A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Introduction of new Dublin Police Services employee Deputy Joe Tolero 3.2Appointment of Student Member to Parks & Community Services Commission The Parks & Community Services Commission has recommended that Justin Schmidt be appointed as the Student Representative on the Commission for Fiscal Year 1997-98. STAFF RECOMMENDATION: Confirm appointment. 3.3Certificate of Appreciation recognizing Wanjiku Kamau, Student Representative on the Parks & Community Services Commission during Fiscal Year 1996-97 STAFF RECOMMENDATION: Present Certificate of Appreciation to Wanjiku Kamau At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of June 17, 1997 STAFF RECOMMENDATION: Approve 4.2Financial Report for the Month of May 1997 This item provides the report of the monthly financial statements for the month of May. Consistent with prior reports, the focus is on General Fund Revenues and Expenditures, which represent the most significant portion of the City's operations. STAFF RECOMMENDATION: Receive Report. 4.3Agreement with David M. Griffith & Associates, Ltd. (DMG) to obtain State Mandated Cost Claiming Services This agreement will provide State Mandated Cost Claiming Services to allow the City to receive reimbursement for the costs of State Mandated Programs required to be performed by the City. STAFF RECOMMENDATION: Authorize the City Manager to execute agreement. 4.4Certification of June 3, 1997 Special Election Results At a special election held in the City of Dublin on June 3, 1997, 84.4% of the voters approved the passage of City of Dublin Measure E which imposes an emergency medical services tax. STAFF RECOMMENDATION: Adopt Resolution 4.5Local Law Enforcement Block Grants Program The City of Dublin is eligible for $14,356 in grant funds and would need to make a 10% cash ($1,436) match. This match will need to be appropriated from the General Fund for Fiscal Year 1997-98. STAFF RECOMMENDATION: Authorize Staff to apply for the Federal Local Law Enforcement Block Grants Program and approve Budget Change Form authorizing $1,436 transfer from Contingent Reserves. 4.6Proposed Service Agreements with ABAG for Website Hosting and with UUNET for Internet Service Provider (ISP) Services In order to accelerate the schedule for City utilization of the Internet, Staff proposes that the City enter into agreements with the above service providers. The first year cost of Website Hosting Services will be $700 and first year cost for ISP Services will be $4,740. STAFF RECOMMENDATION: Authorize City Manager to execute agreements. 4.7Amendment to Agreement with TJKM for Traffic Engineering Services (Adjustment of Rates and Extension of Contract Term) TJKM is proposing a rate increase which has a net effect of 1.61% based on 1996-97 personnel utilization. STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement. 4.8Engineering Services Contract Review (Santina & Thompson, Inc.) Since 1983, the firm of Santina & Thompson has provided consulting engineering services for private development review, capital project design and administration, and augmentation of in- house staff, all on an as-needed basis. The present contract is expiring and it is proposed to extend the contract for 2 years with no increase in fee rates proposed for 1997-98. STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement and authorize Mayor to execute amendment. 4.9Warrant Register ($573,523.93) dated July 1, 1997 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS 5.1Correspondence from Dublin Fine Arts Foundation regarding creation of a policy for inclusion of public art in new development projects DFA is proposing a new partnership with the City to create a policy that provides the guidance and structure to guarantee inclusion of public art projects in new development in the City of Dublin. The goal of the program would be to create a public art program that would both individually and as a whole ensure the quality and appropriateness of art works, provide enrichment of the citizens of Dublin, and visually enhance its public spaces. STAFF RECOMMENDATION: Consider request. 5.2Request from the Monrovia City Council to support Assembly Bill 1151 (Goldsmith) regarding the implementation of daytime curfews AB 1151 is intended to encourage youth to be in school when required to be in school. Communities having local ordinances allowing these provisions have experienced increases in school attendance and graduation and decreases in juvenile crime. STAFF RECOMMENDATION: Authorize Mayor to send letters of support for AB 1151 to State Legislators. 6.PUBLIC HEARING 6.1The Villas at Santa Rita Planned Development Rezone for a 11.9 acre site (PA 97-007) The Applicant, Security Pacific Capital Trust, is requesting a rezone to a Planned Development Zoning District for a 324-unit multi-family project at the northeast corner of Dublin Boulevard and Hacienda Drive in the Eastern Dublin Specific Planning Area. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive second reading and ADOPT Ordinance; adopt Resolution. 6.2Amendment to Section 8.12.140 of the Dublin Municipal Code relating to Development Agreements Proposed amendments to Section 8.12.140 of the DMC will eliminate the automatic requirement for a public hearing for approved development agreements undergoing the required process of Annual Review by the City Council. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7.UNFINISHED BUSINESS 7.1Consultant Contract for URS Greiner, Inc. Pacific to perform Design and Construction Staking Services for Dublin Boulevard Improvements west of Hansen Drive related to the proposed Traffic Signal at Dublin Boulevard and Hansen Drive The City Council has authorized the installation of a traffic signal at the intersection of Dublin Boulevard and Hansen Drive. This design contract will provide the plans and specifications for the roadwork necessary to install the signal. STAFF RECOMMENDATION: Adopt Resolution approving Agreement with URS Greiner. 8.NEW BUSINESS 8.1Bi-Annual Traffic Safety Report and Downtown Intersection Monitoring Report Every 2 years, the City's Traffic Consultant, TJKM, reviews the accident reports throughout Dublin. The intersections and roadway segments that have accident rates above the State average are further studied to see if safety improvements are needed. No recommendations for improvements are being recommended as a result of the study.
