A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Adjourned Regular Meeting of June 25 & Regular Meeting of July 1, 1997 STAFF RECOMMENDATION: Approve 4.2Acceptance of Gift to City The Dublin Senior Center has received a check in the amount of $1,019.25 from The Volunteer Center. The check represents monies collected by Center participants in this years Human Race. The Senior Center also received a check for $200 from Pacific Gas & Electric for the Human Race Perpetual Award for Highest Average Pledge. STAFF RECOMMENDATION: Accept gift, direct Staff to prepare formal acknowledgment to the donor, and approve Budget Change Form. 4.3Agreement with Alameda County for Additional Library Services As part of the Fiscal Year 1997-98 Budget and Financial Plan, funding was included for an average of 14 hours of additional library service at the Dublin Branch of the Alameda County Library. In order to implement the additional hours, the City and the County must enter into a contract agreement. STAFF RECOMMENDATION: Adopt Resolution. 4.4City Treasurer's Investment Report for 4th Quarter of Fiscal Year 1996-97 The Market Value of the City's Investment Portfolio equals $28,968,842.86, and funds are invested at an annual average yield of 5.691%. STAFF RECOMMENDATION: Receive Report. 4.5Award of Bid for Striping and Marking Contract No. 97-08 Because of the limited need for traffic striping and marking, the City of Dublin contracts for this service. Bids for striping and marking were solicited for a two-year period. Three bids were received with the Chrisp Company being the low bidder. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Chrisp Company ($33,435) and authorize Mayor to execute agreement. 4.6Comments on the Contra Costa County's Tassajara Valley Property Owners Association General Plan Amendment and Related Projects Draft Environmental Impact Report (DEIR) The City Council will review the City's comment letter on the Tassajara Valley Property Owners Association project DEIR. The City's major areas of environmental concerns are traffic and circulation, flood control and drainage. STAFF RECOMMENDATION: Receive Report. 4.7Contracts with the Dublin Housing Authority, the Arroyo Vista Resident Council and the Valley Community Health Center for Administering the Community Development Block Grant (CDBG) Fund Expenditures The City of Dublin will enter into contracts with the Dublin Housing Authority, the Arroyo Vista Resident Council and the Valley Community Health Center for administering the Fiscal Year 1997-98 CDBG fund expenditures. The contract describes the conditions under which the CDBG funds may be expended. STAFF RECOMMENDATION: Authorize Mayor to execute contracts. 4.8Acceptance of Work - Sidewalk Repair (Remove & Replace) Contract 97-02 This program repairs sidewalks, curbs and gutters which are offset so as to be potential tripping hazards. The project is now completed for the 1996-97 Fiscal Year. STAFF RECOMMENDATION: Accept improvements; authorize $3,389.40 payment to Sposeto Engineering, Inc., for their final invoice and release retention ($4,105.03) after 35 days if there are no subcontractor claims. 4.9Fire Mutual Aid Agreements On July 1, 1997, the City of Dublin assumed responsibility for providing fire and emergency response services to its residents and businesses through a contract with the Alameda County Fire Department. To effectively carry out this function, it is necessary for the City to enter into the Alameda County Mutual Aid Agreement, the Twin Valley Mutual Aid Agreement and the Twin Valley Operational Agreement for Mutual Hazardous Materials Responses. STAFF RECOMMENDATION: Authorize the City Manager to enter into the 3 above agreements on behalf of the City of Dublin. 4.10Warrant Register ($1,532,185.09) dated July 15, 1997 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING - None 7.UNFINISHED BUSINESS 7.1Amador Valley Boulevard/Surrounding School Zone Traffic Study This study was performed as a result of requests from the City Council, School District Staff, and Parent-Faculty Club representatives. The study encompassed Amador Valley Boulevard from Village Parkway to Brighton Drive, as well as the streets leading to Frederiksen and Wells Schools. STAFF RECOMMENDATION: Adopt Resolutions approving stop signs at two intersections (Amador Valley Boulevard/York Drive and Tamarack Drive/Emerald Avenue) and no parking zones on Penn Drive and Amador Valley Boulevard. 8.NEW BUSINESS 8.1Library Planning Task Force Staff is recommending the formation of a Library Planning Task Force to determine the long term library building needs for the City of Dublin and to identify a specific site for a new library as well as the associated costs. STAFF RECOMMENDATION: Approve formation of Library Planning Task Force and direct Staff to advertise for openings. 8.2City Park Task Force The City Council will consider the formation of a task force to provide input and direction on ± the development of a comprehensive master plan for the 56 acre community park located on the Santa Rita property. STAFF RECOMMENDATION: Approve formation of the City Park Task Force and direct Staff to advertise for openings. 8.3City Park Master Plan Consultant Services ± In order to proceed with development of the Master Plan for the 56 Acre City Park located on the Santa Rita property in Eastern Dublin, Staff has prepared a Request for Proposals seeking the services of a consultant to work with Staff and a community task force to develop the ultimate uses for this park.
