, 1994
STAFF RECOMMENDATION: Approve
4.2 State-Local Transportation Partnership Program - State-Local
Entity Agreement Supplement 005 (Cycle 5)
This agreement will allow the City of Dublin to receive
$26,276 in State-Local Partnership funds (SB 300) as a
'matching grant for the City's 1994-95 annual overlay
program. This is the fifth year that Dublin has
participated in this funding program.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to
execute supplement.
4.3 Financial Reports for the months of September and October 1994
STAFF RECOMMENDATION: Receive Reports.
4.4 Warrant Register ($454,336.92) Dated November 28, 1994
STAFF RECOMMENDATION: Approve.
WRITTEN COMMUNICATION
5.1 Community Television (CTV 30) Funding Request
In October, 1994, the CTV Board of Directors requested that
the Cities of Dublin, Pleasanton, Livermore and San Ramon
consider funding a voluntary contribution for FY 1994-95 of
$1,500 - $2,000 per city to pay for the "Valley Forum"
programming.
STAFF RECOMMENDATION: Based on comments that CTV should be
relying less on City funding and more on self funding, deny
request.
5.2 Correspondence from Dublin Unified School District regarding
Agreements between City and District
The City Council will review correspondence received from
the Dublin Unified School District related to two
City/District Agreements: 1) Use of Facilities; and 2)
Renovation of Dublin High School fields.
STAFF RECOMMENDATION: Direct Staff to arrange for a meeting
of the City/District Liaison Committee.
PUBLIC HEARING
6.1 Request for Loading Zone on Amador Plaza Road in front of
Video Only building
This is the second reading of a proposed ordinance that was
introduced at the November 14, 1994 Council meeting. The
property owner of 6920 Amador Plaza Road (Video Only store)
is requesting a loading zone because the on-site loading
area that was being used has been eliminated.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.

Cable Television Rate Review
The 1992 Cable Television Consumer Protection and
Competition Act allows cable systems not subject to
effective competition to be regulated. Viacom Cable has
submitted 3 forms detailing a reduction in cable rates for
Dublin customers for the period covering June 15th through
November 14, 1994.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
approve Basic Tier Rate Reduction of $1.30 for the period June
15th through November 14, 1994.
Transportation Impact Fee Ordinance
The Eastern Dublin Specific Plan was adopted in 1993. As
part of the Specific Plan implementation, the City must
pass an ordinance which establishes a mechanism for
imposing traffic impact fees related to new development.
This ordinance is only a mechanism for charging fees and
does not actually establish the amount of the fees or how
it will be paid.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.
Public Facilities Impact Fee Ordinance
The Eastern Dublin Specific Plan was adopted in 1993. As
part of the Specific Plan implementation, the City must
pass an ordinance which establishes a mechanism for
imposing public facilities impact fees related to new
development. Public Facilities Impact Fees would
eventually pay for park improvements, community facilities
and new infrastructure. This ordinance is only a mechanism
for charging fees and does not actually establish the
amount of the fees or how it will be paid.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.

NEW BUSINESS
8.1 Placement of Ad in Newspaper Related to Future Opening on City
Council
Councilmember Houston has requested that this item be
placed on the agenda in order that the Council may again
discuss the possibility of placing an ad in local
newspapers advising residents of an opening on the Council
which will occur when he vacates his Council seat and is
sworn in as Mayor.
STAFF RECOMMENDATION: Consider issues and provide appropriate
direction to Staff.
8.2 Amendment to Council Rules related to filling Council
vacancies
Councilmember Moffatt has requested that the Council
consider an amendment to the Council's Rules of Conduct to
provide that when a vacancy exists on the Council, the
remaining Councilmembers will only consider the appointment
of a replacement at a meeting at which all four remaining
Councilmembers (including the Mayor) are present.
STAFF RECOMMENDATION: Discuss and consider and provide
appropriate direction to Staff.
