3.1 Dublin Partners In Education (DPH~) presentation of plaques for Diamond Level
participation to: Mike Marcy, Chevron; Bob O'Gorman, Opus West; Annette Borges,
Livermore-Dublin Disposal; Craig Champion, Summerhili Homes; David Thompson,
PeopleSoft; Bob Schwab, Dillingham Construction; and Charlie Shea, Shea Homes; Andy
Hites, MicroDental Laboratories; and Marc Harvey, Dublin Honda.
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED
THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at
a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non.controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Adjourned Regular Meeting of February 29, and Regular Meeting of March 7,
2000
STAFF RECOMMENDATION: Approve
4.2 Approval of Subdivision for Parcel Map 7406, Opus West Corporation (File 410-40)
This Parcel Map will split the existing Emerald Point parcel into 3 parcels, each parcel to
contain one office building. The project is located just west of Hacienda Drive and north of
Central Parkway.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Authorization to Solicit Bids - 1999-00 Annual Street Repair and Overlay Project Contract
No. 00-04 (File 600-35)
This street maintenance project includes the annual overlay of selected City streets as well as
repair of these overlay streets and the streets that are to be slurry sealed.
STAFF RECOMMENDATION: Authorize Staffto advertise for bids.
4.4 Dublin Senior Center Refrigerator (File 3.50-20)
The Dublin Senior Center is in need of a new commercial refrigerator to support the Center's
meals program. No provision was made in the 1999-2000 budget for this purchase; therefore,
the City Council must consider a budget change in the amount of $3,000.
STAFF RECOMMENDATION: Approve purchase and approve budget change.

4.5 Dublin Senior Center Window Coverings (File 350-20)
The window coverings at the Dublin Senior Center are in need of replacement. Purchase of
new window coverings can be funded by means of previously donated funds. Estimated cost
totals $1,165.18.
STAFF RECOMMENDATION: Approve purchase and approve budget change
4.6 Used Oil Recycling Block Grant (File 810-60)
The Used Oil Recycling Grant is distributed on a non-competitive basis to all qualified local
California jurisdictions based on population for the implementation and maintenance of used oil
recycling programs. This Resolution authorizes the submittal of the grant application and
authorizes the City Manager to negotiate and execute an agreement with the Alameda County
Waste Management Authority to act as lead agency in a regional project.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Preliminary Financial Report for the Month of FebrUary 2000 (File 330-50)
STAFF RECOMMENDATION: Receive Report.
4.8 Improvement Agreement and Right of Entry for Central Parkway, Collector B and Dublin
Boulevard and Related Improvements for Area G/Dublin Ranch (File 600-30)
The developer of the Dublin Ranch property (east of Tassajara Road) has processed a master
Tentative Map for his property and is requesting to begin major roadway and utility
construction prior to completing the Final Map process.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Warrant Register ($2,082,611.86) dated March 21, 2000 (File 300-40)
STAFF RECOMMENDATION: Approve
WRITTEN COMMUNICATIONS
5.1 Correspondence from GoodTimes Promotions related to the 2000 Dublin Pasta Festival
(File 950-40)
The City has been notified by the producer of the Pasta Festival that they are no longer
interested in producing the Festival for the City. The City Council will consider the benefits of
continuing to sponsor the Festival, as well as the method for producing the event.
STAFF RECOMMENDATION: Determine whether the City should continue to sponsor the
Pasta Festival and, if so, provide direction on the location, dates and preferred method of
producing the event.
PUBLIC HEARING
6.1 Dublin Ranch Areas F, G & H (previously known as the Pao Lin Property); Stage I
Planned Development Rezone for Areas F (PA 98-068) and H (PA 98-070); Stage I and
Stage H Planned Development Rezone for Area G (PA 98-069) (File 450-30)
This is the second reading of an Ordinance approving a Planned Development Rezone to
relocate various land uses and acreages within Areas F, G & H of Dublin Ranch on
approximately 304 acres of land.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.2 Greenbriar Land Company Cgarra Yarra Ranch) General Plan Amendment, Specific Plan
Amendment and Planned Development Rezone PA 98-062 (File 450-30)
This is the second reading of an Ordinance approving a Planned Development Rezone, a Stage
1 Development Plan (for the entire project) and a Stage 1 and Stage 2 Development Plan (for
the first phase of the project) for a 445 dwelling unit residential development on 64.39 acres.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.3
Negative Declaration for the Dublin Boulevard Improvements Project - Village Parkway to
Sierra Court (File 820-20)
This project will widen Dublin Boulevard from 4 to 6 lanes between Village Parkway and
Sierra Court. It will also include bus turnouts and on-street bike lanes between the Alamo
Channel and Sierra Court.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
UNFINISHED BUSINESS
7.1 2000 Summer Concert Series (File 950-40)
The 2000 Summer Concert Series will be held on 5 consecutive Fridays, from July 14th through
August 11th, at the Dublin Civic Center Plaza. Staffwill present the proposed entertainment
lineup to the Council, and report on the feasibility of holding a classical music concert prior to
the annual Summer Concert Series.
STAFF RECOMMENDATION: Approve 2000 Concert Series and direct Staffto include funds
in the FY 2000-2001 Budget for a Kick-OffConcert prior to the 2001 Concert Series.

NEW BUSINESS
8.1 Regional Housing Needs Determination 1999-2006 (File 420-50)
The Association of Bay Area Governments (ABAG) has officially submitted the Regional
Housing Needs Distribution responsibilities for each Bay Area jurisdiction. The City Council
will review Dublin's housing needs responsibilities and consider signing two comment letters
regarding the Tri-Valley and Dublin's regional housing goals numbers.
STAFF RECOMMENDATION: Authorize the Mayor to sign the ABAG letter and the Tri-
Valley Council letter.
8.2 Fire Station Prototype Report - Final Draft (File 540-70)
In June of 1999, the Cities of San Leandro, Dublin and the County of Alameda selected Don
Dommer Associates to develop a program and prototype design for several new fire stations
within the three jurisdictions served by the Alameda County Fire Department. The Fire Station
prOtotype program defines general building and site requirements for new facilities, including
two proposed locations in Eastern Dublin.
STAFF RECOMMENDATION: Approve Final Draft of the Fire Station Prototype
8.3 Civic Center Library Schematic Design Presentation (File 940-60)
This presentation will provide a forum for public input on the Library Schematic Design and
give the Consultant direction on the design of the building.
STAFF RECOMMENDATION: Receive presentation and approve Library Schematic Design, or
provide appropriate direction to Staff and the Consukant.
8.4 Dublin Merchant Tobacco Control Education Program (File $60-90)
As a result of an increasing number of juvenile smokers, the Dublin Tobacco Control Coalition
was formed. The coalition has arranged for the City to be the recipient of a $2,698 grant that
would create a program to educate merchants regarding pertinent laws, reduce the availability
of tobacco products to youth and to counter pro-tobacco advertising influences in the
community.
STAFF RECOMMENDATION: Accept $2,698 mini-grant and if desired, provide direction to
Staff regarding additional action or study.
