3.1Proclamation declaring September 19, 1998, Kids Day America/International
3.2Proclamation declaring week of September 17-23, 1998 Constitution Week
3.3Presentation by East Bay Regional Park District Director Jocelyn Combs giving overview
of the District’s activities since the passage of Measure AA, the park bond initiative, 10
years ago, and highlighting specific benefits to Dublin residents.
At this time, the public is permitted to address the City Council on non-agendized items.
COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law,
however, no action or discussion may take place on any item not appearing on the posted
agenda. The Council may respond to statements made or questions asked, or may request Staff
to report back at a future meeting concerning the matter. Any member of the public may contact
the City Clerk’s Office related to the proper procedure to place an item on a future City Council
agenda. The exceptions under which the City Council MAY discuss and/or take action on items
not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of September 1, 1998
STAFF RECOMMENDATION: Approve
4.2Dublin Heritage Center Improvements, Contract 98-11
At the August 4, 1998 City Council meeting, the Council authorized Staff to advertise the
Heritage Center Improvements project for bids. One bid was received for the project and the
bid amount exceeds the available budget.
STAFF RECOMMENDATION: Adopt Resolution rejecting bid.
4.3Approval of Parcel Map 7157, Park Sierra - Phase I
This Parcel Map which is located north of Sierra Lane and bounded by Alamo Creek on the
west and Dougherty Road on the east, will create one lot to contain 209 apartment units.
Various easements are being created and are proposed to be accepted by the City.
STAFF RECOMMENDATION: Adopt Resolution approving Parcel Map 7157 and Resolution
accepting Parkland In-Lieu Dedication Fee.
4.4Award of Bid, Contract 98-12, San Ramon Road Slope Repair
This project will repair a slope failure above and west of San Ramon Road between West
Vomac Road and Alcosta Boulevard. The earth slide was caused by the heavy rains
experienced this last winter.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Golden Pacific Construction,
Inc. ($167,705) and approve Budget Change Form.
4.5Final Budget Changes for Fiscal Year 1997-98
Staff has reviewed the Preliminary Financial Reports and the Auditors are preparing the Final
Comprehensive Financial Report for the Fiscal Year ending June 30, 1997. Staff is requesting year
end adjustments at this time. This will allow Staff to deliver a clean set of records to the Auditors
when they begin their final work.
STAFF RECOMMENDATION: Approve Budget Changes and direct Staff to record the items in the
Final Financial Report.
4.6Warrant Register ($856,450.66) dated September 15, 1998

5.WRITTEN COMMUNICATIONS
5.1Correspondence from Shea Homes requesting approval to proceed with conceptual design of
the neighborhood park in Dublin Ranch Phase I

The approved plan for Dublin Ranch Phase I includes a 5 neighborhood park which is located
adjacent to a future elementary school. Shea Homes, the master developer for Dublin Ranch
Phase I, has requested approval to design and construct the park in exchange for credit against the
neighborhood land and improvement component of the City’s Public Facility Fee.
STAFF RECOMMENDATION: Approve request.
6.PUBLIC HEARING
6.1Starward Drive Development Plan & Planned Development Rezone PA 98-013
The City Council will hold a public hearing to consider adoption of an Ordinance which was
introduced at the September 1st City Council meeting. The Ordinance would approve a Planned
Development and land use amendment for a residential subdivision of 31 homes on approximately
2.4 acres of land on the west side of Starward Drive, east of San Ramon Road and north of the
Shamrock Village Shopping Center.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.2General Motors Automall - Planned Development Rezone PA 98-007
General Motors has requested approval of a PD Rezoning to design a 15 acre automall on 3 parcels
with 3 auto dealerships on the south side of Dublin Boulevard east of Tassajara Creek and the
approved AutoNation project. The applicant has again requested a continuance to the October 20,
1998 City Council meeting.
STAFF RECOMMENDATION: Open public hearing and declare item continued to October 20, 1998
in order to allow applicant additional time to resolve issues with franchise.
7.UNFINISHED BUSINESS
7.1Bay Laurel Drive Traffic Issues - Installation of Stop Signs on Bay Laurel Street
The City Council will consider the installation of two stops on Bay Laurel Street, at Bay Laurel
Court and at Buckeye Court.
STAFF RECOMMENDATION: Approve installation of stop signs and direct Staff to advise
Warmington Homes to install signs and related pavement markings.
7.2Management Services for 1999 St. Patrick’s Day Festival
In accordance with Council direction, Staff circulated a Request for Proposal for management
services for the St. Patrick’s Day Festival and proposals were received from two firms: GoodTimes
Promotions, Inc., and Terry Pimsleur & Co. Both firms were invited to participate in an oral
interview with a panel of representatives from the City’s Parks & Community Services, Police, Fire
and Public Works Departments, as well as a representative from an outside agency who supervises
a similar contract for management services. After a thorough review of the proposals and the
professional qualifications of each firm, as well as comments provided by the panel, Staff
recommends that the City enter into an agreement with Terry Pimsleur & Company, Inc.
STAFF RECOMMENDATION: Authorize City Manager to negotiate a contract with Terry Pimsleur
& Co., for management services for the 1999 St. Patrick’s Day Festival.
8.NEW BUSINESS
8.1Review of Designs and Authorization to Solicit Bids for December Holiday Banner
Replacements
This item would authorize the replacement of the City’s holiday banners (on street light poles)
as the existing ones are now 11 years old and are worn and faded.
STAFF RECOMMENDATION: Choose one group of banner designs and authorize Staff to
advertise for bids.
8.2City Contribution to Dublin Elementary School Fields Project
The City Council will consider a proposal to contribute funding to the Dublin Unified School
District for the Dublin Elementary School Fields Project.
STAFF RECOMMENDATION: Discuss terms of proposal and authorize City Manager to send
a draft proposal to Dublin Unified School District.
