At this time, the public is permitted to address the City Council on non-agendized items. The Council must, however, comply
with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained
in Government Code Section 54954.2(b)(1)(2)(3).

8.NEW BUSINESS
8.1Status Report on 1998 Goals & Objectives and Establishment of 1999 Goals & Objectives
The City Council will conduct their annual review of the City's Goals & Objectives for the past
year and establish and prioritize Goals & Objectives for the City for 1999.
STAFF RECOMMENDATION: Receive Report; Review 1998 Goals & Objectives; Review
1999 Goals; Provide opportunity for public input; Prioritize and adopt 1999 Goals & Objectives;
Prioritize new Capital Projects proposed.
8.2Fiscal Year 1998-99 Mid-Year Budget Report & February 1999 Monthly Report of
Financial Activities
This item provides the monthly Balance Sheets for the period ending February 28, 1999. In
addition, Staff has prepared a detailed Mid-Year Analysis to identify any material deviations
from the adopted Budget. The focus of the report is on the General Fund, which accounts for
the majority of city operations. Staff has identified proposed adjustments to General Fund
Revenues and Expenditures.
STAFF RECOMMENDATION: Approve Budget Changes and receive and file report.
8.31999-2000 Budget Study Session
In order to facilitate the preparation of the 1999-2000 Annual Budget and Capital
Improvement Program, the City Council will identify those issues anticipated to impact the
City's financial condition in the next few years. The City Council will also identify any issues
to be evaluated during the preparation of the Preliminary 1999-2000 Budget and CIP.
STAFF RECOMMENDATION: 1) Receive Staff Report; 2) Review Budget Issues Worksheet
and provide Staff with direction on each of the issues identified in the Worksheet; and 3) Establish
Budget Hearing Date to consider 1999-2000 Annual Budget.
