3.5 Recognition of participants in "Make a Difference in Dublin" projects as part of Dublin
Pride Week (Lions Club, Soroptimist International of Pleasanton/Dublin, and Women's
Club of Dublin) (File 610-50)
3.6 Direction on Regal Cinema's proposed Grand Opening Event (File 470-50)
Regal Theatres has offered the City Council the use of their Hacienda 20 and 1MAX theatre
complex for a community fundraising event on Wednesday, May 3, 2000.
STAFF RECOMMENDATION: Receive presentation from Jeff Jenkins, General Manager;
discuss proposal; and provide appropriate direction to Staff.
At this time, the Public is permitted to address the City Council on non-agendized items, COMMENTS SHOULD NOT EXCEED
THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at
a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of March 21, 2000.
STAFF RECOMMENDATION: Approve
Authorization to Prepare Engineer's Report for Street Lighting Maintenance Assessment
District 83-1 (File $60-$0)
The street lighting assessment district funds the energy and maintenance costs for the City's
SWeet lighting system. This item would authorize City Staffto prepare the Engineer's Report
for Fiscal Year 2000-2001. A public hearing will be held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 83-2 (Tract 4719) (File 360-20)
This assessment district maintains landscaping along Stagecoach Road and on the interior
slopes of Agate Way and Coral Way. This item would authorize City Staff to prepare the
Engineer's Report for Fiscal Year 2000-2001. A public hearing will be held prior to levy of
assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 86-1 (Tract S$11) (File 360-20)
This assessment district provides for maintenance of certain landscaping improvements
associated with the Villages at Willow Creek development. This item would authorize City
Staff'to prepare the Engineer's Report for Fiscal Year 2000-2001. A public hearing will be
'held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Authorization to Prepare Engineer's Report for Street Lighting Maintenance Assessment
District 99-1 (Dublin Ranch) (File 360-20)
This assessment district funds energy and maintenance costs for street lighting in the Dublin
Ranch development. This item would authorize City Staffto prepare the Engineer's Report for
Fiscal Year 2000-2001. A public hearing will be held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Authorization to Prepare Engineer's Report for Landscaping & Lighting Maintenance
Assessment District 97-1 (Santa Rita Area) (File 360-20)
This assessment district funds maintenance of certain landscaping improvements in the City's
Santa Rita development area. This item would authorize City Staffto prepare the Engineer's
Report for Fiscal Year 2000-2001. A public heating will be held prior to levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Consultant Services Agreement - Civic Center Library Public Art (File 600-30)
The City Council will consider an agreement with Lynne Baer for consultant services
($26,085) to coordinate the Civic Center Library Public Art project from selection through
installation.
STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute.
4.8 Dublin Swim Center Fence Replacement, Contract 00-05 (File 600-35)
The 1998-2003 CIP includes the Dublin Swim Center Fence Replacement Project. Plans and
specifications have been completed and the project is ready to be bid.
STAFF RECOMMENDATION: Authorize Staffto advertise for bids.
4.9 Revisions to the Personnel System (File 700-20)
On an annual basis, the City conducts a wage and benefit survey of approximately 40 Bay Area
local government agencies. This analysis is performed in an effort to keep the City's wage and
benefit structure competitive with the market in which the City competes for labor. The City
Council will review proposed modifications to the Personnel System, including Salary Plan,
Classification Plan and Benefit Plan changes.
STAFF RECOMMENDATION: Adopt Resolution(s) and authorize City Manager to transfer
funds from the Contingent Reserve into the appropriate accounts for costs associated with
amending the employer's contribution rate for medical insurance premiums.

Request for Proposal for Pasta Festival Management Services
As directed by the City Council, Staff has prepared a Request for Proposal for management of
the annual Dublin Pasta Festival. The proposal will be distributed to event planning companies
throughout Northern California.
STAFF RECOMMENDATION: Authorize Staffto advertise the RFP and to negotiate an
agreement for consideration by the Council at a future meeting.

PUBLIC HEARING
6.1 Enforcement of Vehicle Code within Hacienda Crossings Shopping Center (File $90-30)
This proposed Ordinance would allow enforcement of the California Vehicle Code within the
Hacienda Crossings Shopping Center. State Law allows enforcement of all provisions of the
CVC on main roadways within the shopping center and enforcement of regulations pertaining
to speeding, reckless driving, and off-road vehicles within the parking areas.

6.2 Dublin Ranch Town Center Supplemental Development Agreement, Area F - PA 98-068;
Area G - PA 98-069; and Area H - PA 98-070 (File 600-60)
This is the first reading of an Ordinance approving a Supplemental Development Agreement
between the City of Dublin and the Lin Family for the Dublin Ranch Town Center project.
The Supplemental DA is required by the Eastern Dublin Specific Plan. This Agreement will
vest the project approvals recently granted by the City Council and provide for additional DA's
at the time of the development of the individual parcels within the project area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.3 Speed Limit Changes and Additions for Amador Valley Boulevard (Amador Plaza to
Village Parkway), Arnold Road, Dougherty Road (Park Sierra to Monterey), Gleason Drive
(Arnold Road to Hacienda Drive), Hacienda Drive, and St, Patrick Way (File $90-20)
This proposed ordinance will revise existing speed limits and adopt limits for new streets. The
proposed speed limits are: Amador Valley Boulevard (Amador Plaza to Village Parkway) - 30
mph; Arnold Road - 40 mph; Dougherty Road (Park Sierra entrance to Monterey) - 40 mph;
Gleason Drive (Arnold to Hacienda) - 40 mph; Hacienda Drive - 35 mph; and St. Patrick Way
- 25 mph.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
UNFINISHED BUSINESS
7.1 Dublin Heritage and Cultural Arts Assessment (File 910-80)
The City Council will review the public telephone survey which is the second phase of the
Heritage and Cultural Arts Assessment.
STAFF RECOMMENDATION: Provide input on draft survey.
7.2 Approval of Final Script for Promotional Marketing Video (File 150-35)
In December 1999, the City Council approved a contract with Goal Line Productions to
produce a promotional marketing video. The Council is being asked to review and comment
on the final draft script prior to production of the 7 to 10 minute video. It is anticipated that
the video will be completed by mid May, 2000.
STAFF RECOMMENDATION: Approve final draft script and authorize Staff to proceed with
filming of video.

NEW BUSINESS
8,1 Cable Television Franchise Renewal Progress Report (File 1050-30)
The City's current cable television franchise agreement with AT&T Cable Services (formerly
TCi) will expire on December 31, 2000. The City Council will review progress of the
franchise renewal process and discuss franchise renewal issues and objectives related to
upcoming negotiations.
STAFF RECOMMENDATION: Provide direction regarding cable television franchise renewal
objectives.
8.2 Affordable Housing Implementation Program - Workshop 1 (File 430-80)
The Council will hold a workshop to solicit comments from the Council and public related to
affordable housing policies and programs.
STAFF RECOMMENDATION: Provide input to Staff,
8.3 Status Report on Downtown Specific Plans Development (including Downtown Core, West
Dublin BART Station and Village Parkway) (File 410-55)
Staffwill present a status report on the development of the Downtown Specific Plans and
request direction from the Council on various aspects of the plans.
STAFF RECOMMENDATION: Provide appropriate direction.
8.4 Approval of Contract 00-02, Arterial Landscaping Improvements - Change Order No. 2 for
Stagecoach Road Landscaping Improvements (File 600-35)
This item would combine the Stagecoach Road Landscaping Improvement capital project with
the Street Arterial Landscaping Improvements capital project by change order and increase the
construction budget for the Stagecoach project to expand the scope of work.
STAFF RECOMMENDATION: Approve Contract 00-02, Arterial Landscaping Improvements -
Change Order No. 2 to include Stagecoach Road Landscaping Improvements and approve budget
change to increase the Stagecoach Road Landscaping Improvements by $9,272 from
unappropriated Reserves in Fund 711.
