3.1 Civic Center Library Design Devdopment - Presentation (File 940-60)
BSA Architects, the Library Design Consultants will present a synopsis of the plans, the
finishes for the building, the updated cost estimate and current schedule status for the new
Civic Center Library.
STAFF RECOMMENDATION: Receive presentation and public comment and approve Library
design development.
3.2 Presentation from LAVTA regarding Bus Shelter Art (File 900-50)
Mary DuFreene, Manager of Marketing and Public Affairs, Livermore Amador Valley Transit
Authority, will make a visual presentation on bus shelter art.
STAFF RECOMMENDATION: Receive presentation and determine whether the replacement of
bus shelters should move forward, or be deferred and considered as part of the Downtown
Improvement Plan.

3.4Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES.
In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1 )(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by ~e City Council with one single action. Members of the
audience, Staff or ~e City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of August 15, 2000
STAFF RECOMMENDATION: Approve
4.2 No Parking Zone on Amador Valley Boulevard west of Iron Horse Trail (File 570-20)
The City has received a citizen request to prohibit parking on the north side of Areadot Valley
Boulevard just west of the Iron Horse Trail in order to preclude a conflict with drivers making
U-turns at the median break. Staff is recommending installation of 60 feet of red curb. This
area is in front of a soundwall and should not affect resident parking.
STAFF RECOMMENDATION: Adopt Resolution.'
4.3 Approval of Final Map, Tract 6961 (Dublin Ranch L-6); and Approval of Tract Developer
Agreement with Shea Homes Limited Partnership, a California limited partnership, for
On-Site Tract Improvements (File 600-60)
Tract 6961, containing 117 single-family lots, is located just east of Tassajara Road and north
of North Dublin Ranch Drive.
STAFF RECOMMENDATION: Adopt Resolution/s) approving Final Map and accepting In-
Lieu Park Dedication Fees.
4.4 Computers For Our Schools Project (File 515-60)
The City Council will consider approval of $150,000 for capital support and another $100,000
in technical support for the "Computers For Our Schools" project during Fiscal Year 2000-
2001.
STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute
Agreement.
~4.5 Consultant Services for Park Hay Area Evaluation (File 600-30)
In order to comply with State Law, all City park play areas will have to be evaluated for
compliance with new State Safety Standards. The review must be completed by a Certified
Playground Safety Inspector.
STAFF RECOMMENDATION: Approve Agreement with Stephen N. North, CPSI and
authorize Mayor to execute.
4.6 Approval. of Improvement Agreements with MSSH Dublin Development for neighborhood
park and creek improvements in Dublin Ranch Phase I (File 600-30)
MSSH Dublin Development, LLC is conditioned to construct a neighborhood park and
adjacent creek improvements in the Dublin Ranch Phase I project. The agreements set forth
the terms under which the improvements will be built.
STAFF RECOMMENDATION: Adopt Resolution{s).
4.7 Award of Bid, Contract 00-11, Fire Station Surface Sealing (File 600-35)
This project would apply sealer to the brick and stucco exterior of the Donohue Drive fire
station. Periodic surface sealing is a recommended maintenance procedure. The low bid
received, $28,250, exceeds funds budgeted by $1,500. The low bidder is T. A. S. K., Inc.
STAFF RECOMMENDATION: ApproVe budget change (ISF) and adopt Resolution.
4.8 Approval of Summary Vacation for Emergency Vehicle Access Easement (E.V.A.E.)
originally dedicated with Tract 6960 (Dublin Ranch Neighborhood L-5) for Lot 114
(File 670-40)
This action will abandon the public rights to an emergency vehicle access easement which is no
longer necessary due to the creation of public street access through subsequent tract
dedications.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Approval of Parcel Map 7580, Alameda County Surplus Property Authority and Wilcox
Development Services, Inc. (File 600-60)
This Parcel Map will split one large parcel of land into two new parcels. It is located just north
of Dublin Boulevard and west of Hacienda Drive. One of the parcels will house the new
Sybase office complex.
STAFF RECOMMENDATION: Adopt Resolution.

Agreement with DSRSD regarding Recycled Water Pump Station at Dublin Ranch Phase I
Neighborhood Park (File 600-40)
The City Council previously approved the inclusion of a recycled water pump station in the Dublin
Ranch Phase I Neighborhood Park. An agreement between the City and DSRSD has been prepared
outlining the responsibilities of each party.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute Agreement.
Acceptance of Work, Contract 00-03, Swim Center Mechanical Building Renovation
(File 600-3 ~)
In March of 2000, the City Council awarded the Dublin Swim Center Mechanical Building
Renovation contract to Zovich Construction. The project improvements included renovation and
expansion of the mechanical building and installation of new pool heaters. The project
improvements have been completed by the contractor.
STAFF RECOMMENDATION: Accept improvements; authorize release of $23,065.70 retention
after 35 days if there are no subcontractor claims; and approve Budget Change.
Request for authorization to distribute a Request for Proposals for the purchase of 4 Police
Patrol Vehicles and request to waive competitive bid process for the immediate purchase of
2 Patrol Vehicles (File 350-20)
Funds were budgeted for 5 vehicles in the FY 2000-2001 Budget, and 1 vehicle was budgeted for,
but not purchased, during FY 1999-2000. Due to increased patrol staffing, it is necessary to
purchase 2 vehicles immediately. Staff is requesting that the City Council waive the competitive bid
process to expedite the purchase of these vehicles. Staff is requesting that the remaining 4 vehicles
be purchased through the competitive bid process.
STAFF RECOMMENDATION: Authorize Staff to distribute RFP to qualified dealers and adopt
Resolution.
Approval of Improvement Agreement with Bay Automotive Properties LLC, a California
limited liability company, for improvements to Scarlett Drive associated with the Dublin
Nissan Auto Dealership (File 600-30)
This agreement, together with faithful performance and labor and materials bonds, will guarantee
the construction of street improvements required for the development of the Dublin Nissan site on
Scarlett Drive.
STAFF RECOMMENDATION: Adopt Resolution.
Approval of Appraisal Consulting Services: Eastern Dublin Facility Impact Fee Study
Update(File 600-30)
To keep the Eastem Dublin Facility Fee to a level to assure that there are sufficient monies to
acquire park lands when needed, periodic land appraisals are made to adjust the fee.
STAFF RECOMMENDATION: Adopt Resolution approving Agreement with Associated Right of
Way Services, he., and authorize the Mayor to execute the Agreement.
Contract Change Order, Contract 99-13 with NV Heathorn, Inc., General Contractors for
Civic Center Renovation/Expansion Project (File 600-35)
In accordance with the City's Change Order procedures for Capital Improvements Projects, the City
Manager must receive Council authorization to approve Change Orders in excess of a 5% contract
mount. The City Council will consider approval of 9 change Orders totaling $37,589 for this
project. The Change Orders will not exceed the project budget.
STAFF RECOMMENDATION: Approve Change Orders #14 - #22.
Memorandum of Understanding between the City of Dublin, Dublin Unified School District,
and Alameda County Sheriffs Office (File 600-40)
This second MOU describes the specific financial responsibility of each of the entities; more
definitively describes each agency's general responsibilities and indemnification; and outlines the
selection process for the School Resource Officer. The first MOU examined by the City Council on
June 21, 2000, allowed the entities to seek a Federal Grant to hire a SRO.
STAFF RECOMMENDATION: Adopt Resolution; authorize City Manager to execute MOU; and
provide direction to Staff regarding additional action or study, if desired.
4.17 Warrant Register ($3,819,955.57) dated September 5, 2000 (File 300-40)
STAFF RECOMMENDATION: Approve
WRITTEN COMMUNICATIONS - None
PUBLIC HEARING
6.1 Trumark Companies Scadett Drive Duplexes PA 99-030 (File 450-30)
This is the second reading of an Ordinance which would approve a Planned Development
Rezone for a new 60-unit duplex development to be located on the vacant Southern Pacific
Railroad right-of-way (Dougherty Road @ Houston Place).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt
Ordinance.
6.2 7-Eleven Convenience Store and Gas Station, Conditional Use Permit and Site
Development Review PA 99-021 (File 410-30)
The City Council will consider on appeal, the Planning Commission's approval of 7-Eleven's
request to allow a new convenience store and four-pump gas station on the southwest comer
of Dougherty Road and Amador Valley Boulevard.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt appropriate
Resolution 1) affirming Planning Commission approval; 2) affirming Planning Commission
approval with modifications or additional conditions; or 3) reversing Planning Commission
decision and denying CLIP and SDR.
Consideration of Adoption of a Resolution of Necessity to Condemn Real Property at 6301
Scarlett Court for the widening of Dublin Boulevard between Dougherty Road and Scarlett
Drive (File 670-20)
A portion of this parcel is needed for the widening of Dublin Boulevard to 6 lanes. This
acquisition is the last of the three parcels required for the project.
STAFF RECOMMENDATION: Conduct public heating; deliberate; adopt Resolution.

NEW BUSINESS
8.1 Pegasus Devdopment Specific Plan Amendment Study Request (File 410-55)
Pegasus Development Company is requesting City Council authorization to initiate an
amendment study to the San Ramon Road Specific Plan for the purpose of developing up to a
four-story office building on three properties, located within Area 3 of the San Ramon Road
SP. Specifically, the applicant wishes to change the retail shopper goods land use designation
of the SP to allow office and other retail uses.
STAFF RECOMMENDATION: Consider and adopt appropriate Resolution either authorizing
or denying request.
8.2 2000 Dublin Pasta Festival (File 9S0-40)
Eckerstrom Productions was retained by the City to produce the 2000 Dublin Pasta Festival,
which will be held October 7-8, from 10:00 a.m. to 6:00 p.m. The producer is requesting
further direction from the Council on the artwork forthe event logo. Staff also will present the
Council with information regarding the Road closures and detours for the event.
STAFF RECOMMENDATION: Provide direction on preferred event logo and adopt
Resolution.
8.3
Consultant Services - Freeway Underpass Art Project (File 600-30)
The Freeway Underpass Art C]P provides for the services of an art consultant. The City
Council will consider a contract with art consultant Lynne Baer to shepherd the process from
selection of artwork to final installation. In addition, the Council will consider Staffs
recommendation for an Art Selection Committee.
STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to execute; approve
formation of an Art Selection Committee; and authorize Staff to solicit representatives.
