The packet is available in the City Clerk’s Office and also at the Dublin Library. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS 3.1. Introduction to New Dublin Police Chief, Garrett Holmes New Dublin Police Chief, Garrett Holmes, will be introduced. STAFF RECOMMENDATION: Welcome Dublin Police Chief. 3.2. Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Approval of the December 5, 2017 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the December 5, 2017 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the December 5, 2017 Regular City Council meeting. 4.2. Traffic Signal Data Access Agreement The City Council will consider approving a Traffic Signal Data Access Agreement with Traffic Technologies Services, Inc. The Agreement will allow the transmittal of real-time traffic signal data to various car manufacturers for use in safer operation of vehicles along City streets. STAFF RECOMMENDATION: Adopt Resolution Approving a Traffic Signal Data Access Agreement with Traffic Technology Services, Inc. December 19, 2017 Dublin City Council Agenda Page 2 of 4 4.3. Annual Report of Developer Impact Fee Funds Deposits: Pursuant to Government Code Sections 66002, 66006 and 66008 (AB 1600) State law requires the City to review and report on an annual basis the status of Development fees collected to finance public improvements. This report covers activity which occurred in these funds during Fiscal Year 2016-17. The analysis has determined that all funds held for more than five years are necessary to complete identified projects. STAFF RECOMMENDATION: Accept the report, adopt the Resolution Making Findings Regarding Unexpended Traffic Impact Fees for Fiscal Year 2016-17, and approve the budget change. 4.4. Tract 8375 Boulevard, Huntington Neighborhood 4B – Final Map Notice The City Council will receive a notification of the City Engineer’s pending approval of the Final Map for Tract 8375, Boulevard, Huntington Neighborhood 4B. STAFF RECOMMENDATION: Receive the notification. 4.5. Payment Issuance Report and Electronic Funds Transfers The City Council will receive a listing of payments issued from November 1, 2017 - November 30, 2017 totaling $14,793,272.34. STAFF RECOMMENDATION: Receive the report. 4.6. Pooled Liability Assurance Network Joint Powers Authority (PLAN JPA) The City Council will consider authorizing the City to continue participation in the Pooled Liability Assurance Network Joint Powers Authority (PLAN JPA). STAFF RECOMMENDATION: Adopt the Resolution Approving and Authorizing the Execution of the Pooled Liability Assurance network (PLAN) Joint Exercise of Powers Agreement. 4.7. Revisions to the Personnel System The City Council will consider proposed changes to the City’s current Personnel System. The proposed adjustments are based on the need to revise the City’s Classification Plan, Salary Plan and Management Leave and Benefit Plans. STAFF RECOMMENDATION: Adopt the Resolution Amending the Classification Plan; adopt the Resolution Amending the Salary Plan for Full-Time Personnel and Management Positions Exempt from Competitive Service; and, adopt the Resolution Amending the Management Positions Exempt from Competitive Service Resolution and Prescribing Leave Benefits for the Designated Positions. 4.8. Comprehensive Annual Financial Report (CAFR) and Annual Audit for Fiscal Year Ending June 30, 2017 and Supplemental Reports Completed by the Auditors The City of Dublin has prepared its Comprehensive Annual Financial Report (CAFR), for the Fiscal Year ending June 30, 2017. This report includes financial statements prepared by City staff along with the audit prepared by Maze and Associates Accountancy Corporation (Maze), the independent auditors selected by the City Council. The CAFR is a report which encompasses information beyond minimum financial reporting requirements. The Auditors have provided a "clean opinion" based on their review. The report has also been reviewed by the City Council Ad-Hoc Audit Subcommittee. The Auditors have also completed the following supplemental reports: 1) a compliance audit of Alameda County Transportation Measure B Funds; 2) a compliance audit of the Alameda County Transportation Commission Fund (ACTC-VRF) Program; 3) a compliance audit of Alameda County Transportation Measure BB Funds; 4) a compliance audit of the State of California Transportation Development Act (TDA) Program; and 5) a review of the City's Annual Appropriations Limit Calculation. Amendments to Dublin Municipal Code Chapter 7.04 (Encroachments), Chapter 8.92 (Wireless Communication Facilities), Chapter 8.36 (Development Regulations) and Chapter 8.104 (Site Development Review) Pertaining to Wireless Communication Facilities Effective Citywide The City Council will consider amendments to the Dublin Municipal Code related to wireless communication facilities on private property and within the public right-of-way. This includes amendments to Chapter 7.04 (Encroachments), Chapter 8.92 (Wireless Communication Facilities), Chapter 8.36 (Development Regulations) and Chapter 8.104 (Site Development Review). The proposed amendments are necessary in order to comply with the Middle Class Tax Relief and Job Creation Act of 2012 (Act), and further clarifies the regulation of wireless communications facilities located on private property and in the public right-of-way. The Act restricts local regulation of wireless communication facilities and provides an expedited permitting process under certain circumstances. On December 5, 2017 the City Council waived the reading and introduced an Ordinance amending the Dublin Municipal Code. The City Council is being asked to waive the second reading and adopt the amendments. STAFF RECOMMENDATION: Waive the reading and adopt an Ordinance Amending Chapter 7.04 of the Dublin Municipal Code Relating to Development and Encroachment Permits for Wireless Communications Facilities in the Public Right of Way; and waive the reading and adopt an Ordinance Amending Chapter 8.92, 8.36, and 8.104 of the Dublin Municipal Code Relating to Development of Wireless Communications Facilities on Private Property, effective city- wide. 4.10. Update on Disaster Preparedness Efforts and Approval of Memorandums of Understanding with Parks Reserve Forces Training Area and The American Red Cross The City Council will receive a status update report on the City’s disaster preparedness efforts and will consider approving Memoranda of Understanding (MOU) with Parks Reserve Forces Training Area (PRFTA) and The American Red Cross for mut ually beneficial and coordinated disaster preparedness services. STAFF RECOMMENDATION: Receive the report, and adopt the Resolution Approving the Memorandum of Understanding with Parks Reserve Forces Training Area (PRFTA), California for Emergency Training (W81WYN-17-301); and adopt the Resolution Approving the Memorandum of Understanding with The American Red Cross. 4.11. Amendment to Improvement Agreement for Jordan Ranch Neighborhood Park; Acceptance of Jordan Ranch Neighborhood Park Improvements; and Acceptance of Offer of Dedication of Parcel D of Tract 8024 (Neighborhood Park Site), Jordan Ranch Park (CIP No. PK0514) The City Council will consider approval of an amendment to the Improvement Agreement with BJP-ROF Jordan Ranch, LLC to include certain additional improvements to be constructed by the Developer. The City Council will also consider acceptance of the improvements and accepting the offer of dedication, as well as approve the budget change. STAFF RECOMMENDATION: Adopt the Resolution Approving the Amendment to the Improvement Agreement for Jordan Ranch Parcel D (Neighborhood Park Site), Accepting the Jordan Ranch Park Improvements; and Accepting the Offer of Dedication of Parcel D of Tract 8024, and approve the budget change. 5. Volunteer Recognition - Proposed Event and Program Modifications The City Council will consider proposed changes to the City's annual Volunteer Recognition Event and the City's process for recognizing volunteers in the community. STAFF RECOMMENDATION: Receive the presentation and provide Staff with direction. 8.2. City Council St. Patrick's Day Parade Participation The City Council is being asked to consider three options for participation in the annual Dublin Lions Club St. Patrick's Day Parade which will be held on Saturday, March 17, 2018. STAFF RECOMMENDATION: Receive the report and select an option for participation in the Dublin Lions Club St. Patrick's Day Parade. 8.3. Appointment to Board of Directors for the Tri-Valley - San Joaquin Valley Regional Rail Authority The City Council will consider the Mayor's appointment to serve on the Board of Directors for the Tri-Valley - San Joaquin Valley Regional Rail Authority. STAFF RECOMMENDATION: Approve Mayor Haubert's recommendation of Vice Mayor Biddle to serve on the Board of Directors for the Tri-Valley - San Joaquin Valley Regional Rail Authority. 8.4. Appointment of Delegate to Attend the National League of Cities Congressional City Conference and Designation of Voting Delegate for the 2018 National League of Cities Annual Conference The City Council will consider appointing one of its members as a delegate, and one as an alternate, to attend the National League of Cities (NLC) Congressional City Conference in March 2018, and appointing a voting delegate, and an alternate, to attend and vote, on the City's behalf, at the City Summit in November of 2018. STAFF RECOMMENDATION: Review and discuss appointing one of its members as a delegate, and alternate(s), to attend the National League of Cities (NLC) Congressional City Conference in March 2018, and appoint a voting delegate, and alternate(s), to attend and vote on the City's behalf at the City Summit in November of 2018. 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
