1.CALL TO ORDER

3.ORAL COMMUNICATIONS
3.1Acceptance of Gifts to City and Recognition of 1998 St. Patrick’s Day Festival Sponsors
STAFF RECOMMENDATION: Accept Gifts and formally recognize donors.
3.2Proclamation declaring April 19-25, 1998 National Library Week
3.3Introduce New Police Personnel: Deputies Steven Grajeda and Keith VanDyken
At this time, the public is permitted to address the City Council on non-agendized items. In accordance with
State Law, however, no action or discussion may take place on any item not appearing on the posted agenda.
The Council may respond to statements made or questions asked, or may request Staff to report back at a future
meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council
MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code
Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Adjourned Regular Meeting (Goals & Objectives) of March 16 and Regular
Meeting of March 17, 1998
STAFF RECOMMENDATION: Approve
4.2Financial Report for the Month of February 1998
STAFF RECOMMENDATION: Receive Report.
4.3Award of Bid - Annual Sidewalk Safety Repair (Contract 98-01)
The Annual Sidewalk Safety Repair Program removes & replaces cracked and offset sidewalk
locations that are potential tripping hazards. Bids for this project have been received and it is
proposed to award the contract to the low bidder, Strange & Chalmers, Inc. ($32,205.36).
STAFF RECOMMENDATION: Adopt Resolution.
4.4Quitclaim of Easement - Tract 6644 (J. Patrick Land Co. development at Dublin Boulevard
and Dougherty Road)
Development of parcels in Tract 6644 has caused the location of an emergency vehicle access
to change somewhat. The easements that are being quitclaimed will be replaced by similar
easements in a slightly different location.
STAFF RECOMMENDATION: Adopt Resolution.
4.5Old St. Raymond’s Church Pew Project
Donations have been received to cover the costs of building six replica pews for the Old St.
Raymond’s Church.
STAFF RECOMMENDATION: Accept Gift and prepare formal acknowledgment to the
Donors; approve Budget Change Form.
4.6Public Library Construction and Renovation Bond Bill (SB 2026)
The proposed Public Library Construction & Renovation Bond Bill (SB 2026) sponsored by
Senator Richard Rainey is scheduled for hearing before the Senate Education Committee on
April 15th.
STAFF RECOMMENDATION: Direct Staff to prepare a formal letter in support of SB 2026 to
be sent to the Senate Education Committee and Bill Sponsors.
4.7Approval of addition of Landscape Architect to Master Consultant Contracts on an as
needed basis for overflow services in the Community Development Department
The Community Development Department has contracted with numerous outside consulting
firms on a project by project basis to assist with the processing of new development projects in
both western and eastern Dublin and with the requirements related to Eastern Dublin
Implementation measures. In order to keep pace with the development workload, the services
of a Landscape Architect are needed.
STAFF RECOMMENDATION: Adopt Resolution approving agreement for Professional
Services with Jeffrey F. Gamboni, Landscape Architects
4.8Agreement with George Homolka for Consulting Services: Coordination of Inter-Agency
and Cooperative Improvements
This agreement provides for coordination and management of improvements with Caltrans and
other agencies. The cost of services will be funded entirely by developer contributions.
STAFF RECOMMENDATION: Adopt Resolution.
4.9Opposition to SB 1723, SB 2001, and AB 1776, all of which would repeal the State’s
Vehicle License Fees
There are presently 3 bills pending in the State Legislature which would significantly impact
the City of Dublin’s Budget. All of these bills are designed to repeal the vehicle license fees
which are currently distributed to cities and counties. The City of Dublin could lose more than
$1 million as a result of the proposed legislation.
STAFF RECOMMENDATION: Authorize Mayor to sign and send letters to State Legislators
opposing the bills.
4.10Request for Authorization to Purchase One Replacement Unmarked Police Vehicle
On March 17, 1998, the City Council granted a bid waiver authorizing Staff to negotiate the
purchase of one used vehicle. Staff has considered offers and recommends that the City
Council authorize the purchase of one 1997 Ford Taurus from Shamrock Ford at a cost of
$14,480.82.
STAFF RECOMMENDATION: Authorize purchase.
4.11Report on Purchase of Four (4) Replacement Patrol Vehicles from Shamrock Ford
On March 17, 1998, the City Council approved a bid waiver authorizing Staff to negotiate the
purchase of four replacement patrol vehicles (1998 Ford Crown Victorias). Per authority
granted by the bid waiver, Staff has negotiated the terms of sale and ordered the vehicles. This
item is an informational report to the Council on the terms of the sale.
STAFF RECOMMENDATION: Receive Report.
4.12Approval of Parcel Map 7257 and Final Tract Map for Tract 6976, SummerGlen
(SummerHill Dublin)
This Parcel Map and Final subdivision Map will provide 347 single family lots to be developed
within an area generally bounded by Gleason Drive, Hacienda Drive, Central Way and
Tassajara Creek.
STAFF RECOMMENDATION: Adopt Resolutions.
4.13Warrant Register ($1,031,076.79) dated April 7, 1998
STAFF RECOMMENDATION: Approve.
5.WRITTEN COMMUNICATIONS
5.1Request from Boys Scouts of America to waive use fees for Shannon Community Center
A letter has been received from the Boys Scouts requesting the fees for the use of Shannon
Community Center be waived for their annual awards dinner on June 10, 1998.
STAFF RECOMMENDATION: Consider Request.
6.PUBLIC HEARING
6.1Bloomington Way Traffic Studies
The City has received several differing requests from residents of Bloomington Way regarding
traffic control devices. This report presents the results of several studies and recommends
installation of striping on a portion of the street.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; install minimal striping on
Bloomington Way between Fenwick Way and Beckett Way.
6.2All-Way Stop at the Intersection of Penn Drive and King Way
Due to congestion around Wells School at drop-off and pick-up times, students have requested
stop signs on Penn Drive at King Way. Staff has had the City’s Traffic Consultant study the
intersection and the Consultant found that the intersection meets the City’s warrants for an all-
way stop.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution
approving installation of stop signs.

8.NEW BUSINESS
8.1All Aboard Mini-Storage General Plan Amendment Initiation Request
All Aboard Mini-Storage & the Union Pacific Railroad Company are proposing to construct an
85,669 sq.ft. self-storage facility on a 4.21 acre site (part of a larger approximately 9 acre
right-of-way) located in the Union Pacific Railroad Company right-of-way south of Dougherty
Road.
STAFF RECOMMENDATION: Consider request and adopt resolution EITHER authorizing an initiation
of a General Plan Amendment and Specific Plan Amendment Study - OR - denying initiation of the Study.
8.2Summer Concerts at the Civic Center
The City Council has placed a high priority on expanding the summer concert program. Staff
will present preliminary ideas for the 1998 summer concert series.
STAFF RECOMMENDATION: Approve conceptual plans and approve Budget Change Form.
8.3I-580/I-680 flyover Project - Construction Scheduling
The I-580/I-680 Flyover Project is proposed to begin construction in July of 1998 and extend for 4
years. There will be disruption to businesses in the vicinity of the new hook ramps. ACTA is
projecting that the City street disruption will be in the first 17 months of construction.
STAFF RECOMMENDATION: Receive Report.
8.4Proposal to have Pasta and Jazz Festival in Dublin
GoodTimes Promotions, Inc., has approached the City with a request to hold its annual pasta
and jazz festival in the City on the dates of September 12 and 13, on Amador Plaza Road.
STAFF RECOMMENDATION: Conceptually approve use of City streets and dates for event and
authorize Staff to negotiate conditions on Encroachment Permit with GoodTimes Promotions, Inc.
