HomeMy WebLinkAbout*Agenda 04-21-1998The Dublin City Council will participate in a live call-in show on CTV30 on Monday, April 20, 1998 from 7:30 p.m. to 8:30 p.m. DUBLIN CITY COUNCIL A G E N D A REGULAR MEETING - Tuesday, April 21, 1998, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza · Agendas are posted on the City’s Internet Website (www.dublinca.org) · A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. · Agendas may be picked up at the City Clerk's Office for no charge, or to request information on being placed on the annual subscription list, please call 833-6650. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Study Session Joint Workshop on February 21, and Regular Meeting of April 7, 1998 STAFF RECOMMENDATION: Approve 4.2Agreement between the County of Alameda and the City of Dublin regarding the Community Development Block Grant Program for Fiscal Year 1998-99 The City Council will consider an agreement with the County for administration of the CDBG program for FY 1998-99. The City will be receiving a total of $86,649 in CDBG funds. STAFF RECOMMENDATION: Adopt Resolution. 4.3City Treasurer’s Investment Report for 3rd Quarter of Fiscal Year 1997-98 The City’s investment portfolio totals $34,079,772.39 (market value), and funds during the second quarter were invested at an average yield of 5.696%. STAFF RECOMMENDATION: Receive Report. 4.4Agreement with CCS Planning & Engineering, Inc. for Consulting Services: I-580/Fallon/ El Charro Interchange Concept Study Report One of the requirements for the Dublin Ranch Development is improvement of the I-580/ Fallon Road/El Charro Road interchange. This agreement provides for preliminary studies related to the improvements. STAFF RECOMMENDATION: Adopt Resolution. 4.5Authorization to Solicit Bids for Contract No. 98-06, Annual slurry Seal Program The City Council will consider authorizing bids for slurry seal repair of designated streets. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.6Approval of Parcel Map 7163, Winning Action Investments This Parcel Map will split one existing parcel of land on Houston Place into two parcels of land. One parcel contains an existing light industrial use and the new parcel will house a new building with a business to manufacture soft contact lenses. STAFF RECOMMENDATION: Adopt Resolution. 4.7Request for Authorization to Distribute a Request for Proposal (RFP) for a Financial Management System (Hardware/Software) This is a request to authorize Staff to distribute an RFP for a new Financial Management System. Typically, the City utilizes an RFP process for purchases of this type due to the technical nature of the product and the difficulty of having vendors bid on a specific set of specifications. STAFF RECOMMENDATION: Authorize Staff to distribute the RFP and authorize an exception to the required bid procedures. 4.8Agreement with Jennifer Lin regarding Project Study Report for I-580/Fallon Road/El Charro Road Interchange This agreement provides that Jennifer Lin will pay the estimated $94,500 cost of the Project Study Report for the interchange improvements. These improvements are required mitigation for the Dublin Ranch development. STAFF RECOMMENDATION: Establish new Capital Improvement Project and approve Budget Change Form and adopt Resolution. 4.9Financial Report for the Month of March 1998 STAFF RECOMMENDATION: Receive Report. 4.10Declaration of Weeds and Combustible Refuse as a Public Nuisance In accordance with the City’s Ordinance, annually the Fire Chief or his designee shall notify property owners of violations and order abatement without delay. STAFF RECOMMENDATION: Adopt Resolution, direct Staff to notify the public, and schedule a public hearing for May 19, 1998 to hear and consider objections to abatement order. 4.11Warrant Register ($1,140,893.57) dated April 21, 1998 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS 5.1Appointment to the Alameda County Fire Department Advisory Commission Fire and emergency response services are provided to the City under contract by the Alameda County Fire Department. In accordance with the service contract, the City is entitled to one City representative on the ACFD Advisory Fire Commission. The purpose of the Fire Commission is to provide input, advice and consultation to the County Board of Supervisors regarding fire service programs, activities and administration. STAFF RECOMMENDATION: Confirm appointment of Mayor Houston to the Commission or provide other appropriate direction to Staff. 6.PUBLIC HEARING 6.1Stop Signs on Bloomington Way at Beckett Way and at the Southernmost (upper) Fenwick Way Intersection As a result of the presentation of a traffic study at the City Council meeting of April 7, the Council requested that a resolution be prepared for this meeting to approve installation of stop signs on Bloomington Way and the southernmost intersection with Fenwick Way. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution approving installation of stop signs. 6.2Request by American Building Components to Appeal the Application and Interpretation of the Building Code for Violations located at 6253 Dougherty Road APN 941-550-5-1 Mr. Omernik of American Building Components (owner of property) is appealing the findings of the Building Official’s determination that trailers, storage sheds, modular buildings and interior office/restroom remodels were placed and constructed without required building permits and shall be abated and that the dilapidated trailers, storage sheds and modular buildings constitute dangerous buildings and shall be abated. The property is located at 6253 Dougherty Road. STAFF RECOMMENDATION: Conduct public hearing; deliberate; take straw vote; direct City Attorney to prepare resolution with appropriate findings to be presented for formal adoption at the next City Council meeting. 6.3No Parking Zones on Brighton Drive and Callan Street These areas near the Brighton Drive/Callan Street intersection were red curbed at some time in the past but were not added into the City’s Traffic Code. The red curb is recommended for visibility reasons. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.4SummerGlen Development Agreement PA 97-036 This Development Agreement between the City of Dublin and Alameda County is for SummerGlen, a 347 single family dwelling unit subdivision in Eastern Dublin. The DA, as required by the Eastern Dublin Specific Plan, provides security to developers that the City will not change its zoning and other laws applicable to the project for the 5 year term of the agreement and allows the City to obtain commitments from the developer relating to issues such as improvements and fees. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 7.UNFINISHED BUSINESS 7.1Request to Initiate General Plan Amendment Study - All Aboard Mini Storage PA 98-024 All Aboard Mini Storage and the Union Pacific Railroad Company are proposing to construct an 85,669 square foot self storage facility on a 4.21 acre site (part of a larger approximately 9 acre right-of-way) located in the Union Pacific Railroad company right-of-way south of Dougherty Road. This item was continued from the April 7, 1998 City Council meeting. STAFF RECOMMENDATION: Adopt Resolution EITHER authorizing or denying GPA Study. 7.2Farmers’ Market Location Update At the March 17 City Council meeting, the Council selected their top two locations and Staff was directed to explore the possibility of using one of the two locations for a proposed farmers’ market. Both locations are part of the Dublin Place Shopping Center and unfortunately, Staff has been unable to secure either location. STAFF RECOMMENDATION: Direct Staff to investigate two new sites for proposed Farmers’ Market. 8.NEW BUSINESS 8.1Evaluation of 15th Annual St. Patrick’s Day Celebration The City Council will review a summary of the activities that were conducted for the 15th Annual St. Patrick’s Day Celebration and provide input on next years event.
