CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1){2){3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for appro Council with one Single action. Members of the audience, Staff or the City Council who woul removed from the Consent Calendar for purposes of public input may request the Mayor to remo 4.1 Minutes of Regular Meeting of April 18, 2000 STAFF RECOMMENDATION: Approve 4.2 Acceptance of Donation from Kenneth Linvill (File 150-70) Kenneth Linvill, a private citizen, in appreciation of the investigative work performed by Dublin Police Services, made a donation in the amount of $125. This donation will be utilized to aid the Drug Prevention and Education Programs presented in Dublin schools. STAFF RECOMMENDATION: Accept donation; approve Budget Change; and direct Staff to prepare formal acknowledgment to donor. 4.3 Acceptance of Work, Contract 00-01, Downtown Street Light Additions (File 600-35) This project installed street lighting on previously unlighted segments of Sierra Court and Sierra Lane and added two lights on Dublin Boulevard near Golden Gate Drive. The project was completed satisfactorily and within funds budgeted. STAFF RECOMMENDATION: Accept improvements and authorize $44,888.50 payment to contractor, less retention to be paid in 35 days if no claims are received. 4.4 Award of Bid - Contract #00-04, 1999-00 Annual Overlay Project (File 600-35) This project will remove and replace asphalt concrete at failed pavement areas and resurface entire streets with a 1 ½ inch overlay of asphalt concrete. STAFF RECOMMENDATION: Adopt resolution awarding bid to E1 Camino Paving Inc and approve a net budget increase of $30,366 from Unallocated Reserves. 4.5 Approval of Final Map, Tract 6959 (Dublin Ranch L-4) and Approval of Tract Developer Agreement with MSSI-I Dublin Development (Shea Homes) for On-Site Tract Improvements (File 600-60 & File 410-50) This Tract is one of 9 subdivisions in the Dublin Ranch Development (Phase 1) and is located east of Tassajara Rd and north of the future extension of Gleason Dr. The Tract includes 92 single family lots. STAFF RECOMMENDATION: Adopt resolutions approving Final Map for Tract 6959 and accepting In-Lieu Park Dedication Fees. 4.6 e 4.7 4.8 Second Amendment to Agreement for Legal Services (File 600-30) The City Council will consider increasing the hourly rate for certain legal services provided by Meyers, Nave, Riback, Silver, & Wilson. STAFF RECOMMENDATION: Approve Second Amendment to Agreement for Legal Services and authorize the Mayor to execute the agreement. Response to Save Agriculture & Open Space Initiative (File 660-30) The City of Dublin reviewed the proposed Save Agriculture & Open Space Initiative and is in opposition to a countywide Urban Growth Boundary initiative. STAFF RECOMMENDATION: Approve the Resolution opposing the Save Agriculture and Open Space Initiative and authorize the Mayor to sign the letter to Richard Schneider. PUBLIC HEARING - None e ge UNFINISHED BUSINESS 7.1~ Civic Center Library Design Refinements Presentation (File 940-60) The purpose of the presentation is to illustrate the design refinements to the Library exterior elevations and give the final approval on the design of the building. STAFF RECOMMENDATION: Approve Library Schematic Design Refinements. NEW BUSINESS 8.1 Designating Alameda County Source Reduction & Recycling Board as the Local Task Force (File 810-60) The City will consider whether to support the Alameda County Source Reduction & Recycling Board's request to be designated as the Local Task Force or to support the Alameda County Waste Management Authority's (ACWMA) position that the Local Task Force (LTF) retain its current membership. STAFF RECOMMENDATION: 1) Consider the language of Measure D to designate the Recycling Board as Local Task Force, as well as the Authority's position of retaining the existing Local Task Force; and 2) Direct Staff to draft a letter for the Mayor's signature to the ACWMA indicating the City's position. 8.2 Freeway Underpass Art Project (File 900-50) The City Council will review the recommendations made by the Heritage & Cultural Arts Commission regarding freeway underpass art projects. STAFF RECOMMENDATION: 1) Conceptually approve project as proposed by the Heritage & Cultural Arts Commission or provide alternative direction; and 2) Direct Staff to prepare a CIP based on the preferred project.
