3. ORAL COMMUNICATIONS
3.1 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES.
In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked; or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of June 20, 2000
STAFF RECOMMENDATION: Approve
4.2 Authorization to Solicit Bids - Capital Improvement Project g9595, Civic Center Re-Roof,
Phase 2 (Police Wing) (File 600-35)
The Administrative Wing of the Civic Center was re-roofed during the 1998-99 fiscal year.
This project would install a new foam roof on the Police Wing.
STAFF RECOMMENDATION: Authorize Staffto solicit bids.
4.3 2000-2001 Contract for Services with the Alameda County Library (File 600-40)
At the Fiscal Year 2000-2001 Budget Hearing, the City Council approved funding for 21
additional hours of service at the Dublin Library, as well as funding for library materials. The
Alameda County Library has prepared a drag agreement for execution by the City.
STAFF RECOMMENDATION: Authorize the Mayor to execute Agreement.
4.4 Acceptance of Work, Contract 99-04, Emerald Glen Park ImProvements (File 600-35)
Phase I of this project included the installation of 3 ball fields, 2 soccer fields, 2 basketball
courts, 4 tennis courts, a skate park, concession building and a water play area. Acceptance of
improvements will make the park available to the public. However, the play fields will not be
available for league play until the official grand opening in the Fall.
STAFF RECOMMENDATION: Accept improvements and authorize the release of Line of
Credit after 35 days if there are no subcontractor claims.
4.5 Amendment to Agreement for Temporary Displays of Sculpture at Dublin Civic Center
(File 600-30)
The City has the sculpture, "Sisyphus" on loan from artist Roger Berry. An amendment to the
agreement has been prepared providing for a two-year extension to the agreement.
STAFF RECOMMENDATION: Authorize Mayor to execute amendment to agreement.
4.6 Acceptance of Work, Contract 99-14, Median Paver Repair (File 600-35)
This project re-set median paver stones along arterial streets for those areas that had raised
· from tree root intrusion or had settled.
STAFF RECOMMENDATION: Accept improvements and authorize release of $9,591.15
retention after 35 days if there are no subcontractor claims.
4.7 Warrant Register ($654,828.68) dated July 5, 2000 (File 300-40)
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS - None
PUBLIC HEARING
6.1 KinderCare Planned Development Rezone, Conditional Use Permit and Site Development
Review PA 00-004 (File 450-30)
This PD Rezone, CUP and SDR would permit, and reduce parking requirements for a
KinderCare Learning Center (9,824 square feet on 1.2 acres) on the north side of Amador
Valley Boulevard adjacent to the Kildara development. The Day Care Center will have a
capacity of 180 children and will have hours of operation from 6:15 a.m. until 7:15 p.m.,
Monday through Friday.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance; and adopt Resolution.
UNFINISHED BUSINESS
7.1 Western Extended Planning Area Urban Limit Line Ballot Question (File 630-20)
In February of 1999, the Council adopted a Resolution placing a measure on the November
2000 ballot, which included the question to be printed on the ballots (the ballot question). A
Dublin resident has requested that the Council consider revised wording for the ballot question.
STAFF RECOMMENDATION: Consider and if appropriate, adopt Resolution amending
Resolution No. 24-99.
NEW BUSINESS
8.1 Emerald Glen Park Dedication (File 920-60)
The City Council will consider a date as well as proposed activities and attractions for the
Emerald Glen Park Dedication.
STAFF RECOMMENDATION: Provide direction to Staff.
