Agendas may be picked up at the City Clerk's Office for no charge, or to request information v on being placed on the annual subscription list, please call 833-6650. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Introduction of New Employees: Senior Planner Janet Harbin and Dublin Police Services Sergeant Gordon Bowman (File 700-10) COMMENTS SHOULD NOT EXCEED At this time, the public is permitted to address the City Council on non-agendized items. THREE (3)MINUTES . In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of January 18, 2000 STAFF RECOMMENDATION: Approve 4.2Award of Bid, Contract 00-02, Arterial Landscaping Improvements (File 600-35) This project consists of landscaping improvements at the northerly City entrances on Village Parkway and San Ramon Road, new flowering shrubs in the median bedding areas and tree wells on the City's major arterial streets. Eight bids were received. Resolution STAFF RECOMMENDATION: Adopt .awarding bid to DB Landscape ($39,694). 4.3Authorization to File Grant Application for Federal Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program Funding for the City's Street Resurfacing Project (File 1060-90) The Street Resurfacing Project is part of the City's Annual Street Overlay Program. If the City receives the grant to construct this project, funds in the amount of $345,000 will be available in Fiscal Year 2000-20001 Resolution STAFF RECOMMENDATION: Adopt authorizing Staff to apply for funding. 4.4Purchase of Telephone System for Shannon Community Center (File 350-20) The City intends to purchase a new telephone system at the Shannon Center replacing the current system that was installed in 1986. The new system will fully integrate with the City's existing system at the Civic Center. Resolution STAFF RECOMMENDATION: Adopt and approve Budget Change. 4.5Award of Contract for the Affordable Housing Implementation Program (File 600-30) The City Council will consider awarding a consulting contract to Vernazza Wolfe Associates, Inc., for the completion of the Affordable Housing Implementation Program. This Program will include goals, objectives and action plans for meeting the City's affordable housing needs. Resolution STAFF RECOMMENDATION: Adopt awarding contract (not to exceed $29,750) and authorize City Manager to execute contract. nd 4.6City Treasurer's Investment Report for 2 Quarter Fiscal Year 1999-2000 (File 320-30) nd The City's investment portfolio totals $39,296,576 (market value), and funds during the 2 quarter were invested at an average yield of 5.669%. STAFF RECOMMENDATION: Receive Report. 4.7No Parking Zone on Village Parkway at new I-680 on-ramp south of Dublin Boulevard (File 570-20) th This item was originally presented at the January 18 City Council meeting. In response to a request from employees at an adjacent business, the Council directed Staff to reduce the length of the No Parking Zone on the west side of Village Parkway from 560' to 432'. This item reflects the revised No Parking Zone length. Resolution STAFF RECOMMENDATION: Adopt . 4.8Request for authorization to distribute a Request for Bids for a Forensic Evidence Safety Cabinet (File 350-20) Dublin Police Services is requesting authorization to solicit bids for a Forensic Evidence Safety Cabinet. This cabinet will protect police personnel from potential exposure to harmful particulate contained on evidence. The cabinet provides the additional benefit of protecting evidence from possible cross-contamination, which could negatively affect the prosecution of a case by the District Attorney. STAFF RECOMMENDATION: Authorize Staff to distribute Request for Bids to qualified companies. 4.9Agreement with HQE, Inc., for Consulting Services: Preparation of a Project Study Report for the I-580/San Ramon Road/Foothill Road Interchange Improvements (File 600-30) The I-580/San Ramon Road/Foothill Road Interchange Improvement Project proposes the removal of two off-ramp loops and replacing them with direct exits to traffic signals onto San Ramon Road and to Foothill Road. Resolution STAFF RECOMMENDATION: Adopt approving agreement with HQE 4.10Warrant Register ($1,144,517.91) dated February 1, 2000 (File 300-40) STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1No Parking Zone on Dublin Boulevard at Hansen Drive related to Dublin Boulevard Improvement Project (File 570-20) Construction of the road widening and traffic signal project on Dublin Boulevard at Hansen Drive has changed the traffic lane configuration so that a No Parking Zone is needed on the north side of Dublin Boulevard east of Hansen Drive. Resolution STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt . 6.2Amendments to City's Purchasing Ordinance (File 380-10) This item amends the City's purchasing procedures to update the process used and minimum purchase amounts required for obtaining competitive bids and for contracts to be approved by Council. As part of the factors to be considered for awarding bids, consideration will now be given to those products meeting acceptable performance standards which are made of recycled materials. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.3Urgency Ordinance Extending the Moratorium on the Approval of General Plan Amendments for the Western Extended Planning Area PA 99-003 (File 420-30) The City Council will consider extending for one year, from February 17, 2000 to February 17, 2001, an existing moratorium on the acceptance, processing and approval of General Plan Amendments for the Western Extended Planning Area. The extension is necessary for completing the Western Dublin GPA Study. STAFF RECOMMENDATION: Conduct public hearing; deliberate; issue Agenda Statement as a written report describing the measures taken to alleviate the urgency condition in the Western Extended Planning Area; waive reading and on an urgency basis, ADOPT Ordinance. 7.UNFINISHED BUSINESS 7.1Upgrade of Council Chamber Sound System (File 200-30) The City received two bids for the installation of equipment to upgrade the Civic Center Council Chamber sound system. The most qualified bidder is Coast Business Communications with a bid of $9,606. Resolution STAFF RECOMMENDATION: Adopt awarding contract and approve Budget Change to appropriate $5,606 from reserves to Capital Improvement Project No. 93160. 8.NEW BUSINESS 8.1Community Development Block Grant (CDBG) Program for Fiscal Year 2000-2001 - Project Applications (File 480-30) The City will be receiving a total of $88,646 of CDBG funds for the next fiscal year. These funds may be spent as follows: Jurisdiction Improvement Projects - $66,268; Housing Rehabilitation (mandatory) - $15,778; and General Administration - $6,600. The City Council will consider four project applications for Jurisdiction Improvement Projects funding: Sidewalk Ramp Improvements (City of Dublin); Arroyo Vista Roof Repair (Dublin Housing Authority); Tri-Valley Housing Scholarship Program (Allied Housing Inc.); and Senior Support Services (Valley Community Health Center). Once the Council decides what projects will receive funding, the appropriate applications will be forwarded to the Alameda County Housing & Community Development Department for processing. STAFF RECOMMENDATION: Direct Staff to submit applications for FY 2000-2001 CDBG funding. 8.2Redevelopment Feasibility Study (File 460-10) In October 1999, the City retained the Rosenow Spevacek Group (RSG) to prepare a study to determine the feasibility of utilizing redevelopment to revitalize designated areas in the City. Eight areas were investigated to determine whether those areas met the California Redevelopment Law's definition of "blight". The results of the RSG study determined that 7 of the 8 areas did not meet the legal definition of blight and that one area did meet the legal requirements, but would not be financially viable. STAFF RECOMMENDATION: Receive Report and take no further action. 8.3Consideration of Proposition 28, Repeal Initiative of Proposition 10 Tobacco Surtax (File 660-40) th The City Council will discuss Proposition 28, an initiative on the March 7 ballot which would repeal a $ .50 per pack tax on cigarettes and other tobacco products previously enacted by Proposition 10 at the November 1998 election, and determine whether to take a public stance on the issue. STAFF RECOMMENDATION: Receive Report and discuss whether to take a public stance on Proposition 28. If the Council determines to publicly support or oppose the Proposition, Staff recommends that the Council direct Staff to draft a resolution for consideration at the next Council meeting. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION . 10.1CONFERENCE WITH LEGAL COUNSEL - Existing Litigation - Government Code Section 54956.9(a) Name of case: Baptista v.
