3.ORAL COMMUNICATIONS
3.1Introduce new Dublin Police Services Deputies Kerry Jackson and Rebecca Gandsey
3.2Proclamation recognizing Dublin/Bray Sister City Association's 10th Anniversary
At this time, the public is permitted to address the City Council on non-agendized items. In
accordance with State Law, however, no action or discussion may take place on any item
not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which
the City Council MAY discuss and/or take action on items not appearing on the agenda are
contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of February 18, 1997
STAFF RECOMMENDATION: Approve
4.2Authorization to Prepare Engineer's Report for Citywide Street Lighting Maintenance
Assessment District 83-1
This assessment district funds the energy and maintenance costs for the City's street lighting
system. A public hearing will be held prior to the levy of assessment for the 1997-98 Fiscal
Year.
STAFF RECOMMENDATION: Adopt Resolution.
4.3Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 83-2 (Tract 4719)
This assessment district funds the maintenance and utility costs for landscaping improvements
along Stagecoach Road and the interior slopes of Dublin Hills Estates. A public hearing will
be held prior to the levy of assessment for the 1997-98 Fiscal Year.
STAFF RECOMMENDATION: Adopt Resolution.
4.4Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 86-1 (Tract 5511)
This assessment district funds the maintenance and utility costs for certain landscaping
improvements associated with the Villages @ Willow Creek development. A public hearing
will be held prior to the levy of assessment for the 1997-98 Fiscal Year.
STAFF RECOMMENDATION: Adopt Resolution.
4.5Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 97-1 (Santa Rita Area)
This assessment district funds the maintenance of certain roadway and creek landscaping in the
area of eastern Dublin that is essentially between Hacienda Drive and Tassajara Road. A
public hearing will be held prior to the levy of assessment.
STAFF RECOMMENDATION: Adopt Resolution.
4.6Acceptance of Work -
Dublin Swim Center Chlorine System Conversion Project,
Contract 96-09
At the December 17, 1996 City Council meeting, the Council awarded Contract 96-09 to Pool
Scene. The project provided for the removal and disposal of the gas chlorine system and
related equipment, and installation of a chemical automation system, calcium hypochlorite
sanitizer system, muratic acid pH control system, and diatomaceous earth slurry tank. The
City Engineer has reviewed the work on the project and determined that it is complete and in
accordance with the approved specifications.
STAFF RECOMMENDATION: Accept improvements and authorize $19,257 payment to Pool
Scene.
4.7Update on Mape Memorial Park Renovation
The City Council will receive an update on the construction activity at Mape Memorial Park as
well as the estimated completion date for the project.
STAFF RECOMMENDATION: Receive Report.
4.8Authorization to Solicit Bids for Contract 97-03, San Ramon Road Landscape Repair and
Silvergate Drive Median Landscaping
This project will landscape the medians on Silvergate Drive between San Ramon Road and
Peppertree Road and will replace the existing groundcover and soil with top soil and ivy along
the west side of San Ramon Road between Shannon Avenue and Silvergate Drive. Both
projects are the first phase of two phased projects.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.9Removal of the BART Contractor's Corporation Yard at the end of Golden Gate Drive/
East Dublin BART Parking Capacity
The City Council has expressed a desire to have BART remove the contractor's corporation
yard now that BART is nearing completion and has expressed a desire to tour the nearly
completed BART facility. The Council is also requesting BART's back-up plans if the capacity
of the parking lot proves to be inadequate.
STAFF RECOMMENDATION: Authorize the Mayor to sign and send letter to BART Board of
Directors.
4.10Consent as Lessee of Civic Center Site to Sale of Easement to Pacific Bell for Controlled
Environmental Vault (CEV)
The City Council approved this item in January of 1996; however, Pacific Bell is requesting an
additional 5' of easement width to accommodate a larger vault.
STAFF RECOMMENDATION: Adopt Resolution.
4.11Write-off of Uncollectible Accounts Receivable and Credit Deposits
It is appropriate to review accounts receivable and periodically write-off uncollectible balances.
Current City policies require the City Council approval to write-off balances in excess of $500.
Staff has prepared a list of accounts which should be written off. All of the accounts represent
services provided prior to January of 1993.
STAFF RECOMMENDATION: Adopt Resolution and approve Budget Change Form.
4.12Holiday Light Display
As part of the St. Patrick's Day festivities by the City, the use of green lights is being proposed
to decorate the Civic Center. The green lights will be used in existing light strands that were
used by the City during the Christmas Holiday season.
STAFF RECOMMENDATION: Approve the purchase of green lights and the costs to change
existing Holiday Lights at the Civic Center for the City's St. Patrick's Day celebration.

5.WRITTEN COMMUNICATIONS
5.1Request from the Briarhill Homeowners Association for Traffic Signal Installation on
Dublin Boulevard and Hansen Drive
The City has received correspondence from the Briarhill Homeowners Association regarding a
traffic issue at the intersection of Dublin Boulevard and Hansen Drive. The nature of the
complaint is that motorists are having a difficult time exiting Hansen Drive onto Dublin
Boulevard since the new Valley Christian School began operations earlier this year. The
Homeowners Association is requesting that a traffic signal be installed at this intersection.
STAFF RECOMMENDATION: Direct Staff to conduct a Traffic Signal Warrant Study at the
intersection and bring back the results of that Study in approximately one month for further
Council review.
6.PUBLIC HEARING
6.1Adoption of an Interim Urgency Ordinance imposing a Moratorium on applications for
building permits for Accessory Structures in Agricultural Zones
The City Council will consider the adoption of an Interim Urgency Ordinance which would
establish a moratorium on applications for building permits for Accessory Structures in
Agricultural Zones. The Ordinance would be effective for 45 days and could be extended by
the City Council for a limited time.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Urgency Ordinance.
6.2AutoNation Site Development Review PA 96-055
The AutoNation project includes sales of previously owned vehicles and vehicle service, to be

located on a 21 acre site in the Eastern Dublin Specific Plan Area. This approval would also
incorporate design review under the Eastern Dublin Specific Plan.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving
the Site Development Review Application.
6.3Opus Development Agreement PA 96-020
As part of the Opus Business Park Project, an Ordinance has been proposed which would
approve a Development Agreement (DA) between the City of Dublin and the Alameda County
Surplus Property Authority. The DA is required by the Eastern Dublin Specific Plan. Items in
the DA include, but are not limited to, the financing and timing of infrastructure; payment of
traffic and public facilities impact fees; oversizing of roads and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance; continue public hearing to March 18, 1997.
6.4BJ Dublin Commercial Planned Development (PD) District Rezone and Tentative Parcel
Map PA 96-050
An application has been filed for a new PD Rezoning District and Tentative Parcel Map for the

BJ Dublin Commercial site of 7.5 acres located near the northeast corner of Dublin
Boulevard and Dougherty Road. The project site also includes two City of Dublin remnant
parcels.
STAFF RECOMMENDATION: Conduct public hearing; adopt Resolution approving Negative
Declaration; waive reading and INTRODUCE Ordinance; continue public hearing to March 18,
1997.
6.5Ordinance Imposing an Excise Tax for Emergency Medical Services
In order to comply with the requirements of Proposition 218, local agencies which wish to
receive funding for local Paramedic Services after July 1, 1997, must have a measure submitted
to the voters. Based upon direction from the City Council, Staff has prepared an ordinance
which will impose a special local tax ($10 per single family residential unit and $6 per multi-
family unit) for EMS Services. Proposed Annual Tax Rates for non-residential parcels do not
exceed $70. A higher level of EMS service will be available by having paramedics on the Fire
Units. The tax will only become effective if it is approved by 2\3 of the voters at a June 3,
1997 election.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
urgency Ordinance; adopt Resolution submitting a Proposition to the voters to adopt an Excise
Tax for Emergency Medical Services; calling a Special Election and consolidating the election
with a Special County Election on June 3, 1997; and related matters; adopt Resolution requesting
the Board of Supervisors to permit the Registrar of Voters to provide services for the election;
and adopt the Budget Change Form.

8.NEW BUSINESS
8.1Status of Agricultural Shed and Approval of Land Use Processing Agreement between the
City of Dublin and Syed Bukhari
Staff has prepared a status report on the agricultural structure located at 8172 Via Zapata and
recommends approval of a Land Use Processing Agreement between the City of Dublin and
Syed Bukhari.
STAFF RECOMMENDATION: Authorize Mayor to execute agreement.
8.2Evaluation of Dublin's Neighborhood Preparedness Program
Staff has prepared a report evaluating Dublin's neighborhood preparedness activities and a
summary of related disaster preparedness programs.
STAFF RECOMMENDATION: Authorize Staff to continue the City's existing Multi-Faceted
Disaster Preparedness Program, and work with Alameda County Fire Department to initiate the
Neighborhood Emergency Team Program.
8.3Stoneridge Drive (Staples Ranch) Specific Plan Amendment Road Improvements
A statement of intent in the form of a letter to the Pleasanton City Council has been prepared
indicating the City of Dublin will send representatives to an April workshop on the SPA and to
subsequent public hearings to ensure that its concerns about road improvements to the I-
580/El Charro interchange are addressed through appropriate conditions of approval.
STAFF RECOMMENDATION: Authorize Mayor to sign letter to Pleasanton City Council.
8.4Publication of Agenda Highlights
A Dublin resident has requested that the City consider publishing in a local newspaper,
highlights of agenda items that the City Council will be considering prior to each Council
meeting. Costs of between $3,000 to $15,000 would be incurred.
STAFF RECOMMENDATION: Consider and provide appropriate direction to Staff. If the
Council wishes to pursue, Staff should be directed to include funding in the 1997-98 Budget.
