3. ORAL COMMUNICATIONS
3.1. Selection of Vice Mayor
The City Council's policy is to select, in December of each year, a member of the City Council to
serve as Vice Mayor for a period of one year. In the absence of the Mayor, the Vice Mayor
would become Mayor Pro Tempore and would assume the temporary responsibilities of the
Mayor. '
STAFF RECOMMENDATION:
Determine who shall serve as Vice Mayor for a one-year period.
3.2. Introduction of New Employee: Ann Mottola, Heritage and Cultural Arts Manager
A new member of City Staff will be introduced.
ST AFF RECOMMENDATION:
Welcome new City of Dublin Staff member.
3.3. Appointment to Alameda County Mosquito Abatement District
The City Council will consider appointment of Dr. James Kohnen as the City of Dublin appointee
to the Alameda County Mosquito Abatement District.
STAFF RECOMMENDATION:
Adopt Resolution making an Appointment to the Alameda County Mosquito Abatement District
Board of Trustees.
3.4. Presentation on the Little League Challenger Division Program
Mr. Dave Wetmore, Administrator of Little League District 57, will make a presentation to the
City Council on the Little League Challenger Division program. The 8th Annual Western Region
Challenger Jamboree will be held in Dublin in May 2012. This annual tournament attracts scores
of teams from across the western United States and Canada.
STAFF RECOMMENDATION:
Receive the report.

3.5. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly
state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no
action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements
made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member. of the
public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in
Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one
single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for
purposes of public input may request the Mayor to remove the item.
4.1. Minutes of Regular City Council Meeting of November 15,2011
The City Council will consider the 'approval of the minutes of the Regular City Council Meeting
of November 15,2011.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council Meeting of November 15,2011.
4.2. Approval of Final Map and Tract Improvement Agreement, Approval of Agreement for
Long-Term Encroachment Agreement for Landscape Features, and Acceptance of
Parkland Dedication In-Lieu Credits for Tract 8083, Neighborhood "D-3", Positanol Fallon
Village (D.R. Horton)
D. R. Horton, dba D. R. Horton, BAY Inc, is filing a Final Map for Tract 8083, Neighborhood
"D-3," to create 70 individual lots. Ultimately the lots will accommodate 81 residential units
comprised of 59 lots containing one Single Family Unit each, plus 11 lots which contain one
Single Family Unit with an attached Secondary Unit. The Final Map for Tract 8083 dedicates the
rights-of-way for Avanti Avenue, Contrada Court, Fortezza Court, Montese Court, and Palazzo
Drive as well as a public service easement.
STAFF RECOMMENDATION:
Adopt Resolution Approving Final Map and Tract Improvement Agreement for Tract 8083,
Neighborhood "D-3," PositanolFallon Village; adopt Resolution Approving the Agreement for
Long Term Encroachment for Landscape Features for Tract 8083, Neighborhood "D-3,"
PositanolFallon Village; and adopt Resolution Accepting Park Land Dedication In-Lieu Credits
for Park Land Dedication Requirements for Tract 8083 D. R. Horton, (Neighborhood "D-3,"
PositanolFallon Village).
4.3. Approval of Final Map and Tract Improvement Agreement, Approval of Agreement for
Long-Term Encroachment for Landscape Featues, and Acceptance of Park Land
Dedciation In-Lieu Credits for Tract 8024, Jordan Ranch, Phase One, and Annexation of
Tract 8024, Jordan Ranch to the Dulbin Ranch Street Lighting Maintenance Assessment
District No. 99-1 (Mission Valley Properties)
Mission Valley Properties, dba BJP-ROF Jordan Ranch LLC, is filing a Final Map for Tract 8024
(Jordan Ranch, Phase One) to create 59 individual lots for the construction of homes.
ST AFF RECOMMENDATION:
Adopt Resolution Approving Final Map and Tract Improvement Agreement for Tract 8024,
Jordan Ranch, Phase One; adopt Resolution Approving the Agreement for Long Term
Encroachment for Landscape Features for Tract 8024, Jordan Ranch, Phase One; adopt
Resolution Accepting Park Land Dedication In-Lieu Credits for Park Land Dedication
Requirements for Tract 8024, Jordan Ranch, Phase One; and adopt Resolution Ordering the
Annexation of Jordan Ranch (Tract 8024) to the Dublin Ranch Street Lighting Maintenance
Assessment District 99-1.

7. UNFINISHED BUSINESS
7.1. Farmers' Market 2011 Report
The City recently completed its first year of the Dublin Farmers' Market at Emerald Glen Park.
Staff will present a wrap up report of the first year and update the City Council on the findings
from the Market survey, as well as provide suggestions for improvements for next year's Market.
STAFF RECOMMENDATION:
Accept the report and provide any direction regarding next year's Dublin Farmers' Market.
8. NEW BUSINESS
8.1 Measure B Transportation Expenditure Plan Reauthorization
The Alameda County Transportation Commission (Alameda CTC) has released a draft list of
projects and programs to be included in the Transportation Expenditure Plan (TEP) for the
Measure B Sales Tax Reauthorization plarned for the November 2012 ballot. Staff will seek City
Council comments on the draft list to be forwarded to Alameda CTC for the Commissioners'
consideration prior to TEP adoption.
STAFF RECOMMENDATION:
Receive the presentation, discuss the draft list of projects and programs, and authorize the City
Manager to send a letter to the Executive Director of Alameda CTC documenting City Council
comments for inclusion in the December 16, 2011, Commission meeting agenda packet.
8.2 Designation of Parking Restriction on Dublin Court
The City received a request from a representative of Amador Valley Industries to implement a
parking restriction on Dublin Court to help facilitate trash and recycling pickup services. The
proposed parking restriction would prohibit parking on one 25- foot section on the north side and
one 25-foot section on the south side of Dublin Court between the hours of 6:00 a.m. and 9:00
a.m. Monday through Friday.
STAFF RECOMMENDATION:
Adopt Resolution Amending the Dublin Traffic Code Approving a: Parking Regulation on Dublin
Court.
8.3 Code Enforcement Policy Update
The City Council has the authority to establish policies, rules and regulations for the
admipistration of code enforcement activities as long as those policies, rules and regulations are
not in conflict with the provisions of the Municipal Code. On October 6,2009, the City Council
adopted a Resolution approving an updated Enforcement Policy that lists the types of violations
that shall be enforced on a proactive basis and those that shall first require a complaint. The City
Council will review the Enforcement Policy and provide feedback and direction.
STAFF RECOMMENDATION:
Receive the report and confirm the Code Enforcement Policy.
8.4 Acceptance of Gift from SprintlN extel
The City Council will consider the acceptance of the donation of 50 Motorola i576 push-to-talk
cellular phones from SprintlNextel for use in the City's disaster preparedness efforts.
STAFF RECOMMENDATION:
Receive the report and direct Staff to prepare a formal acknowledgement to SprintlNextel.
8.5 Authorization to Conduct a Streetlight Demonstration Project
The City Council will consider partnering with Chevron Energy Solutions to conduct a
demonstration and test of a new LED streetlight technology within the City of Dublin.
STAFF RECOMMENDATION:
Approve participation in the project and direct the City Manager to sign the amendment to the
agreement with Chevron Energy Solutions.

8.6 Establishment of Budget Meeting Dates for Fiscal Years 2012-2013 and 2013-2014
The City Council will establish meeting dates for the upcoming two-year budget process.
ST AFF RECOMMENDATION:
Establish meeting dates in preparation for the Fiscal Years 2012-2013 and. 2013-2014 budget
process.

9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports
and Reports by Council related to Meetings Attended at City Expense (AB 1234).
