Council meeting in the City Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
At this time, the public is permitted to address the City Council on non-agendized items. In accordance with
State Law, however, no action or discussion may take place on any item not appearing on the posted agenda.
The Council may respond to statements made or questions asked, or may request Staff to report back at a
future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related
to the proper procedure to place an item on a future City Council agenda. The exceptions under which the
City Council MAY discuss and/or take action on items not appearing on the agenda are contained in
Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1Minutes: NONE
4.21996-97 Budget Modification with regard to Article XIII B of the State Constitution
This action authorizes the appropriation of all revenues received in FY 1996-97, which are in
excess of expenditures. The actual amounts involved will be determined following the close of
the Fiscal Year. The action will not change the amount authorized to be expended. When the
Reserve Funds are eventually used, they will not be subject to the Appropriations Limit. The
actual use of these funds will be subject to a future City Council action.
STAFF RECOMMENDATION: Authorize Staff to appropriate to Reserves, any Revenues in
excess of Budgeted Expenditures as of June 30, 1997.
4.3Personnel Agreements between the City of Dublin, the Alameda County Fire District, the
Dougherty Regional Fire Authority, and Affected Personnel
On June 17, 1997, the Dublin City Council approved an agreement with Alameda County Fire
District for the provision of fire and emergency response services. This agreement provides
that the County will absorb a total of 36 former DRFA employees. The attached personnel
agreements set forth terms and conditions of employment which the County shall provide to
former DRFA personnel which are different from the terms and conditions of employment
which would otherwise be applicable to such employees as County personnel.
STAFF RECOMMENDATION: Approve Agreements and authorize Mayor to execute same.
4.4Animal Control Contract Services Review
A periodic review of services obtained by the City through contracts with other agencies
ensures that service levels are appropriate. Staff has prepared a detailed analysis of Animal
Control Services, including Field Services and Animal Shelter services.
STAFF RECOMMENDATION: Receive Report and provide input on any service related issues,
and confirm recommendation that regular contract review cycle shall be the same as the contract
for Police Services.

6.PUBLIC HEARING
6.1Property Related Fee for Storm Water/Refuse Services
Each year at this time, a public hearing is held to set the fee for the Storm Water Utility Fee
which has in the past paid for the City's program to reduce storm water runoff pollutants. This
year the fee is being reduced by 50% and will only pay for the refuse related costs of the
program which are the street sweeping and storm drain catch basin cleaning.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
establishing property related storm water-refuse collection fee for Fiscal Year 1997-98.
6.2Adoption of Adjustment of Rates for Garbage Collection/Disposal/Recycling Services
provided by Livermore Dublin Disposal
Current garbage rates became effective January 1, 1996. In accordance with the Agreement
with Livermore Dublin Disposal, the adopted rates were scheduled to be reviewed for a rate
adjustment July 1, 1997. The amount of the allowed adjustment is to be calculated in
accordance with a specific formula. The actual percentage of increase depends on the type of
service received. In all rate categories, the proposed City of Dublin rates are less than the
average of the agencies surveyed. In accordance with the requirements of Proposition 218,
approved by voters in November of 1996, notices were mailed to all 7,856 parcel owners on
May 9, 1997.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; determine the number of
any additional written protests received for the record; adopt Resolution.
6.3Assessment for Basic Garbage/Recycling Services
The annual fee for the cost of Basic Residential Garbage Service is collected on the property
tax bill. The proposed 1997-98 annual assessment is $114.90 per household, which represents
an increase of approximately 2% over the assessment levied for 1996-97..
STAFF RECOMMENDATION: Conduct public hearing; deliberate; determine the number of
any additional written protests received for the record; adopt Resolution; direct Staff to prepare
the necessary reports to the Alameda County Tax Collector.
6.4Local Law Enforcement Block Grants Program
The United States Department of Justice, through its Bureau of Justice Assistance awarded
$13,999 to the City of Dublin through a Local Law Enforcement Block Grants Program. This
program allocated funds based on the number of Part I crimes reported during calendar years
1993 through 1995. The purpose of the program is to provide local government with funds to
finance projects to reduce crime and improve public safety.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving
expenditure of block grants funds.
6.51997-98 Update to the Five-Year Capital Improvement Program (1996-2001)
The updated costs for the Five-Year CIP total $29,542,917, including costs incurred in prior
years for those projects that are part of the CIP. Projected costs for the remaining four years
of the CIP total $23,105,547. The CIP also identifies projects which are unfunded or
underfunded totaling $24,190,962. The recommended Capital Improvements costs for Fiscal
Year 1997-98 total $5,273,637.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving
the 1997-98 Update to the CIP.
6.6Adoption of the 1997-98 Annual Budget & Financial Plan
The total recommended appropriations for Fiscal Year 1997-98 are $25,930,199. The total
anticipated Net Expenditures are $23,653,529.
STAFF RECOMMENDATION: Open public hearing; receive Budget overview from Staff;
receive presentations from community groups/organizations requesting funding; review
Preliminary Budget by program; receive public comments; close public hearing; determine which
community groups/organizations funding requests should be funded for FY 1997-98; determine
which services should be funded for FY 1997-98; adopt Resolution approving 1997-98 Annual
Budget.

8.NEW BUSINESS
8.1Adoption of Appropriations Limit for 1997-98
Each year the City Council is required by State Law to adopt an Appropriations Limit in
conjunction with the annual Budget process. The 1997-98 Appropriations Limit is calculated
by multiplying the adopted Appropriations Limit calculated for the prior year by a factor
reflecting growth increases. The 1997-98 proposed Limit is $41,167,504 and only
$13,664,577 in 1997-98 Appropriations are subject to this Limit.
STAFF RECOMMENDATION: Approve the selected factors used to calculate the 1997-98
Limit and adopt the Resolution.
