A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Introduction of New Employees: Sgt. A. J. Nelson & Deputy Carla Kennedy, Dublin Police Services At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes ofRegular Meeting of May 20, 1997 STAFF RECOMMENDATION: Approve 4.2Support of the Federal Reauthorization of Intermodal Surface Transportation Efficiency Act (ISTEA) The existing Federally funded Transportation Act (ISTEA) will expire on September 30, 1997. Dublin has funded several of its major roadway improvement projects through this program. The reauthorization of this program will give Dublin the opportunity to obtain additional grant funds to undertake needed transportation projects. STAFF RECOMMENDATION: Adopt Resolution in support of the reauthorization of ISTEA and forward to the City of Dublin’s representatives in Congress. 4.3Landscaping Maintenance Assessment District 97-1 (Santa Rita Area) - Preliminary Engineer’s Report This assessment district funds maintenance of certain landscaping improvements in the City’s Santa Rita development area. This item approves the Preliminary Engineer’s Report for this District. A public hearing will be held prior to approving the levy assessments for the 1997-98 fiscal year. STAFF RECOMMENDATION: Adopt resolutions. 4.4Crossing Guard Services The City of Dublin currently funds the provision of adult crossing guard services. It has been determined that providing crossing guard services under contract is the most cost effective method. All City Management Services, Inc., the current service provider, has submitted a proposal to continue to provide crossing guard services to the City of Dublin during the 1997- 98 school year. STAFF RECOMMENDATION: Adopt the Resolution and authorize the City Manager to execute the amendment to the agreement with All City Management Services, Inc. 4.5Authorization to Solicit Bids for Contract 97-08 Striping and Marking Contract The City Council will consider entering into a contract to provide striping services on a two year basis for routine street restriping and new striping and marking. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.6Revisions to the Personnel System Based on a survey of other local government agencies and on discussions with City employees, several changes are proposed to the City’s personnel system. Sufficient funds will be included in the Fiscal Year 1997-98 budget to cover the costs associated with the proposed personnel changes. STAFF RECOMMENDATION: Adopt Resolutions. 4.7Initiation by Council for Street Name Change It is proposed to change the street name of Plata Way to Mape Way due to its use as access to Mape Memorial Park. STAFF RECOMMENDATION: Initiate street name change of Plata Way to Mape Way and direct Staff to send referral letter to agencies for changing the street name. 4.8Building & Safety Contract Services Review - Linhart, Petersen, Powers Associates (LP2A) The City of Dublin has utilized the firm of Linhart, Petersen, Powers Associates since July 1, 1995 to provide building inspection, plan checking and building code enforcement. This contract is up for annual review. STAFF RECOMMENDATION: Review Staff Report & Recommendation and direct Staff to conduct a cost/benefit analysis of consultant vs. staff operations by May 1998. 4.9Approval of Final Map for Tract 6308, Hansen Hill Phase II The Final Map & Improvements Plans for Warmington’s Hansen Hill Phase II project have been reviewed by Staff and all fees, agreements, and securities have been submitted. It is now appropriate that the City Council approve the Final Map. This map includes 108 single family lots together with common open space lots. STAFF RECOMMENDATION: Adopt resolution. 4.10Warrant Register ($408,710.11) dated June 3, 1997 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Annual Review of Development Agreement Santa Rita Commercial Center The City will hold a public hearing to review the Development Agreement for the Santa Rita Commercial Center. This annual review is required by City and State Law. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and make a motion that developers have complied in good faith with the terms and provisions of the Development Agreement and conclude the Annual Review. 6.2Appeal of Planning Commission denial of PA 97-004 Dublin Ranch Phase I Conditional use Permit - Elementary School Relocation The Planning Commission denied a request for a CUP to allow a minor modification to the approved Planned Development for Phase I of the Dublin Ranch development. The modification would allow an elementary school site to be relocated and incorporated into the Phase I Plan. The project proponent, Ted Fairfield for Jennifer Lin, etal. has appealed the Planning Commission decision. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution approving negative Declaration and Conditional Use Permit. 6.3Citywide Street Lighting Maintenance Assessment District 83-1 This item approves the levy of assessments for the street lighting assessment district, which funds the energy and maintenance costs for the City’s street lighting system. The assessment is not proposed to increase over the amount of last year’s assessment. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt resolution. 6.4Landscaping & Lighting District No. 83-2 (Tract 4719) This assessment district maintains landscaping along Stagecoach Road and on the “interior” slopes of Agate Way and Coral Way. This action will approve the levy of assessments for the 1997-98 fiscal year. The assessment is not proposed to increase above the 1996-97 level. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt resolution. 6.5Landscaping & Lighting District No. 86-1 (Villages at Willow Creek) This assessment district provides for maintenance of certain landscaping improvements associated with the Villages at Willow Creek development. This item will approve the levy of assessments for the 1997-98 fiscal year. The assessment is not proposed to increase above the 1996-97 level. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt resolution. 6.6Ordinance revising the Planned Development District Regulations This Ordinance would revise the Planned Development District Regulations to allow a staged process where a general “Stage 1 Development Plan” is applied to the entire project and specific “Stage 2 Development Plans” are applied to portions of the project where development is about to occur. A minimum 4 acre site would be required for a Planned Development. The Community Development Director, as well as the Planning Commission would be able to approve minor amendments to a Development Plan. The Ordinance was introduced at the May 20th City Council meeting. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance revising Planned Development Regulations. 6.7Amendment to Inclusionary Zoning Ordinance and revision to method for determining the amount of the In-Lieu Fee This amendment to the Inclusionary Zoning Ordinance would allow in-lieu fees for each unit to be collected at the time a building permit is issued for that building. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance revising Inclusionary Zoning Ordinance. 6.8Establishment of New Bus Stops on Existing Routes on Regional Street & San Ramon Road The LAVTA staff has requested locating three bus stops on existing bus routes which will require the elimination of parking on San Ramon Rd and Regional St. This is the second reading of this ordinance. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7.UNFINISHED BUSINESS 7.1Dublin Boulevard/Hansen Drive Traffic Issues This intersection has been studied for the installation of a traffic signal and for the impacts of an interim all way stop. Council has authorized the signal to be reviewed together with the other projects in the Five Year Capital Improvement Program. Council also requested that the impacts of installing an all way stop at this intersection be brought back to Council for review. STAFF RECOMMENDATION: 1) Receive TJKM’s presentation & consider installation of an all-way stop and/or elimination of parking on the north side of Dublin Blvd east of Hansen Dr; If the City Council determines that stop signs should be installed on Dublin Blvd, adopt the resolution which has been prepared for this purpose. 2) Direct Staff to begin design immediately on a traffic signal at this intersection; and 3) provide any other appropriate direction. 8.NEW BUSINESS 8.1Request for Initiation of a General Plan Amendment Study for the Shea Business Properties Project located on former Southern Pacific right-of-way south of the Arroyo Vista Housing Project and west of Dougherty Road Request to amend the General Plan from Medium Density Residential (6.1 to 14.0 dwelling units per acre) to Medium High Density Residential (14.1 to 25.0 swelling units per acre) for 8.9 acres on abandoned Southern Pacific right-of-way west of Dougherty Road to allow a 209 unit apartment complex. STAFF RECOMMENDATION: Adopt resolution. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION - None . REPORT OF CLOSED SESSION ACTION 11ADJOURNMENT .
