HomeMy WebLinkAbout*Agenda 01-20-1998DUBLIN CITY COUNCIL A G E N D A REGULAR MEETING - Tuesday, January 20, 1998, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza · Agendas are posted on the City’s Internet Website on the weekend prior to the meetings (www.dublinca.org) · A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. · Agendas may be picked up at the City Clerk's Office for no charge, or to request information on being placed on the annual subscription list, please call 833-6650. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Introduction of new Dublin Police Services Deputy John Monego 3.2Appointment to Alameda County Mosquito Abatement District Members of this Board set District policies, approve a budget and tax rate, hire the District Manager, hold legal abatement hearings and serve as an interface between the District and the appointing City Council. Mayor Houston recommends the reappointment of Harvey I. Scudder, Ph.D., who has served on this Board since 1983. STAFF RECOMMENDATION: Adopt Resolution reappointing Dr. Scudder to a term ending January 2, 2000 and direct the City Clerk to forward a certified copy of the Resolution to the District. At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of January 6, 1998 STAFF RECOMMENDATION: Approve 4.2Youth Advisory Committee Bylaws and Rules of Procedure In October of 1997, the City Council approved the formation of the Youth Advisory Committee to provide input on youth services and programming. As with other City Committees, it is necessary to have established rules and operating procedures. The Council will review the draft Bylaws and Rules of Procedure for the Youth Advisory Committee as prepared by Staff. STAFF RECOMMENDATION: Adopt Resolution. 4.3City Treasurer’s Investment Report for 2nd Quarter of FY 1997-98 The City’s investment portfolio totals $32,212,591.39 (market value), and funds during the second quarter were invested at an average yield of 5.718%. STAFF RECOMMENDATION: Receive Report. 4.4Request for Additional Appropriation - Traffic Signal Coordination Study Capital Improvement Project This proposed work would split the City’s coordinated signal system into 3 segments in order to optimize its performance and efficiency. STAFF RECOMMENDATION: Approve additional $17,000 appropriation from unallocated gas tax reserves to CIP #9645. 4.5Acceptance of Work, Contract 97-07, I-580 Beautification Project This project planted 5 gallon shrubs along the I-580 westbound off-ramp to San Ramon Road to serve as a future landscape screen to the concrete drainage ditch and non-landscaped Caltrans right-of-way. STAFF RECOMMENDATION: Accept improvements and authorize $1,756.80 payment to Four Seasons Landscape & Maintenance, Inc., for their final invoice and release retention of $2,428.70 after 35 days if there are no subcontractor claims; and approve a $5,300 budget appropriation from unallocated Gas Tax reserves. 4.6Amendment to the Inter-Agency Agreement to Implement the Alameda Countywide Clean Water Program The City of Dublin participates in the Clean Water Program partially through contributions to Alameda County for common general program costs. This action would reduce Dublin’s share of the costs to better conform to the benefits received. STAFF RECOMMENDATION: Adopt Resolution approving amendment to Agreement. 4.7Warrant Register ($413,696.43) dated January 20, 1998 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Summer Glen Planned Development PA 97-036 This request is for a Planned Development (PD) District Rezone from Business Park Industrial to PD Residential allowing for development of a residential project consisting of 347 single family detached dwellings including three product types on 65.51 gross acres, excluding a 10 acre school site. The proposed project is located within the Eastern Dublin Specific Plan Area. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution establishing findings, general provisions and development standards as recommended by the Planning Commission; waive reading and INTRODUCE Ordinance amending the City’s Zoning Ordinance. 7.UNFINISHED BUSINESS 7.1Camp Parks Affordable Housing Project - Estimated City Costs Camp Parks is pursuing the prioritization of military housing through a partnership with the City of Dublin. Camp Parks has offered the City a 20 acre site for developing an affordable housing project with approximately 50 dwelling units reserved for military housing. Last November, the City Council conceptually approved Camp Parks’ request and directed Staff to return with a preliminary work program and cost analysis for completing the project. The Council will consider a preliminary work program, schedule and cost estimate for the project. STAFF RECOMMENDATION: Determine whether to accept Camp Parks’ partnership request and if the Council determines to proceed with the project: 1) approve the Budget Change Form and 2) direct Staff to return within the next 8 weeks with a preliminary project description which would provide a basis for the request for proposal. 8.NEW BUSINESS 8.1Dublin Pride Week Dublin Pride Week is an annual event which seeks to promote a positive image for the City of Dublin. This year’s motto is “Dublin Pride, City Wide”. Livermore-Dublin Disposal and the Tri-Valley Herald will co-sponsor the event by making monetary and in-kind donations. STAFF RECOMMENDATION: Approve City participation and authorize City expenditures to promote Dublin Pride Week activities not to exceed $4,000; accept gift from LDD and in-kind donation from Tri-Valley Herald; and direct Staff to prepare formal acknowledgments to donors. 8.2Scheduling of Joint Study Session with Planning Commission The Council will consider whether or not to hold a joint study session with the Planning Commission on a proposed office project on 53 acres at the southwest corner of Hacienda Drive and Dublin Boulevard. STAFF RECOMMENDATION: Consider scheduling joint study session on February 17, or March 3, at 5:30 p.m., (or another date) to discuss proposal from Peoplesoft. 8.31998 Goals & Objectives Meeting & Budget Study Session The City Council annually holds a special meeting to define the City's Goals & Objectives for the upcoming year and to review the status of G&O for the past year. Last year, a Budget Study Session was held on the same evening and this provided Staff with guidelines for developing the Annual Budget. STAFF RECOMMENDATION: Determine approach to be used for establishing Citywide Goals & Objectives; establish special meeting date during week of March 16, 1998; and determine if Budget Study Session should be held on the same date or at a separate meeting. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION . 10.1 Conference with Legal Counsel - Pending Litigation - pursuant to Government Code Section 54956.9(a) - Silvergate Highlands Owners Association vs. City of Dublin - Alameda County Superior Court No. V-013836-3 REPORT OF CLOSED SESSION ACTION 11ADJOURNMENT . 2 K/cc-mtgs/1-20-98 Agenda Printed 2/10/00 4:25 AM
