3.ORAL COMMUNICATIONS
3.1Presentation by TCI regarding System Upgrade Plan
TCI has completed the preliminary planning necessary to discuss the scope of their upgrade plan for the
Dublin Cable TV system. The Company intends to begin construction in July and have it complete and
operational by December 31, 1997. The system will utilize fiber optic transmission lines and will be
capable of delivering the same services as Livermore and Pleasanton. The one change from earlier
plans is the elimination of a secondary head-end site to service Dublin and San Ramon.
STAFF RECOMMENDATION: Receive Presentation and direct Staff to continue to monitor
progress.
3.2Introduction of New Employee: Deputy Vince Morado, Dublin Police Services
At this time, the public is permitted to address the City Council on non-agendized items. The Council must, however,
comply with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to
statements made or questioned asked, or may request Staff to report back at a future meeting concerning the matter.
Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a
future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not
appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of June 3, 1997
STAFF RECOMMENDATION: Approve
4.2Crossing Guard Services
The City of Dublin currently funds the provision of adult crossing guard services. At the
June 3, 1997 City Council meeting, Staff presented an amendment to the current agreement for
crossing guard services for the 1997-98 school year. In anticipation of the opening of Dublin
Elementary School in September of 1997, the Council directed Staff to research the need for
additional crossing guard services to serve this location and bring the item back to the Council
at a future meeting. City Staff has discussed this issue with the school district. It has been
agreed that the need for additional crossing guard services to serve this location are not
warranted at this time.
STAFF RECOMMENDATION: Adopt resolution and authorize the City Manager to execute the
amendment to the agreement with All City Management Services, Inc.
4.3Review of Services and Amendment to Agreement with MCE Corporation for Public Works
Maintenance Services (Budget and Rates)
The firm of MCE Corporation performs most of Dublin’s maintenance activities on a three
year contract. The 1997-98 Fiscal Year is the second year of the current contract. This
contract allows for negotiation of cost of living costs at the beginning of each Fiscal Year.
MCE is requesting a 3% increase on labor changes, no increase on equipment and zero to 2%
increase on subcontractors.
STAFF RECOMMENDATION: Adopt resolution approving new agreement and authorize Mayor
to execute agreement.
4.4Acceptance of Work, Contract 96-04, Dougherty Hills Slope Repair Project - Phase I
This project repaired slope failures in the Dougherty Hills Park above Jade Circle, Topaz
Circle, and Crossridge Road. The contract is now complete and it is appropriate to accept the
work.
STAFF RECOMMENDATION: Accept improvement; authorize payment to Gordon N. Ball, Inc.,
for release of retention in the amount of $29,034.32 after 35 days if there are no subcontractor
claims; authorize budget appropriation from unallocated General Fund Reserves in the amount of
$41,476 to this project.
4.5Budget Adjustment for Traffic Signal Coordination Capital Improvement Project
This item provides for a budget adjustment for the City's Traffic Signal Coordination Project.
This project is to be entirely funded by an AB 434 grant.

5.
5.1Request from Dublin Chamber of Commerce to participate in Dublin Community Day at the
Alameda County Fair
The Chamber of Commerce has requested that the City of Dublin cosponsor a horse race on
Dublin’s designated Community Day at the Alameda County Fair. The cost to the City
would be $50.
STAFF RECOMMENDATION: Consider the City’s participation.
PUBLIC HEARING

6.1Villas at Santa Rita Planned Development Rezone for a 11.9 acre site located within the
Eastern Dublin Specific Planning Area
The Applicant, Security Pacific Capital Trust, is requesting a rezone to a Planned
Development Zoning District for a 324 unit multi-family project at the northeast corner of
Dublin Boulevard and Hacienda Drive in the Eastern Dublin Specific Planning Area. The
project area encompasses approximately 11 acres of land.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance, and continue public hearing to July 1, 1997.
6.2Landscaping Maintenance Assessment District 97-1 (Santa Rita Area)
This assessment district funds maintenance of certain landscaping improvements in the City’s
Santa Rita development area. Adoption of the resolution will approve the levy of
assessments for the 1997-98 Fiscal Year.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution.
6.3Adoption of Fee Schedule for Fire Permits, Plan Review, Inspection and Fire Services
Beginning July 1, 1997, the City of Dublin will provide fire suppression and prevention
services through a contract with the Alameda County Fire Department. A fee schedule must
be adopted to cover the reasonable costs of fire prevention and other specified services to be
provided through ACFD.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution.
6.4Amendment to Section 8.12.140 of the Dublin Municipal Code relating to Development
Agreements
The proposed amendment to Section 8.12.140 of the Dublin Municipal Code will eliminate
the automatic requirement for a public hearing for approved development agreements
undergoing the required process of Annual Review by the City Council.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance and continue public hearing to July 1, 1997.
6.5Adopting the Negative Declaration, the Eastern Dublin Specific Plan Amendment, and the
General Plan Amendment
The Eastern Dublin Specific Plan and General Plan Amendment were approved in 1994. The
traffic model used at that time has been updated. These updates affect the number of lanes
required for several segments of the arterial street system. This amendment is proposed to
make these needed changes without changing any of the land uses.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
UNFINISHED BUSINESS

7.1St. Patrick’s Day Celebration
The City Council will receive a report evaluating the 14th Annual St. Patrick’s Day Celebration
and receive information about preliminary plans that are being discussed by the newly formed
St. Patrick’s Day Liaison Committee.
STAFF RECOMMENDATION: Receive Report.
NEW BUSINESS
8.
8.1Santa Rita Commercial Center - Phase I, Regal Theater, Site Development Review
The City Council will hold a public meeting on a proposed resolution approving the Site
Development Review application for the first phase of the 53 acre commercial center. Phase
One consists of a 94,520 square foot theater on 13.49 acres and freestanding signs adjacent
I-580. The proposed theater would have 20 regular screens with 4,140 seats and an I-MAX
theater with 400 seats. The proposed project would be located at the southeast corner of
Hacienda Drive and Dublin Boulevard.
STAFF RECOMMENDATION: Receive staff presentation and public input; and adopt
Resolution.
8.2Fire Emergency Response Services Agreement between City of Dublin and Alameda County
In November of 1996, the Alameda County Fire Department was selected by the City Council
as the City's preferred fire service provider. The Council authorized the City Manager to
negotiate a contract with ACFD in accordance with the general terms presented at that time.
STAFF RECOMMENDATION: Authorize Mayor to execute Agreement with Alameda County
for Fire Emergency Response Services
8.3Amendment of Dougherty Regional Fire Authority Joint Powers Agreement
This amendment would provide that DRFA will continue in existence beyond June 30, 1997
for limited purposes; specifically related to the provision of medical benefits for retirees and to
process workers compensation claims. The powers of DRFA would be exercised by a
governing board consisting of the City Managers of Dublin and San Ramon and DRFA would
have no power to employ any persons after June 30, 1997.
STAFF RECOMMENDATION: Adopt Resolution approving second amendment to DRFA JEPA.

for consideration and adoption of the 1997-98 Budget and the 1997-98 Update to the 1996-2001
Five-Year Capital Improvement Program.
