3.2 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT F_.~CEED THREE (3) MINUTES.
In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section ~.2(b)(1)(2)(3).

4.1 Minutes of Regular Meeting-of July I8;'2000'
STAFF RECOMMENDATION: Approve
&2 Request for authorization to distribute a Request for ProPosal (RFP) for Promotional
Marketing Brochure (File 150-30/380-20)
This RFP will begin the process of awarding a contract for the production of a promotional marketing
brochure for the City of Dublin. TI~ RFP will solicit proposals from qualified consultants to perform
the necessary services and will be distributed on August 2~a and it is anticipated that the award of the
contract will be at the September 19t~ City Council meeting.
STAFF RECOMMENDATION: Authorize Staffto distribute RFP to qualified consultants.
4.3 Request to Waive Competitive Bid Process and Authorize Staffto Purchase Radar
Equipment by Direct Purchase from Sole Source (File 350-20)
Staff is requesting that the City Council waive the competitive bid process and purchase radar
equipment directly from the sole source, This equipment is necessary to support the Traffic Safety,
Radar enforcement and Bicycle Safety Program funded by the State of Califomia, Office of Traffic
Safety.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Approval of Real Property Purchase Contract for the Dublin Boulevard Widening Project -
Dougherty Road to Scarlett Drive (File 670-40)
This parcel of land is being purchased by the City of Dublin through Eastern Dublin Traffic Impact
monies for the purpose of widening Dublin Boulevard to 6 lanes between Dougherty Road and Scadett
Drive.
STAFF RECOMMENDATION: Approve purchase of real property located at 6355 Scarlett
Court, authorize City Manager to sign Real Property Purchase Contract; accept Grant Deed and
Temporary Construction Easement for said property; and authorize City Manager to issue a check
in the amount of $67,125 payable to North American Title COmpany for deposit into escrow.

4.5 Award of Bid, Contract 00-10, ciVic Center Roof Repair, Phase 2 (File 600-35)
This project would install anew foam roof on the Police Wing of the Civic Center. The
Administrative Wing was' re-roofed in a previous project. The low bid received, $93,475, exceeds
funds budgeted for this project. B. U. 1~ Services was the low bidder.
STAFF RECOMMENDATION: Approve $28,825 Budget Change (additional appropriation), and
adopt Resolution.
4.6 Agreement between the City of Dublin and the City of Pleasanton regarding expenditures by
the Open Space Advisory Committee created by an Agreement settling litigation over the
expansion of the Altamont Landfill (File 600-40)
This Agreement ensures that open space fees allocated to the Dublin-Pleasanton area as part of the
Altamont Settlement Agreement are distributed evenly or as agreed to by the two cities.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute Agreement.
4.7 Authorization to Pursue Exchange of Funds with Alameda County Congestion Management
Agency for the 1-580/Tassajara Road and 1-580/Fallon Road Interchange Projects (File 1060-
90)
This exchange of local funds fOr State/Federal funds could 'reduce the monies needed for the
Eastern Dublin traffic mitigation by $1.4 milhon.
STAFF RECOMMENDATION: Adopt Resolution and authorize Public Works Director to negotiate
exchange of funds.
4.8 Acceptance of Work, Contract 00-04, Annual Overlay Project (File 600-35)
This project repaired asphalt concrete pavement and overlaid 28 streets with ½" of new asphalt
concrete.
STAFF RECOMMENDATION: Accept improvements and authorize the release of $56,961.40
retention to E1 Camino Paving, Inc., after 35 days if there are no subcontractor claims and
approve Budget Change.
4.9 Warrant Register ($2,306,045.44) dated August 1, 2000 (File 300-40)

WRITTEN COMMUNICATIONS
5.1 Request for a Dog Park (File 920-20)
The City has received a request from Dublin resident Rose A. Rose, regarding the installation of an off-
leash dog park at Alamo Creek Park. The estimated cost to modify Alamo Creek Park is $24,200.
STAFF RECOMMENDATION: Corm'ider request.
PUBLIC lZIEARING
6.1 Emerald Glen Village Center Planned Development Rezone/Development Plan PA 00-003 (File
4SO-SO)
This is the second reading of an Ordinance approving a Planned Development Rezone for a mixed-
use development involving a 134,025 square foot neighborhood shopping center and 390 apartment
umts at the northwest comer of Dublin Boulevard and Tassajara Road.
STAFF RECOMMENDATION.' Conduct public hearing; deliberate; waive reading and adopt
Ordinance.
6.2 Adoption of Adjustment of Rates for Garbage Collection, Disposal, and Recycling Services
Provided by Livermore Dublin Disposal (File 810-30)
Current garbage rates became effective July 1, 1999. In accordance with the Agreement with
Livermore Dublin Disposal, the adopted rates were scheduled to be reviewed for a rme adjustment
July 1, 2000. The amount of the allowed adjustment is to be calculated in accordance with a
specific formula_ The actual percentage of increase depends on the type of service received. In
most of the rate categories, the proposed City of Dublin rates are well below the average of the
agencies surveyed. In accordance with the requirements of Proposition 218, notices were mailed to '~
all parcel owners on June 16, 2000.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; determine number of any
additional written protests received for the record; and adopt Resolution.
6.3 Assessment for Basic Garbage/Recycling Services (File 810-10)
The annual fee for the cost of Basic Pc~sidential Garbage Service is collected on the property
tax bill. The proposed 2000-2001 annual assessment is $122.40 per household, which
represents an increase of approximately 1.49% over the assessment levied for 1999-2000.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; determine number of any
additional written protests received for the record; adopt Resolution, and direct Staffto prepare
the necessary reports to the Alameda County Tax Collector.
6.4 Citywide Street Lighting Maintenance Assessment District 83-1 (File 360-50)
The street lighting assessment district funds the energy and maintenance costs for the City's
street lighting system, excluding the Dublin Ranch area. This item would approve the levy of
assessments for Fiscal Year 2000-2001, The assessment is not proposed to increase above the
FY 1999-2000 level of $13.26 per single family residence.
STAFF RECOMMENDATION: Conduct public heating; deliberate; adopt Resolution.
6.5 Landscaping & Lighting District 83-2 (Tract 4719) (File 360-20)
This assessment district maintains landscaping along Stagecoach Road and on the interior
slopes of Agate Way and Coral Way. This item would approve the levy of assessments for
Fiscal Year 2000-2001. The assessment is not proposed to increase above the FY 1999-2000
level ($228.72 per single family home and $38.68 per Amador Lakes unit).
STAFF RECOM2MENDATION: Conduct public heating; deliberate; adopt Resolution.
6.6 Landscaping & Lighting District 86-1 (Tract 5511 Villages ~ Willow Creek) (File 360-20)
This assessment district provides for maintenance of certain landscaping improvements
associated with the Villages ~ Willow Creek development. This item would approve the levy
of assessments for Fiscal Year 2000-2001. The assessment is not proposed to increase above
the FY 1999-2000 level ($84.72 per single family home and $42.36 per multi-family dwelling).

6.7 Landscaping Maintenance Assessment District 9%1 (Santa Rita Area) (File 360-20)
This assessment district funds maintenance of certain landscaping improvements in the City's
Santa Rita development area. This item would approve the levy of assessments for Fiscal Year
2000-2001. The proposed assessment does not exceed the maximum amount that has been
approved for the District.

6.8 Annexation of Tract 7067 and FYi000-2001 Levy of Assessments - Street Lighting
Maintenance Assessment District 99-1 (Dublin Ranch) (File 360-20)
This assessment district pays the cost of energy and maintenance for the decorative street
lighting system within the Dublin Ranch development. Taylor Woodrow Homes has requested
that their development, Tract 7067, be annexed into this District. This item requests approval
of the annexation and levy of assessments for Fiscal Year 2000-2001. The proposed
assessment of $13.34 per single family lot is less than the FY 1999-2000 assessment.

NEW BUSINESS
8.1 Consultant Agreement to Conduct Eastern Dublin Fiscal Impact Analysis (_File 600-30)
The proposed Eastern Dublin Fiscal Impact Analysis is imended to estimate the effects of new
development on the City's General Fund and to determine-when new development under the
Eastern Dublin Specific Plan will generate sufficient surplus revenues to fund the annual
operating costs of the proposed new Fire Station in Eastern Dublin.
STAFF RECOMMENDATION: Authorize the Mayor to execute an Agreement w, ith
MuniFinancial and approve Budget Change authorizing transfer of $12,500 from new revenues.
