3.1Proclamation declaring June 6-12, 1999 “Affordable Housing Week”
3.2Proclamation declaring weekend of June-26-27, 1999 “Relay for Life Days” (American
Cancer Society)
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT
EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on
any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact
the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are
contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are
considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may
request the Mayor to remove the item.
4.1Minutes of Regular Meeting of May 18, 1999
STAFF RECOMMENDATION: Approve
4.2Agreement with CCCM, Inc., for Various Capital Improvement and Development
Construction Inspection Services
The City Council will consider additional contract inspection services due to the heavy
inspection load from private development and spring Capital Improvement Projects. This
contract will provide one additional inspector to cover the Emerald Glen Park and the 3
bridges in Eastern Dublin, as well as additional private development work.
STAFF RECOMMENDATION: Adopt Resolution.
4.3Life, Accidental Death & Dismemberment (AD&D), Long Term Disability (LTD) and
Short Term Disability (STD) Insurance – Proposed change in providers
The City recently conducted a market survey to assure that the City’s rates for particular
insurances were competitive. The City’s broker compared Life/Accidental Death &
Dismemberment (AD&D), Long Term disability (LTD) and Short-Term Disability (STD)
carriers. Consequently, another insurance carrier was identified as providing comparable
insurance coverage at a lower cost to the City.
STAFF RECOMMENDATION: Authorize the City Manager to execute the necessary
documents to change Life/AD&D, LTD and STD insurance carriers.
4.4Amendment to Commercial Recycling Program, authorizing Waste Management
(Livermore Dublin Disposal) to purchase commercial recycling containers, using a City
grant from the Alameda County Waste Management Authority
The City of Dublin received a $9,850 grant from the Alameda County Waste Management
Authority, which must be used to purchase recycling containers. Staff is recommending that
one-half of the grant be used to purchase school containers and one-half be used to purchase
containers for businesses who participate in the expanded commercial recycling program.
STAFF RECOMMENDATION: Approve amendment to Agreement.
4.5Acceptance of Improvements, Tract 5766 (Hansen Hill, Phase I)
This development is located west of Silvergate Drive and north of Hansen Drive.
Improvements within Tract 5766 have been completed satisfactorily. The developer is
providing a maintenance bond to guarantee the improvements through a one-year warranty
period.
STAFF RECOMMENDATION: 1) Adopt Resolution accepting the work completed and
approving regulatory traffic control devices installed as tract improvements; and 2) Authorize
Staff to accept maintenance bond at a future date.
4.6Authorization to Apply to the Metropolitan Transportation Commission for
Transportation Development Act Article 3 Funding for the Alamo Canal Bicycle Path
Capital Improvement Project
This grant, if approved, would contribute $43,337 toward the completion of a bicycle/
pedestrian path along the Alamo Channel right-of-way from Amador Valley Boulevard south
to I-580, connecting to existing paths on both ends.
STAFF RECOMMENDATION: Adopt resolution.
4.7Acceptance of Work – Contract 98-13
The two tennis courts at Kolb Park were resurfaced under this contract. The work has been
satisfactorily completed and is ready for City acceptance.
STAFF RECOMMENDATION: Accept improvements and authorize payment with retention of
$595 for 35 days.
4.8Contract Amendment with South Coast Pool Plastering for Dublin Pool Renovation and
Conditional Project Acceptance
This contract made extensive modifications to Dublin’s municipal pool and the project is now
complete with the exception of a defect in the pool plaster which the contractor will repair
after the 1999 pool swim season.
STAFF RECOMMENDATION: Adopt Resolution and authorize final payment to contractor in
the amount of $72,117, and release 10% retention ($47,455) after 35 days upon receipt of the
contractor’s certification that all subcontractors and suppliers have been paid. A fund in the
amount of $25,410 to cover repair of the pool plaster shall be created, and the performance bond
shall remain in effect pending satisfactory completion of the repair.
4.9Dublin Ranch Street Lighting Maintenance Assessment District Approval of Preliminary
Engineer’s Report and Setting of Public Hearing Date for Formation of District and Levy
of Assessments
This proposed assessment district has been requested by the developers of Dublin Ranch. The
District would fund the energy costs, maintenance, repair and replacement of street lighting
within the Dublin Ranch development. This is proposed to be a separate assessment district
from the existing Citywide Street Lighting Maintenance Assessment District because the
decorative street lighting being installed in Dublin Ranch will be more costly to maintain. The
proposed assessment for Fiscal Year 1999-2000 is $23.12 per lot. A public meeting and public
hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolutions.

6.PUBLIC HEARING
6.1Amendment to Dublin Municipal Code to Provide for Recovery of Attorneys’ Fees for
Nuisance Abatement
The City Council will consider the addition of Section 1.04.070 to the Dublin Municipal Code,
which would provide for the recovery of reasonable attorneys’ fees for the prevailing party in
any action, administrative proceeding, or special proceeding to abate a nuisance. This new
section would apply to any future effort by the City to abate the nuisance conditions on private
property, whether by administrative abatement, judicial abatement, or civil injunction.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.2Zoning Ordinance Amendment to Chapter 8.108, Temporary Use Permits to delete the
Temporary Use Permit (TUP) “Temporary Outdoor Sale Not Related to On-Site
Established Business (Sidewalk Sale)
This is the second reading of an Ordinance prohibiting a Temporary Outdoor Sale that is not
related to the on-site established business (Sidewalk Sale).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.3Enforcement of Vehicle Code on Privately Owned Streets under CVC Section 21107.5:
Central Parkway, Hibernia Drive, a portion of Summerglen Drive, and streets within
California Creekside Development
These streets are occupied and extensively used by the public, but have not been accepted by
the City because of pending completion of items not related to the streets themselves.
Adoption of this resolution will allow vehicle code enforcement on the designated streets as a
public safety measure.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.

8.NEW BUSINESS
8.1Study Session on Zoning Ordinance Sign Regulations Amendments
City Council instructed Staff to make possible changes to Sign Regulations regarding vehicular
signs, large balloons and vehicle dealership signs. The purpose of the study session is to
receive comments from the Council regarding these issues.
STAFF RECOMMENDATION: Provide Staff with direction regarding vehicular signs, large
balloon signs, and vehicular dealership sign programs.
8.2Authorization to Solicit Bids – Modifications to Civic Center
George Miers & Associates has completed the working drawings for Phase I construction of
the modifications to the Civic Center. Proposed modifications will provide additional work
stations for new employees that have been hired to adequately service the growing community.
Phase I costs are estimated at $1,232,100.
STAFF RECOMMENDATION: Authorize Staff to solicit bids.
8.3Proposed Heritage and Cultural Arts Commission
The City Council will consider the formation of a new Heritage and Cultural Arts Commission
and whether the City should assume the responsibility for arts programming previously done by
the Dublin Fine Arts Foundation.
STAFF RECOMMENDATION: Provide direction to Staff regarding formation of the
Commission and funding for the Commission and for arts programming.
8.4Agreement with Dublin San Ramon Services District for conversion of Dublin Sports
Grounds to Irrigation with Recycled Water
The City Council will consider an agreement with DSRSD whereby the irrigation system at the
Dublin Sports Grounds would be converted from potable to recycled water.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement.
