3.ORAL COMMUNICATIONS
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT
EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on
any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact
the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are
contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.

4.1Minutes of Adjourned Regular Meeting of March 18 and Regular Meeting of April 6,

4.2Camp Parks Master Plan

At the March 18 Adjourned Regular City Council meeting, the Council directed Staff to
prepare an excerpt from the Camp Parks Master Plan regarding the proposed land use plan for
Camp Parks.
STAFF RECOMMENDATION: Receive Report.
4.3Agreement between the County of Alameda and the City of Dublin regarding the
Community Development Block Grant Program for Fiscal Year 1999-2000
In accordance with the Alameda County CDBG administrative procedures and the U. S.
Department of Housing and Community Development regulations, the City of Dublin, as an
Urban County city, must enter into an agreement with Alameda County for complying with the
CDBG program.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute agreement.
4.4Acceptance of Work – Tree Removal, Emerald Glen Park Phase I, Project #99-01
On February 2, 1999, the City Council awarded a bid to Reliable Tree Experts for tree removal
in Phase I of Emerald Glen Park. The tree removal is now complete and the City Council will
determine if the City will accept the work.
STAFF RECOMMENDATION: Accept improvements.
4.5Amendment to Agreement for Animal Shelter Services
The City of Dublin is one of four public agencies which jointly fund the East County Animal
Shelter. The Shelter is operated by the Alameda County Sheriff’s Department in accordance
with a Memorandum of Understanding (MOU). The current MOU was approved in January
1996, and it contains a three year term. The Management Committee, comprised of Staff from
all of the agencies, has recommended that the term be extended to June 30, 2000.
STAFF RECOMMENDATION: Adopt Resolution.
4.6Approval of Final Parcel Map 7375 (Black Angus)
This Parcel Map will subdivide one parcel into two restaurant pads in the Hacienda Crossings
Shopping Center (southeast corner of Hacienda Drive and Dublin Boulevard).
STAFF RECOMMENDATION: Adopt Resolution.
4.7Approval of Final Map, Tract 6963 (Dublin Ranch M-2)
This project contains 45 residential lots and is located just east of Tassajara Road between
north and south Dublin Ranch Drives (in eastern Dublin). The developer is Standard Pacific
Corporation.
STAFF RECOMMENDATION: Adopt Resolutions.
4.8Approval of Final Map, Tract 6958 (Dublin Ranch L-3)
This project contains 86 single family residential units and a community recreation facility
located east of Tassajara Road and just north of south Dublin Ranch Drive (in Eastern Dublin).
The developer is Shea Homes.
STAFF RECOMMENDATION: Adopt Resolutions.
4.9Award of Bid – Contract 99-02, Annual Sidewalk Safety Repair (Remove and Replace)
This sidewalk program will repair public sidewalks where there is an offset in the sidewalk
over ¾” which might be considered a potential tripping hazard.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to J. J. R. Construction, Inc.
($38,471.75).

4.10City Treasurer’s Investment Report for 3 Quarter of FY 1998-99
The City’s investment portfolio totals $31,800,929.46 (market value), and funds during the3rd
quarter were invested at an average yield of 5.399%.
STAFF RECOMMENDATION: Receive Report.
4.11Approval of Final Map for Tract 7029
This project consists of 31 single family home lots located on Starward Drive just north of
Amador Valley Boulevard.
STAFF RECOMMENDATION: Adopt Resolutions.
4.12.Award of Bid – Heritage Center Improvements, Phase II Contract 98-11B
Phase I of this project is nearing completion and included the grading and paving work. This
Phase II contract will install landscaping and irrigation improvements as well as wedding
chapel structures at the City’s historic church.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to DB Landscape ($73,976)
and approve budget appropriation of $69,784 from Unallocated In Lieu Parkland Reserves.
4.13Authorization to fill Full-time Management Assistant Position
The City Council will consider increasing the hours of the Management Assistant position in the
City Manager’s Office from part-time to full-time.
STAFF RECOMMENDATION: Authorize Staff to fill full-time Management Assistant position in the
City Manager’s Office.
4.14Contract Change Order #1 – Agreement with Hausrath Economics Group for preparation
of a revision to the Public Facilities Fee Justification Study
In order to complete the work under the contract, additional funds are needed to cover the cost
associated with the number of additional revisions to the draft report and additional meetings with
Staff and the development community.
STAFF RECOMMENDATION: Approve Change Order and Budget Change Form.
4.15Approval of Amendment to Existing Engineering Services Contract with Zumwalt
Engineering Group for FY 1998-99
Zumwalt Engineering Group has been providing consulting engineering services primarily for
private development plan checking since 1997. It is anticipated that the not-to-exceed amount
in Zumwalt’s current contract with theCity will be exceeded due to higher than anticipated plan
checking services associated with new development. These development costs will be offset
with development fees.
STAFF RECOMMENDATION: Adopt Resolution and approve budget change.
4.16Warrant Register ($578,493.53) dated April 20, 1999

6.PUBLIC HEARING
6.1Extended Stay America Hotel Site Development Review PA 99-005
Extended Stay America is seeking approval of a Site Development Review for a 122 room
hotel on 2.56 acres located south of Dublin Boulevard and adjacent to Tassajara Creek.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.2Koll Dublin Corporate Center Development Agreement PA 98-047
The City Council will review a Development Agreement between the City of Dublin, Koll
Development Company, LLC, and the Alameda County Surplus Property Authority for the
Koll Dublin Corporate Center project. The DA is required by the Eastern Dublin Specific
Plan. Items included in the DA include, but are not limited to, the financing and timing of
infrastructure, payment of traffic, noise and public facilities impact fees, oversizing of roads
and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.3Dublin Ranch Phase I Development Agreement PA 98-045
This is the second reading of an Ordinance approving a Development Agreement between the
City of Dublin and MSSH, LLC (master developer) for the Dublin Ranch Phase I project. The
DA is required by the Eastern Dublin Specific Plan. Items included in the DA include, but are
not limited to, the financing and timing of infrastructure, payment of traffic, noise and public
facilities impact fees, oversizing of roads and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.4Micro Dental Labs, Inc., Development Agreement PA 98-055
The City Council will review a Development Agreement between the City of Dublin, HHH Supply
& Investment and the Alameda County Surplus Property Authority for the Micro Dental
Laboratories project. The DA is required by the Eastern Dublin Specific Plan. Items included in
the DA include, but are not limited to, the financing and timing of infrastructure, payment of traffic,
noise and public facilities impact fees, oversizing of roads and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.5Toll Brothers, Inc., Development Agreement PA 98-063
The City Council will review a Development Agreement between the City of Dublin, Toll Brothers,
Inc., and the Alameda County Surplus Property Authority for the Emerald Glen #4 project. The DA
is required by the Eastern Dublin Specific Plan. Items included in the DA include, but are not
limited to, the financing and timing of infrastructure, payment of traffic, noise and public facilities
impact fees, oversizing of roads and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.6Dublin Ranch “Area A”, “Areas B – E, F, G & H” Development Agreement PA 96-038
(Area A), PA 96-039 (Areas B – E), PA 98-068 (Area F), PA 98-069 (Area G), and PA 98-
070 (Area H)
This item will be continued to the May 4, 1999 City Council meeting.

6.7Repeal of Limited Parking Zones on Sierra Lane
The City has received a request for the elimination of limited parking on Sierra Lane, as the reason
for the limited parking is no longer valid.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance; approve No Parking Areas (15’ on each side of driveways for sight
distance)
6.8General Motors Automall Development Agreement PA 98-007
The City Council will review a Development Agreement between the City of Dublin, Argonaut
Holding, Inc., and the Alameda County Surplus Property Authority for the General Motors
Automall project. The DA is required by the Eastern Dublin Specific Plan. Items included in
the DA include, but are not limited to, the financing and timing of infrastructure, payment of
traffic, noise and public facilities impact fees, oversizing of roads and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.9Ordinance requesting consent of Board of Supervisors and the Zone 7 Board to annex
Schaefer Ranch to Zone 7 for water purposes only
The City Council’s adoption of this Ordinance would initiate the annexation process of
Schaefer Ranch into Zone 7 for water services. This step is necessary for water service to be
provided for Schaefer Ranch.

6.10Tassajara meadows II, Development Agreement PA 98-035
The City Council will review a Development Agreement between the City of Dublin, Mission
Peak Homes, Inc., and the Alameda County Surplus Property Authority for the Tassajara
meadows II project. The DA is required by the Eastern Dublin Specific Plan. Items included
in the DA include, but are not limited to, the financing and timing of infrastructure, payment of
traffic, noise and public facilities impact fees, oversizing of roads and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.11Rite Aid/KinderCare Specific Plan amendment; PD Rezone; Conditional Use Permit and
Site Development Review PA 98-038
On April 6, 1999, the City Council approved the Rite Aid/KinderCare Specific Plan
Amendment to the San Ramon Road Specific Plan, PD district Rezone and CUP request. This

item was continued from the April 6 meeting in order to consider the second reading for the
PD District Rezone and to consider the Site Development Review request. The Applicants are
requesting a PD District Rezone and SDR approval to construct a 16,700 square foot retail
drug store with a drive-through pharmacy, and a 9,824 square foot day care center. As part of
their project, the Applicants are also voluntarily contributing traffic improvement funds in the
amount of $129,880. The project will be located at 7348-7372 San Ramon Road (northwest
corner of San Ramon Road and Amador Valley Boulevard).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance; adopt Resolution approving SDR; -OR- give Staff and Applicant direction and
continue the matter.
6.12Dublin Cemetery Interment Fees
The City Council will conduct a Public Hearing to consider amending the interment fees for the
Dublin Cemetery. If approved, full earth burials would be $1,275 and cremation burials $180.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution
adopting interment fees for the Dublin Cemetery.
7.UNFINISHED BUSINESS
7.1Purchase Preference for Local Vendors in the City Purchasing Ordinance
The City Council requested that City Staff review the current Purchasing Ordinance and
determine whether a preference could be granted to local businesses. The City Attorney has
reviewed the issue and recommends against enactment of a preference clause. It is believed
that this type of law could be subject to legal challenge. Staff also reviewed policies in
surrounding cities and the agencies award purchases based upon the lowest cost. No change is
recommended to the current ordinance.
STAFF RECOMMENDATION: Receive Report.
7.2Memorial for Officer John Paul Monego
As his Eagle Project, Boy Scout Shaun Fontaine has submitted a proposal to construct a
memorial honoring Dublin Police Officer John Monego, who was killed in the line of duty on
December 12, 1998. The City Council will consider the location, construction and timing of
the memorial.
STAFF RECOMMENDATION: Receive report and if desired, provide additional direction.
8.NEW BUSINESS
8.1Public Financing Plan for the Proposed Dublin Ranch Assessment District
The City Council will review a Public Financing Plan Report that evaluates the feasibility of
forming an assessment district to fund infrastructure associated with the southern portion of
Dublin Ranch.
STAFF RECOMMENDATION: Accept and approve Public Financing Plan report; authorize
Staff to begin the preparation of documents to create the assessment district; and authorize Staff
to take steps necessary to secure the services of a Financial Advisor and Underwriter to assist the
City in the district formation.
8.2Agreement for Bond Counsel Legal Services for the proposed Dublin Ranch Assessment
District
The City Council will consider an agreement with the Law Firm of Orrick, Herrington and
Sutcliffe LLP to provide legal services to the City associated with the proposed Dublin Ranch
Assessment District No. 1999-1.
STAFF RECOMMENDATION: Approve agreement and authorize Mayor to execute.
8.31999 Dublin Pasta Festival
The City Council will consider a proposal from GoodTimes Promotions, Inc., to assume the
ownership of the Pasta Festival and contract out to GoodTimes as the promoter.
STAFF RECOMMENDATION: Consider proposal and provide appropriate direction to Staff.
