3.1Introduction of New Employee, George Thomas, Building Official (File 700-10)
3.2Authorization to Negotiate a Financial Participation Memorandum of Understanding
(MOU) with the San Francisco Bay Area Rapid Transit District (BART) and the City of
Pleasanton for Proposed West Dublin/Pleasanton BART Station (File 1060-30)
BART is working with Jones Lang LaSalle on the development of a mixed-use project on the site of
BART-owned property in western Dublin. The development will include a new BART station and
related station improvements in the I-580 median, as well as 160 market-rate apartment units, a 240
room hotel, and a 600 space public parking garage in Dublin and an approximately 170,000 square
foot office building and 400 space parking garage in Pleasanton. The public project (BART station
and parking garages) will be paid for by the proceeds of a bond issue, and it is proposed that the
City of Dublin will lease a parking garage in exchange for rent equivalent to sales, property and
transient occupancy tax receipts generated from the private development over a specified length of
time. Staff is requesting City Council authorization to proceed with negotiations on a potential
financial participation agreement.
STAFF RECOMMENDATION: Authorize City Manager to negotiate a financial Participation
MOU with BART and the City of Pleasanton for the West Dublin/Pleasanton BART station.
3.3Appointments to the Village Parkway Specific Plan Study Task Force (File 110-30)
The City Council will review and confirm the Mayor's appointments to the Village Parkway
Downtown Specific Plan Task Force. Eleven people applied for this Task Force.
STAFF RECOMMENDATION: Confirm Mayor's appointments.
COMMENTS SHOULD NOT EXCEED
At this time, the public is permitted to address the City Council on non-agendized items.
THREE (3)MINUTES
. In accordance with State Law, however, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at
a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may
request the Mayor to remove the item.
4.1Minutes of Regular Meeting of February 1, 2000.

4.2Revisions to the Personnel System (File 700-20)
The City Council will consider amendments to the City's Personnel System to add the job
description and salary range for the position of Engineering Technician II.

4.3Award of Bid, Contract 00-01, Downtown Street Light Additions (File 600-35)
This project will install additional street lighting on Sierra Lane, Sierra Court and Dublin Boulevard.
The low bid received, $44,888.50, is within funds budgeted for construction.

4.4Acceptance of Improvements, Contract 99-12A, Fire Station Acoustic Improvements
(File 600-35)
This project installed acoustic ceiling tile and wall panels in the dining/training room at the fire station.
The project was completed within funds budgeted.
STAFF RECOMMENDATION: Accept improvements and authorize $5,171 payment to LJ
Interiors, less retention to be paid 35 days following contract acceptance if no claims are received.
4.5Report on Dublin Pride Week Activities and Acceptance of Gifts to the City (File 150-80)
Dublin Pride Week, scheduled for March 18-24, 2000, is an annual event which strives to promote a
positive image for the Dublin community. The event includes activities such as a school poster contest,
"Make a Difference in Dublin" projects, and a Citywide special clean-up.
STAFF RECOMMENDATION: Accept gifts from Livermore-Dublin Disposal, Target, and the
in-kind donations from the Tri-Valley Herald, and direct Staff to formally acknowledge the
generous donations.
4.6Preliminary Financial Report for the Month of December 1999 (File 330-50)
This item provides the report of the financial statements for the month of December 1999.
STAFF RECOMMENDATION: Receive Report.
4.7Art in the Parks - Kolb Park and Mape Memorial Park Agreements (File 600-30)
The Art in the Parks Program was conceptually approved by the Council in 1993. The Council
approved the recommended artworks for Kolb and Mape Memorial Parks on September 1, 1999, and
will now consider entering into agreements with the Dublin Fine Arts Foundation and the artist for each
park.
STAFF RECOMMENDATION: Authorize Mayor to execute agreements.
4.8Request to Waive Competitive Bid Process and Authorize Staff to Negotiate and Purchase
One Replacement Unmarked Police Vehicle (File 350-20)
Currently, Dublin Police Services has in its unmarked vehicle fleet, a 1994 Ford thunderbird that was
purchased used in 1995. This car is 6 years old, has 78,000 miles and has become unreliable. Given
the advanced age of the vehicle, the previous repair record, and the current cost of repairs, the vehicle is
at the end of its useful life cycle.
Resolution(s)
STAFF RECOMMENDATION: Adopt 1) declaring 1994 Ford as surplus and
authorizing the City Manager to dispose of it at auction, and 2) waiving competitive bid process
and authorizing Staff to negotiate and purchase an unmarked police vehicle at a cost not to
exceed $19,500; approve proposed specifications to be used to obtain vendor proposals; and
approve Budget Change.
4.9Acceptance of Improvements, Tract 6976 (Summerglen) (File 600-60)
The Summerglen development is located south of Gleason Drive and east of Hacienda Drive.
Improvements within Tract 6976 have been completed satisfactorily. The developer will provide a
maintenance bond for a one-year guarantee period.

STAFF RECOMMENDATION: Adopt accepting work completed and approving
regulatory traffic control devices installed as tract improvements; and authorize Staff to accept
maintenance bond at a future date.
4.10Acceptance of Improvements, Tract 6822 (Kaufman & Broad California Creekside) (File
600-60)
California Creekside is located north of Dublin Boulevard and east of Hibernia Drive. Improvements
within Tract 6822 have been completed satisfactorily. The developer will provide a maintenance bond
for a one-year guarantee period.

STAFF RECOMMENDATION: Adopt accepting work completed and approving
regulatory traffic control devices installed as tract improvements; and authorize Staff to accept a
maintenance bond at a future date.
4.11Amendments to Personnel System (File 700-20)
After conducting a salary survey and review of the City's part-time job descriptions, Staff is
proposing amendments to the City's Classification Plan and Salary Plan for several positions
within the Parks & Community Services Department. All affected positions are temporary,
part-time positions.

4.12Approval of Reimbursement Agreement with the City of Pleasanton for Project Study
Report on I-580 Freeway/Foothill Road/San Ramon Road Interchange Modifications (File
600-40)
The Cities of Dublin and Pleasanton are equally participating in the cost of preparing a Project
Study Report for improvements to the I-580/Foothill Road/San Ramon Road Interchange.
Resolution
STAFF RECOMMENDATION: Adopt and authorize City Manager to execute
Agreement.
4.13Resolution Opposing Proposition 28, Repeal Initiative of Proposition 10 Tobacco Surtax
(File 660-40)
In accordance with Council direction, Staff has prepared a Resolution which opposes
Proposition 28, Repeal Initiative of Proposition 10 Tobacco Surtax, a ballot measure that will
appear on the March 7, 2000 California Primary Election Ballot. Proposition 28 would repeal
a surtax of $.50/pack of cigarettes and the equivalent of $1.00/pack for other tobacco
products, including cigars, pipe tobacco and smokeless tobacco.

4.14Approval of Agreement with California CAD Solutions to Provide Consultant Services for
Development of Geographic Information System Master Plan (File 600-30)
This contract would set up a Master Plan for implementation of Dublin's Geographic
Information System.

STAFF RECOMMENDATION: Adopt .and authorize Mayor to execute Agreement.
4.15Warrant Register ($1,959,630.56) dated February 15, 2000 (File 300-40)
STAFF RECOMMENDATION: Approve
4.16Purchase of Ceremonial Irish Seal Insignia Chain (File 610-20)
To further the cultural exchange with Dublin's Sister City, Bray, County Wicklow, Ireland,
Mayor Houston will be visiting Ireland during the month of March, and participating in
Ireland's Millennium Celebration. He has suggested that the City purchase a Ceremonial Irish
Seal Insignia Chain to be worn at ceremonial events in the future. Wente Bros. Winery has
also graciously donated wine through their Irish Broker, to be presented during his visit to
Dublin and Bray.
STAFF RECOMMENDATION: Authorize Mayor to purchase Chain during his upcoming trip to
Ireland; accept gift from Wente Brothers Winery; and direct Staff to prepare formal
acknowledgement to donor.

6.PUBLIC HEARING
6.1Amendments to City's Purchasing Ordinance (File 380-10)
This is the second reading of a proposed Ordinance which amends the City's purchasing
procedures to update the process used and the minimum purchase amounts required for
obtaining competitive bids and for contracts to be approved by Council. As part of the factors
to be considered for awarding bids, consideration will now be given to those products meeting
acceptable performance standards which are made of recycled materials.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT

6.2Construction and Demolition Debris Ordinance (File 810-20)
In order to comply with AB939, which requires all cities to meet a 50% waste diversion rate
by December 31, 2000, the City Council will consider an Ordinance requiring all construction
and demolition projects to recycle or reuse at least 50% of all waste generated on a jobsite.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance
on an urgency basis.
6.3Dublin Ranch Areas F, G and H (previously known as the Pao Lin Property); General
Plan/Eastern Dublin Specific Plan Amendment (PA 98-068, 98-069 and 98-070); Stage I
Planned Development Rezone for Areas F (PA 98-068), and H (PA 98-070); Stage I and
Stage II Planned Development Rezone for Area G (PA 98-069) and individual Mitigated
Negative Declarations for Areas F, G and H (File 450-30)
This request for a General Plan and Eastern Dublin Specific Plan Amendment and Planned
Development Rezone is to relocate various land uses and acreages within Areas F, G and H of
Dublin Ranch on approximately 304 acres of land.

STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt : 1)
approving individual Mitigated Negative Declarations for Area F, Area G & Area H of Dublin
Ranch herein incorporated by reference with the Mitigated Monitoring Programs for Areas F, G
and H and the Response to Comments; and 2) approving the GPA and Eastern Dublin SPA for
Areas F, G & H; waive the reading and INTRODUCE the Ordinance amending the Dublin Zoning

Ordinance; and schedule the second reading of the Ordinance for the March 7 City Council
meeting.
7.UNFINISHED BUSINESS
7.12000 St. Patrick's Day Celebration (File 950-40)

The City of Dublin's 17 Annual St. Patrick's Day Celebration will be held the weekend of
March 18-19, 2000. Staff has been working with the festival promoter and local community
groups to make preparations for the celebration and will present to the Council information
about all the St. Patrick's Day events.
STAFF RECOMMENDATION: Receive Report and provide direction on City Council float
entry in the parade.
7.2Accessible Pedestrian Signals (APS) (File 590-40)
This report was requested by the City Council during the Goals & Objectives session for FY
1999-2000. The report discusses some of the types of APS available, information from
organizations and adjacent cities, and a request from a local resident.
STAFF RECOMMENDATION: Review APS requests on a case by case basis and install where
appropriate. At this time, there is an existing request for 3 intersections, with which Staff would
concur. Staff is also recommending the use of the single-volume "chirper" type unit. This would
require budgeting $7,500 in the FY 2000-2001 Capital Improvement Program.
7.3Altamont Landfill Expansion Project Revised Final Environmental Impact Report (EIR)
for Conditional Use Permit C-5512 (File 810-50)
In October, 1999, the Council directed Staff to monitor and participate in the Altamont
Landfill Expansion CUP process due to the potential impact that increased disposal fees could
have on Dublin's ratepayers. The revised EIR and amended CUP are scheduled to come before
the Alameda County Board of Supervisors on March 2, 2000. The County is currently
accepting comments through February 16, 2000.
STAFF RECOMMENDATION: Receive Report and discuss whether to authorize Staff to draft
a letter for the Mayor's signature to the Alameda County Board of Supervisors regarding the
Revised Final EIR and the amended CUP for the Altamont Landfill expansion.
8.NEW BUSINESS
8.1Civic Center Library Draft Building Program - Presentation (File 940-60)
The purpose of this presentation is to provide a forum for public input on the Library Draft
Building Program and to give the Consultant direction on the final report.
STAFF RECOMMENDATION: Receive presentation from Staff and Consultants; receive public
comments; provide direction on the Draft Building Program.
8.2Public Art for Civic Center Library (File 220-30)
The City Council will consider appropriating a portion of the construction budget for the Civic
Center Library project for public art. The Council will also consider the establishment of a
Selection Committee for the public art.
STAFF RECOMMENDATION: Approve 2% of the preliminary construction budget for public
art; approve formation of Selection Committee and authorize Staff to solicit representatives;
authorize Staff to negotiate a contract with an art consultant.
8.3First Responder Advanced Life Support (FRALS) Agreement with the County of Alameda
(File 600-40)
The City of Dublin's emergency medical services are provided by the Alameda County Fire
District, and the proposed First Responder Advanced Life Support (FRALS) agreement
requires the City to meet certain response time and training requirements in exchange for
$90,000 per year (minus certification and training expenses) for the four-year term of the
agreement.
STAFF RECOMMENDATION: Authorize the Mayor to execute the First Responder Advanced
Life Support Agreement with the County of Alameda.
