3.1. Recognition of Christopher L. Foss, Outgoing City Manager STAFF REPORT
The City Council will provide an opportunity for members of the City Council and the public
to comment on outgoing City Manager, Christopher L. Foss, following 20 years of service
and dedication to the City of Dublin, with the last five and a half years as City Manager.
STAFF RECOMMENDATION:
Accept presentations.
3.2. Employee Introductions STAFF REPORT
New members of City Staff will be introduced: Cierra Fabrigas, Executive Aide, City
Manager’s Office; Jennifer Li Marzi, Senior Office Assistant, Parks and Community
Services Department; and reintroduction of Nathan James, Senior Office Assistant,
Community Development Department.
STAFF RECOMMENDATION:
Welcome the new City of Dublin Staff members.
3.3. Acceptance of Donations from the Altamont Cruisers Car Club, Valley Spokesmen
Touring Club and the Bilich Family STAFF REPORT
Dublin Police Services received donations from the Altamont Cruisers Car Club ($2,500), the
Valley Spokesmen Touring Club ($1000), and the Bilich Family ($1000). All donations will
be used for equipment, operating supplies, and training for the Crime Prevention Unit. The
City Council will present the groups with Certificates of Appreciation for their donations.
STAFF RECOMMENDATION:
Formally accept the donations and recognize each donor.
3.4. Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and
clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with
State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1. Approval of the December 3, 2019 Regular City Council Meeting Minutes STAFF
REPORT
The City Council will consider approval of the minutes of the December 3, 2019 Regular
City Council meeting.
STAFF RECOMMENDATION:
Approve the minutes of the December 3, 2019 Regular City Council meeting.
4.2. Adirondack Chair Temporary Art Display Program Art Selection STAFF REPORT
The City Council will consider artist design proposals, as part of a Temporary Art Display
Program, to paint/decorate Adirondack chairs to be displayed in public places within the
City.
STAFF RECOMMENDATION:
Approve the Heritage and Cultural Arts Commission's artist recommendations for the
Adirondack Chair Temporary Art Display Program.
4.3. Annual Report of Developer Impact Fee Funds Deposits: Pursuant to Government
Code Sections 66002, 66006 and 66008 (AB 1600) STAFF REPORT
State law requires the City to review and report on an annual basis the status of Development
fees collected to finance public improvements. The report covers activity which occurred in
these funds during Fiscal Year 2018-19. The analysis has determined that all funds held for
more than five years are necessary to complete identified projects.
STAFF RECOMMENDATION:
Accept the report, adopt the Resolution Making Findings Regarding Unexpended Traffic
Impact Fees for Fiscal Year 2018-19, and approve the budget change.
4.4. Comprehensive Annual Financial Report (CAFR) and Annual Audit for Fiscal Year
Ending June 30, 2019 and Supplemental Reports Completed by the Auditors STAFF
REPORT
The City Council will receive the Comprehensive Annual Financial Report (CAFR), for the
Fiscal Year ending June 30, 2019. This report includes financial statements prepared by City
staff along with the audit prepared by Badawi and Associates, the independent auditors
selected by the City Council. The CAFR is a report which encompasses information beyond
minimum financial reporting requirements. The Auditors have provided a "clean opinion"
based on their review.
The Auditors have also completed the following supplemental reports: 1) a compliance audit
of Alameda County Transportation Measure B Funds; 2) a compliance audit of the Alameda
County Transportation Commission Fund (ACTC-VRF) Program; 3) a compliance audit of
Alameda County Transportation Measure BB Funds; and 4) a review of the City's Annual
Appropriations Limit Calculation.
These reports have been reviewed by the City Council Ad-Hoc Audit Subcommittee.
STAFF RECOMMENDATION:
Receive the reports.
4.5. Acceptance of Work – Project No. ST0117, Annual Street Resurfacing (2019 Slurry
Seal) Project STAFF REPORT
The City Council will consider the acceptance of the Annual Street Resurfacing Project
(2019 Slurry Seal). The project resurfaced 81 City street segments with a slurry seal that will
prolong the life of the paved surfaces.

Adopt the Resolution Accepting the Annual Street Resurfacing Project (2019 Slurry Seal
Project), CIP No. ST0117.
4.6. Ordinance Amending Chapter 5.32 of the Dublin Municipal Code Relating to Solid
Waste Management STAFF REPORT
The City Council will consider adopting an ordinance amending Chapter 5.32 of the Dublin
Municipal Code regarding solid waste management. This ordinance would adopt a regulatory
and permitting mechanism for self-hauling of solid waste and recyclable materials.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending Chapter 5.32 of the Dublin Municipal
Code Relating to Solid Waste Management.
4.7. Payment Issuance Report and Electronic Funds Transfers STAFF REPORT
The City Council will receive a listing of payments issued from November 1, 2019 -
November 30, 2019 totaling $15,216,758.29.
STAFF RECOMMENDATION:
Receive the report.
4.8. Amendment to the Agreement with ECS Imaging, Inc. for Imaging and Scanning
Services Related to City Records STAFF REPORT
The City Council will consider an amendment to the agreement with ECS Imaging, Inc. for
imaging and scanning services related to City records.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Amendment to the Agreement with ECS Imaging, Inc.
for Imaging and Scanning Services Related to City Records.
4.9. Time Extensions for Economic Development Incentive Programs STAFF REPORT
The City Council will consider extending the time period for certain Economic Development
business incentive programs that are set to expire in 2020.
STAFF RECOMMENDATION:
Adopt the Resolution to Extend the Time Period for the Sales Tax Reimbursement Program,
the Traffic Impact Fee (TIF) Deferral Program, the Sewer Capacity Assistance Program and
the Transit District Multi-Family Residential Development Fee Deferral Program.

7. UNFINISHED BUSINESS
7.1. Input on Climate Action Plan Update STAFF REPORT
The City Council will receive a report and consider implementation measures and goals for
inclusion in an updated Climate Action Plan. Following the review and feedback, Staff will
present a final updated Climate Action Plan early next year.
STAFF RECOMMENDATION:
Receive the report on the draft Climate Action Plan (CAP) update and provide direction on
proposed implementation measures for inclusion in the CAP update.
7.2. Fallon Sports Park Phase 3 - Conceptual Design STAFF REPORT
The City Council will consider approval of the conceptual design for Fallon Sports Park
Phase 3.
STAFF RECOMMENDATION:
Receive the report and approve the conceptual design for Fallon Sports Park Phase 3.

8. NEW BUSINESS
8.1. Avesta General Plan Amendment Study Initiation Request (PLPA -2019-00047) STAFF
REPORT
The City Council will consider a request by the Applicant, Mohammad Javanbakht of Avesta
Development Group, to initiate a General Plan Amendment Study for approx imately 5.74
acres located at 5751 Arnold Road. The project site is located in the Creekside Office Park.
The General Plan Amendment Study would evaluate a proposal to change the existing
General Plan land use designation from Campus Office to Mixed Use in order to
accommodate a community care facility that will provide independent senior housing and
assisted living.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Initiation of a General Plan Amendment Study to
Evaluate Changing the Land Use Designation of Approximately 5.74 Acres from Campus
Office to Mixed Use, (APN:986-0014-013-00) (PLPA-2019-00047); OR adopt the
Resolution Denying the Initiation of a General Plan Amendment Study to Evaluate
Changing the Land Use Designation of Approximately 5.74 Acres from Campus Office to
Mixed Use, (APN:986-0014-013-00) (PLPA-2019-00047).
9. OTHER BUSINESS
