3.3Mayor’s Appointment of Student Member to Parks & Community Services Commission
The term of the current Student Representative on the P&CS Commission expires on June 30,
1999. The opening was advertised and 2 applications were received.
STAFF RECOMMENDATION: Confirm Mayor’s appointment of Brian Munoz to the Parks &
Community Services Commission.
3.4Proclamation to Dublin High School Varsity Softball Team congratulating them on their
1999 North Coast, Section 2A, Championship.
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED
THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a
future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure
to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of June 1, 1999
STAFF RECOMMENDATION: Approve
4.2Approval of Final Map, Tract 6964 (Dublin Ranch M-3)
This subdivision is located just east of Tassajara Road and south of South Dublin Ranch Drive.
It contains 123 residential lots. This action will allow homes on individual lots to be sold.
STAFF RECOMMENDATION: Adopt Resolutions.
4.3Amendment to Agreement for Legal Services
The City of Dublin contracts with the firm of Meyers, Nave, Riback, Silver & Wilson for legal
services and Elizabeth Silver serves as City Attorney. The City Council will consider an
amendment to the agreement to increase the general rate charged for legal services
commencing July 1, 1999 by the cost of living index. This would be the first increase in
general rates since 1996.
STAFF RECOMMENDATION: Approve Amendment to Agreement for Legal Services and
authorize Mayor Pro Tempore to execute.
4.4Agreement for Dublin Swim Center Pool Maintenance Services
Pool maintenance services for the Dublin Swim Center are provided to the City under contract.
The present contract began on July 1, 1996, and will expire on June 30, 1999. Due to the
satisfactory performance of East Bay Pool Service over the past 3 years, and their extensive
knowledge of the Swim Center’s mechanical systems, Staff has renegotiated their contract for
an additional 3 years.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor Pro Tempore to
execute agreement.
4.5Participation in the Alameda County Community Development Block Grant and HOME
Program Cooperation Agreements
The City Council will consider entering into a cooperation agreement with Alameda County
Housing and Community Development for purposes of participating in the Alameda County
Urban County Community Development Block Grant and HOME Program for Fiscal Years
2000, 2001 and 2002.
STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute
Agreement.

6.PUBLIC HEARING
6.1Amendment to Dublin Municipal Code to Provide for Recovery of Attorneys’ Fees for
Nuisance Abatement
This is the second reading of an Ordinance to add Section 1.04.070 to the Dublin Municipal
Code, which would provide for the recovery of reasonable attorneys’ fees for the prevailing
party in any action, administrative proceeding, or special proceeding to abate a nuisance. This
new section would apply to any future effort by the City to abate the nuisance conditions on
private property, whether by administrative abatement, judicial abatement, or civil injunction.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.

8.NEW BUSINESS
8.1Request by Kaufman & Broad, Inc. and Dublin Investment Company to Initiate a General
Plan Amendment Study
K&B and Dublin Investment Company are requesting to initiate a GPA study for 3 commercial
and residential sites owned by Dublin Investment Company and to change the General Plan
Designation for the 3 sites to medium density residential. The sites are located between
Gleason Road, Tassajara Road, Central Avenue and the Jennifer Lin properties to the east.
STAFF RECOMMENDATION: Adopt Resolution denying a General Plan Study.
