HomeMy WebLinkAbout*Agenda 02-03-1998DUBLIN CITY COUNCIL A G E N D A REGULAR MEETING - Tuesday, February 3, 1998, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza · Agendas are posted on the City’s Internet Website on the weekend prior to the meetings (www.dublinca.org) · A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. · Agendas may be picked up at the City Clerk's Office for no charge, or to request information on being placed on the annual subscription list, please call 833-6650. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Proclamation declaring February “Black History Month” 3.2Presentation by Dublin United Soccer League regarding Camp Parks Soccer Field Project In April of 1996, the City Council granted DUSL $20,000 towards the development of one regulation-sized soccer field at Camp Parks. Adib Nassar, Project Manager for the Camp Parks Soccer Field Project will provide the City Council with an overview of the project. STAFF RECOMMENDATION: Receive Report. At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of January 20, 1998 STAFF RECOMMENDATION: Approve 4.2Authorization to Waive Competitive Bid Requirement for Purchase of Traffic Signal Controllers The City’s Purchasing Ordinance requires that the City Council authorize a waiver of the competitive bid requirement for purchases over $5,000. Signal controllers that are compatible with the City’s system are available from only one manufacturer. STAFF RECOMMENDATION: Waive requirement and authorize Staff to purchase traffic signal controllers. 4.3Acceptance of Gift to City The Dublin Senior Center has received a check in the amount of $50 from Setsuko (Sue) Inami. Staff recommends that this donation be retained in a liability account until such time that there is an identified project or need to expend the funds. At that time, the appropriate budget change form will be brought before the City Council for approval. STAFF RECOMMENDATION: Accept gift and direct Staff to prepare a formal acknowledgment to the donor. 4.4Conveyance of Parallel Road Property to State of California for I-580/I-680 Interchange Improvements This action would transfer title for a portion of the parallel road south of Dublin Boulevard to the State. This roadway will be constructed as part of the I-580/I-680 interchange improvements. The land value serves as a part of the City’s local match contribution toward the interchange cost. STAFF RECOMMENDATION: Adopt Resolution. 4.5Fiscal Year 1997-98 Mid-Year Budget Report STAFF RECOMMENDATION: Receive Report & Approve Budget Change Form 4.6Warrant Register ($942,229.60) dated February 3, 1998 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Dublin Housing Authority Authorization to Issue Mortgage Revenue Bonds for the Purpose of Financing Park Sierra at Iron Horse Trail, a Multifamily Residential Development The Park Sierra project, as proposed by Shea Homes, consists of 283 units, 57 of which will be rented to very low income tenants in accordance with the Federal Tax Code and State Law. Costs of a bond issuance as well as ongoing bond payments will be paid by the Developer with no financial impact on the City of Dublin or the Dublin Housing Authority. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.2Summer Glen Planned Development Rezone PA 97-036 At a public hearing on January 20, the City Council adopted a Resolution approving the PD Rezone and established findings, general provisions and development standards for this project, which is generally located north of Central Parkway, west of Tassajara Creek, south of Gleason Boulevard and east of Hacienda Drive. The Summer Glen project is planned as a 347 detached single family dwelling unit project. The City Council also introduced an Ordinance approving the rezoning. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7.UNFINISHED BUSINESS - None 8.NEW BUSINESS 8.1Community Development Block Grant (CDBG) Program for Fiscal Year 1998-99 - Project Applications The City’s CDBG allocation for FY 1998-99 is $86,649. The City Council will be considering the following 6 project applications for 1998-99 CDBG funding: 1) City of Dublin Sidewalk Access Ramps for Handicapped Accessibility; 2) Kaleidoscope Activity Center - Structural Improvements; 3) Valley Community Health Center - Senior Services; 4) Family Emergency Shelter Coalition (FESCO) - Counseling and Education Center; 5) Arroyo Vista Resident Council - Child Care Center Improvements; and 6) Dublin Housing Authority- Roof Repair. STAFF RECOMMENDATION: Direct Staff to submit applications as follows: City of Dublin Sidewalk Ramps - $17,595; Arroyo Vista Resident Council Child Care Center - $15,560; Dublin Housing Authority Arroyo Vista Roof Repair - $31,500; City of Dublin Minor Home Repair (mandatory) - $15,394; and Program Administration - $6,600. 8.2Review of New Eastern Dublin City Entrance Sign Design The City Council will review the design of the City entrance signs proposed to be installed in the eastern Dublin area. STAFF RECOMMENDATION: Review proposed design and provide comments. 8.3Campaign Contribution Ordinance and Proposition 208 At the November, 1996 election, voters passed Proposition 208, the campaign finance reform initiative which amended state law regarding campaign contributions. Following a review of the City's Ordinance in February, 1997, the Council directed Staff to revise the City's Ordinance to bring it into compliance with that law, and Ordinance No. 11-97 (DMC Chapter 2.28) was adopted in May of 1997. On January 6, 1998, an injunction was issued prohibiting the Fair Political Practices Commission from enforcing Proposition 208 in its entirety. STAFF RECOMMENDATION: Discuss and provide direction to Staff to: 1) prepare an Ordinance to repeal the current provisions of Chapter 2.28 and reinstate Chapter 2.28 as it existed prior to Proposition 208 (a $300 limit on contributions with respect to a single election; no expenditure limits; and reporting requirement for contributions in excess of $25); or 2) notify all candidates and potential candidates that the City will not enforce its Ordinance pending resolution of the lawsuits challenging Proposition 208 (which would mean no contribution limits); or 3) provide other direction as appropriate. 8.4Report on Police Service Response to Dublin High School The Council will receive a report on the creation of a Community Public Safety Zone (CPSZ) in the vicinity of Dublin High School and the assignment of a patrol officer to be the primary responder for service calls originating from the CPSZ.
