3.1Introduction of New Employee: Economic Development Director Christopher Foss
3.2Appointment of Vehicle Dealership Signage Advisory Committee Members (File 110-30)
The City Council instructed Staff to make possible changes to the City’s Sign Regulations

regarding Vehicle Dealership Signs. At the June 1 Council meeting, the decision was made to
form a Vehicle Dealership Signage Advisory Committee with elected and appointed officials
and representatives from the auto dealerships.
STAFF RECOMMENDATION: Approve appointments to Committee.
At this time, the public is permitted to address the City Council on non-agendized items.
COMMENTS
. In accordance with State Law, however, no action or

discussion may take place on any item not appearing on the posted agenda. The Council may respond to
statements made or questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place
an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of August 3, 1999
STAFF RECOMMENDATION: Approve
4.2Summary Vacation of Portion of Public Service Easement Parcel 6 of Parcel Map 7223
(Best Buy Site) (File 670-40)
The Best Buy building foundation encroaches about 5 ½’ into a Public Service Easement
(PSE) which was recorded on this Parcel Map. This PSE does not contain any utilities at this
time and is not anticipated to contain utilities in the future. It is therefore recommended that
the PSE be abandoned by summary vacation.
Resolution.

4.3Request for Authorization to Distribute a Request for Proposals for Telephone Systems
Maintenance Contract (File 350-20)
This RFP will begin the process of awarding a contract for maintenance of the City’s telephone
systems; a 198-port NEC NEAX 2400 IMS switch and a NEAXMail AD-40 voice mail
system. The City’s current maintenance contract expires October 1, 1999.
STAFF RECOMMENDATION: Authorize Staff to distribute RFP.
4.4Contract with the Dublin Housing Authority for administering the Community
Development Block Grant (CDBG) Fund Expenditures for the Arroyo Vista Roof Repair
Project (File 600-40)
The City Council will consider entering into a contract with the DHA for purposes of
administering the FY 1999-2000 CDBG funding in the amount of $34,400 for Arroyo Vista
Roof Repairs.
STAFF RECOMMENDATION: Authorize Mayor to sign contract with DHA.
4.5Approval of Tract Map 7084 Dublin Greene (Toll Brothers) (File 600-60)
This Tract will subdivide property south of Central Parkway and east of Tassajara Creek into
100 single-family lots for the construction of homes.
Resolution
STAFF RECOMMENDATION: Adopt
4.6Approval of Tract Map 7149 Dublin Greene (Toll Brothers) (File 600-60)
This Tract is a re-subdivision of Tract 7084 (also on this agenda) and includes 43 single-family
lots and 152 townhouses. It is located south of Central Parkway, north of Dublin Boulevard
and east of Tassajara Creek (in Eastern Dublin).

STAFF RECOMMENDATION: Adopt
4.7Acceptance of Work Contract 98-11B, Heritage Center Improvements, Phase II
(File 600-30)
Phase II improvements at the Heritage Center included irrigation, landscaping and the wedding
courtyard.
STAFF RECOMMENDATION: Accept improvements; authorize release of $7,589.40 retention
after 35 days if there are no subcontractor or supplier claims; authorize $3,635.61 budget
appropriation from Unallocated In-Lieu Parkland Reserves; and authorize Mayor to execute
Budget Change Form.
4.8Approval of Final Map for Tract 7147, Koll Dublin Corporate Center (File 600-60)
This subdivision is splitting one existing commercial lot into 8 lots; 7 for development and one
to be deeded to the City as a park & ride lot. The property is located at the southwest corner
of Dublin Boulevard and Tassajara Road.
Resolution
STAFF RECOMMENDATION: Adopt .
4.9Park Development Standards (File 920-20)
The City Council will review the Park Development Standards that have been revised to
include details and specifications for protection of existing trees.

4.10Warrant Register ($1,205,550.33) dated August 17, 1999 (File 300-40)
STAFF RECOMMENDATION: Approve
5.WRITTEN COMMUNICATIONS
5.1Support of AB 1448 and ACA 16, “Fair Competition and Taxpayer Savings” Legislation &
Initiative (Contracting with Private Firms for Engineering Design Services) (File 660-40)
These measures, which are the opposite of Proposition 224 (the PECG initiative) on the November
1998 ballot, would allow the State and local agencies to contract with private firms for engineering
and architectural design services. Use of private firms for these services has been both expedient
and cost-effective for the City in the past, and it is therefore recommended that the City Council
support the measures.
Resolution
STAFF RECOMMENDATION: Adopt of support.
5.2Letter from City of San Ramon regarding Sound Study Request for Alcosta Boulevard
(File 530-35)
The City previously received a request from a resident of Ashford Way that the Cities of Dublin and
San Ramon jointly consider contracting for a sound study to determine whether a soundwall is
warranted along Alcosta Boulevard between Davona Drive and Bandon Drive. The City of San
Ramon has responded that it is not willing to make a financial contribution toward a study or
construction of a wall at this time.
STAFF RECOMMENDATION: Receive Report and provide direction.
6.PUBLIC HEARING
6.1Certification of Negative Declaration & Establishment of Rights-of-Way Lines for portions
of Tassajara Road, Gleason Drive, Central Parkway and Dublin Boulevard (File 670-40)
This is the first of two protest hearings for the establishment of plan lines for portions of four
streets in eastern Dublin. These plan lines will be used for the dedication and purchase of
rights-of-way for the ultimate street improvements.
Resolution
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt which
certifies the Negative Declaration; waive reading and INTRODUCE appropriate Ordinance.
7.UNFINISHED BUSINESS
7.1Art in the Parks Projects for Kolb and Mape Memorial Parks (File 900-50)
The City Council will review the proposed artworks for Kolb and Mape Memorial Parks that
will be installed as part of the Art in the Parks program.
STAFF RECOMMENDATION: Approve recommended artwork for each of the two parks.
8.NEW BUSINESS
8.11999-2000 Community Development Work Programs (File 420-20)
Staff has prepared a Work Program outlining priorities, timetables and significant tasks to
complete 1999-2000 City Council high priority Community Development Department Work
Programs. Staff is seeking input from the Council on the Programs.
STAFF RECOMMENDATION: Receive Report and provide input on priorities.
8.2Authorization to Engage Bond Underwriter for the Dublin Ranch Assessment District and
Negotiate a Contractual Agreement (File 360-10/600-30)
The engagement of a Bond Underwriter will allow the City to continue with the formation of
the District and the issuance of bonds in a timely and efficient manner. The Underwriter will
be compensated on a contingent basis solely from the bond proceeds generated by the issuance
of bonds for Assessment District 1999-1. The underwriter fees are subject to parameters to be
set forth in bond documents that will be approved by the City Council in the future.
Resolution
STAFF RECOMMENDATION: Receive Report and adopt authorizing Staff to
engage Stone & Youngberg as Bond Underwriter for the Dublin Ranch Assessment District and
to negotiate a contractual agreement for such services.
8.3Consultant Services for Civic Center Library (File 600-30)
The City Council will review the proposed contract and public participation plan with BSA
Architects for design of the Civic Center Library.
STAFF RECOMMENDATION: Approve Public Participation Plan; approve Agreement and
authorize Mayor to execute; and determine if City Councilmember(s) should be on Project
Review Committee.
