The packet is available in the City Clerk’s Office and also at the Dublin Library. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS 3.1. Presentation of Banners to 2019 Military Banner Program Participants STAFF REPORT The City Council will present 2019 Military Banner Program participants with their individual banners. The Military Banner Program honors active duty military personnel and veterans that reside or have immediate family in the City of Dublin. STAFF RECOMMENDATION: Present individual banners to Military Banner Program participants (honoree or banner sponsor). 3.2. Employee Introductions STAFF REPORT New members of City S taff will be introduced: Danielle Diaz, Administrative Technician, City Manager/City Clerk's Office, Mirna Padilla, Office Assistant II, City Manager's Office, and Stephanie Carman, Office Assistant II, Dublin Police Services. STAFF RECOMMENDATION: Welcome the new City of Dublin Staff members. 3.3. Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Approval of the November 19, 2019 Regular City Council Meeting Minutes STAFF REPORT The City Council will consider approval of the minutes of the November 19, 2019 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the November 19, 2019 Regular City Council meeting. December 3, 2019 Dublin City Council Agenda Page 2 of 4 4.2. Agreement for Pool and Water Slide Maintenance Services at The Wave STAFF REPORT The City Council will consider service agreements with East Bay Pool Service Inc. for pool maintenance at The Wave, and with USA Pools of California/USA Management for water slide maintenance services at The Wave. STAFF RECOMMENDATION: Adopt the Resolution Approving an Agreement with East Bay Pool Service Inc. for Pool Maintenance Services; adopt the Resolution Approving an Agreement with USA Pools of California/USA Management for Waterslide Maintenance Services; and, approve the budget change. 4.3. 2020 Legislative Platform STAFF REPORT The City Council will consider approving a Legislative Platform for 2020. The Legislative Platform would guide the City’s response to pending and potential legislation that impacts the Dublin community. STAFF RECOMMENDATION: Adopt the Resolution Approving the 2020 City of Dublin Legislative Platform. 4.4. Ordinance Amending Chapter 5.32 of the Dublin Municipal Code Relating to Solid Waste Management STAFF REPORT The City Council will consider introducing an ordinance amending Chapter 5.32 of the Dublin Municipal Code regarding solid waste management. This ordinance would adopt a regulatory and permitting mechanism for self-hauling of solid waste and recyclable materials. STAFF RECOMMENDATION: Waive the reading and introduce an Ordinance Amending Chapter 5.32 of the Dublin Municipal Code Relating to Solid Waste Management. 5. WRITTEN COMMUNICATION – NONE. 6. PUBLIC HEARING 6.1. Downtown Dublin Specific Plan and General Plan Amendments (PLPA-2019-00036) STAFF REPORT The City Council will consider an amendment to the Downtown Dublin Specific Plan and related General Plan Amendment. Proposed changes include increasing the allowable commercial floor area ratio in the Transit-Oriented and Retail Districts, combining the allowable residential dwelling unit allocation into one pool for all three districts, and amending the parking standards for the Village Parkway and Transit-Oriented Districts. No specific development is proposed at this time. An Addendum to the Environmental Impact Report (EIR) has been prepared that concludes that all potential environmental effects were adequately addressed in the original EIR. STAFF RECOMMENDATION: Conduct the public hearing, deliberate and adopt the Resolution Amending the General Plan and Downtown Dublin Specific Plan to Allow an Increase in the Allowable Commercial Floor Area Ratio in the Transit-Oriented and Retail Districts, Combine New Residential Dwelling Unit Allocation into One Pool for All Three Districts, and Amend the Parking Standards for the Village Parkway and Transit-Oriented Districts. 6.2. Agreement for Reimbursement of Sales and Use Tax Revenue Between the City of Dublin and Bicentennial Square Partners STAFF REPORT The City Council will conduct the public hearing, deliberate, and consider approving an Agreement for Reimbursement of Sales and Use Tax Revenue Between the City of Dublin and Bicentennial Square Partners related to certain site improvements to be performed on the property located at 11505 Dublin Boulevard, for the business retention of Graybar Electric Company. The proposed agreement provides a reimbursement of no more than $800,000 for December 3, 2019 Dublin City Council Agenda Page 3 of 4 a 10-year period. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and adopt the Resolution Approving an Agreement for Reimbursement of Sales and Use Tax Revenue Between the City of Dublin and Bicentennial Square Partners. 7. UNFINISHED BUSINESS 7.1. Valley Christian Center Parcel 3 General Plan Amendment Study Initiation Request (PLPA-2019-00042) STAFF REPORT On November 19, 2019, the City Council considered a request by Fulcrum Development to initiate a General Plan Amendment Study for a portion of Parcel 3 of the Valley Christian Center located at the northeast corner of Dublin Boulevard and Inspiration Drive. The General Plan Amendment Study would evaluate a proposal to change the existing General Plan land use designation for a portion of Parcel 3 from Open Space to Public/Semi-Public in order to accommodate a residential care facility for seniors. After taking testimony, the City Council directed Staff to return with a report on previous similar General Plan Amendments to change the land use designation of properties from Open Space to another developable designation, and to identify an opportunity to offset the proposed loss of open space. STAFF RECOMMENDATION: Adopt the Resolution Approving the Initiation of a General Plan Amendment Study to Evaluate Changing the Land Use Designation of Approximately Two Acres on Parcel 3 from Open Space to Public/Semi-Public and Approximately Five Acres on Parcel 1 from Public/Semi-Public to Open Space (APN: 941-0022-006-00) (PLPA-2019-00042); OR, adopt the Resolution Denying the Initiation of a General Plan Amendment Study to Evaluate Changing the Land Use Designation of Approximately Two Acres on Parcel 3 from Open Space to Public/Semi-Public and Approximately Five Acres on Parcel 1 from Public/Semi- Public to Open Space (APN: 941-0022-006-00) (PLPA-2019-00042). 7.2. Valley Children's Museum Update STAFF REPORT The City Council will receive an update on Valley Children's Museum (VCM), including the termination of the existing Memorandum of Understanding for use of a portion of Don Biddle Community Park, and their request to discuss future potential opportunities and support needed to locate VCM in Downtown Dublin. STAFF RECOMMENDATION: Accept the report on the termination of the Memorandum of Understanding and provide direction to Staff on Valley Children's Museums' request to work on longer-term location in Downtown Dublin. 8. NEW BUSINESS 8.1. Intergovernmental Support Agreement with Parks Reserve Forces Training Area STAFF REPORT The City Council will consider approving an Intergovernmental Support Agreement with the United States Army for the provision of janitorial, pest control, and solid waste services at Parks Reserve Forces Training Area (Camp Parks). STAFF RECOMMENDATION: Adopt the Resolution Approving the Intergovernmental Support Agreement Between U.S. Army Garrison Fort Hunter Liggett and the City of Dublin for Municipal Services. 8.2. Introduction to Community Workforce Agreements and Concepts STAFF REPORT The City Council will discuss and provide direction on establishing Community Workforce Agreements on City construction and other public works projects. Community Workforce Agreements are agreements between a city and local labor organizations that address issues related to a specific construction project or a class of construction projects. December 3, 2019 Dublin City Council Agenda Page 4 of 4 STAFF RECOMMENDATION: Receive the report and provide direction, if any, on potential Community Workforce Agreements on City public works projects. 8.3. Input on Climate Action Plan Update STAFF REPORT The City Council will receive a report and consider implementation measures and goals for inclusion in an updated Climate Action Plan. Following the review and feedback, Staff will present a final updated Climate Action Plan early next year. STAFF RECOMMENDATION: Receive the report on the draft Climate Action Plan (CAP) update and provide direction on proposed implementation measures for inclusion in the CAP update. 8.4. Designation of Two Councilmembers to the Dublin Pride Week Committee STAFF REPORT The City Council will consider appointing two of its members to the 2020 Dublin Pride Week Committee. The Dublin Pride Week Committee plans and prepares the annual spring event, which seeks to engage individuals and groups in action-based activities to help improve the community. STAFF RECOMMENDATION: Appoint two Councilmembers to the Dublin Pride Week Committee for 2020. 8.5. Selection of Vice Mayor STAFF REPORT The City Council’s policy is to select, in December of each year, a member of the City Council to serve as Vice Mayor for a period of one year. In the absence of the Mayor, the Vice Mayor would become Mayor Pro Tempore and would assume the temporary responsibilities of the Mayor. STAFF RECOMMENDATION: Determine who shall serve as Vice Mayor for a one-year period. 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
