3. ORAL COMMUNICATIONS
At this time, the public is permitted to address the City Council on non-agendized items. The Council must~
however, comply with all State Laws in regard to items not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting
concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b) (I) (2) (3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Fiscal Year 1999-2000 Mid-Year Budget Report
Staffhas prepared a detailed Mid-Year Analysis to identify any material deViations from the
adopted Budget. The focus of the report is on the General Fund, which accounts for the
majority of City operations. Staffhas identified proposed adjustments to General Fund
Revenues and Expenditures.
STAFF RECOMMENDATION: Approve Budget Changes and receive and file report.

8.1 Status Report on 1999 Goals & Objectives'and Establishment of 2000 Goals & Objectives
The City Council will conduct its annual review of the City's Goals & Objectives for 1999 and
establish and prioritize Goals & Objectives for the City for 2000.
STAFF RECOMMENDATION: Receive Report; Review 1999 Goals & Objectives; Review
2000 Goals; Provide opportunity for public input; Prioritize and adopt 2000 Goals & Objectives.

2000-2001 Budget Study Session
In order to facilitate the preparation of the 2000-2001 Annual Budget and Capital
Improvement Program, the City Council will identify those issues anticipated to impact the
City's financial condition in the next few years. The City Council will also identify any issues
to be evaluated during the preparation of the Preliminary 2000-2001 Budget and CIP.
STAFF RECOMMENDATION: 1) Receive Staff.Report; 2) Review Budget Issues Worksheet
and provide Staff with direction on each of the issues identified in the Worksheet; and 3) Establish
Budget Hearing Date to consider 2000-2001 Annual Budget and CIP.
