3.ORAL COMMUNICATIONS
3.1Introduction of New Employees: Kenneth "Buzz" Kalkowski, Assistant Planner/Zoning
Enforcement Officer and Toni Walker, Public Works Office Assistant II
3.2Appointment to Heritage Center Advisory Committee
Three people (Shirley M. Noval, Joseph Drew Sibilia and Connie Spence) have submitted
applications to fill a vacancy on the Heritage Center Advisory Committee created by the
resignation of Russ Liggett. The Mayor has appointed Connie Spence to fill the unexpired
term which ends in December of 1998.
STAFF RECOMMENDATION: Confirm Mayor's appointment.
At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State
Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The
Council may respond to statements made or questions asked, or may request Staff to report back at a future
meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of August 19, 1997
STAFF RECOMMENDATION: Approve
4.2Grant of Easement to Dublin San Ramon Services District
This easement will allow construction and future maintenance of a sewer line which will serve
the Hansen Hill development.
STAFF RECOMMENDATION: Adopt Resolution.
4.3Amended Public works Maintenance Policy
The Public Works Maintenance Policy was originally adopted in 1990. Circumstances
surrounding some of the policy items have changed, and the policy is proposed to be amended
to reflect those changes.

4.4Acceptance of Work, Contract 96-08, Mape Memorial Park Renovation Project
This project reconstructed and updated the improvements to Mape Memorial Park on Plata
Way (now Mape Way). The project is now complete and it is appropriate to accept the
improvements as complete and relieve the contractor of maintenance.
STAFF RECOMMENDATION: Accept improvements; authorize $720 payment to Valley Crest
Landscape, Inc., for their final invoice and release $41,340.11 retention after 35 days if there are
no subcontractor claims; approve Budget Change Form.

6.PUBLIC HEARING
6.1The Villas at Santa Rita Development Agreement
The City will hold a continued public hearing on a proposed Ordinance approving a
Development Agreement between the City of Dublin and Alameda County Surplus Property
Authority. The Villas at Santa Rita is a 324 unit apartment project located on approximately
11.9 acres of land at the northeast corner of Dublin Boulevard and Hacienda Drive. The DA is
required by the Eastern Dublin Specific Plan. Items included in the DA include, but are not
limited to, the financing and timing of infrastructure, payment of traffic and public facilities
impact fees, dedication of park land, and general provisions.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.2Comprehensive revision of the Dublin Zoning Ordinance PA 95-027
A comprehensive revision has been prepared for the Dublin Zoning Ordinance to bring it into
conformance with the requirements of law and to make it consistent with current planning
practice. Modifications have been made to the document in accordance with Council direction
at the August 19, 1997 public hearing.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
7.UNFINISHED BUSINESS
7.1Valley High School Community Gymnasium
The Council will review a draft Agreement between the City of Dublin and the Dublin Unified
School District regarding joint funding of the Valley High School Gymnasium which outlines
the responsibilities of both parties. The actual cost of the City's participation in this project as
proposed is unknown until the District receives bids on the project.
STAFF RECOMMENDATION: Approve Draft Agreement in concept - OR - provide Staff with
additional direction.
7.2Appointments to the Downtown Study Task Force
The Council recently approved the establishment of a Downtown Study Task Force to make
recommendations to the City Council on various issues and solutions regarding future impacts
on Downtown Dublin. Twenty one applications were received. It is anticipated that the first
meeting of the Task Force will be on October 1, 1997.
STAFF RECOMMENDATION: Approve appointments to Downtown Study Task Force
8.NEW BUSINESS
8.1Review of the Nielsen Ranch General Plan Amendment Study
The Council will reconsider the Nielsen Ranch GPA Study initiated in January of 1997. To
date, the applicant has not proceeded with any work on either planning or environmental
information. The property is approximately 200 acres and is located west of the terminus of
Brittany Drive and Brittany Lane.
STAFF RECOMMENDATION: Provide appropriate direction to Staff.
8.2Library Architectural Consulting Services
The City Council will consider an agreement with George Miers & Associates to perform
consulting services, the purpose of which is to identify possible library sites and prepare a
recommended site plan.
STAFF RECOMMENDATION: Authorize City Manager to execute agreement at a cost not to
exceed $5,250 and approve Budget Change Form.
