CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Introduction of new Employees: Carol Fuller, Office Assistant I in Police Services, and Evelyn Owens, Office Assistant II in Building & Safety (File 700-10) 3.2 Proclamation proclaiming October as "Crime Prevention Month". (File 610-50) 3.3 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEEO THREE (31 MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2{b)(1 )(2}(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for appro Council with one single action. Members of the audience, Staff or the City CoUncil who wou removed from the Consent Calendar for purposes of public input may request the Mayor to remov 4.1 Minutes of Regular Meeting of September 19, 2000. STAFF RECOMMENDATION: Approve 4.2 Replacement of Contractor - Fire Station Surface Sealing (File # 600-35) At the September 5t~ meeting, Contract #00-11 was awarded to T.A.S.K., Inc., who is now unable to perform the work. Staff is recommending that the award to T.A.S.K. be rescinded and that Contract #00-11 be awarded to the second bidder, B.U.R. Services with a bid of $29,786. STAFF RECOMMENDATION: Adopt Resolution. 4.3 Amendment to Agreement with MCE Corporation for Public Works Maintenance Services - Addition of Rates for Specific Activities (File # 600-30) Because of recent legislation regarding prevailing wage rates for public contracts, it is necessary to add rates for certain specific activities rather than covering those activities under MCE's various personnel classifications. The addition of these rates into the rate schedule does not affect the approved budget for Fiscal Year 2000-2001. STAFF RECOMMENDATION: Adopt Resolution approving amendment to agreement. '4.4 Appointment to Youth Advisory Committee (File # 110-30) Appointments to the Youth Advisory Committee were made in August. As there were still additional spaces left on the Committee, the application period was left open. One additional application has been received. STAFF RECOMMENDATION: Confirm Mayor's appointment to Youth Advisory Committee. 4.5 Request for Award of Bid for Purchase of Five (5) Police Patrol Vehicles (File # 350-20) Staff distributed bid requests for four replacement police patrol vehicles as approved by the City Council at the meeting on September 5, 2000. Subsequently, an addendum to the bid was distributed for the purchase of one (1) additional vehicle to be provided for the School Resource Officer. Bid responses were reviewed and Folsom Lake Ford submitted the lowest cost proposal with the shortest delivery period. Staff is requesting that the bid for purchase of five (5) police patrol vehicles be awarded to Folsom Lake Ford. STAFF RECOMMENDATION; Adopt Resolution awarding Bid to Folsom Lake Ford. 4.6 Request to Waive the Competitive Bid Process & Authorization to Solicit & Negotiate Contractor Bids to Demolish the Partially Constructed Addition & to Restore a Single-Family Residence at 7957 Crossridge (File # 600-30) Authorization for bids to complete substandard and dangerous conditions at 7957 Crossridge Road. STAFF RECOMMENDATION: 1) Authorize the Building Official to distribute Requests For' Proposals to qualified California Licensed General Contractors and determine associated costs & construction schedules for the demolition of a partially constructed addition and restore the single- family residence to its original condition; 2) adopt Resolution authorizing Building Official to negotiate an agreement with a California Licensed General Contractor; & 3) instruct Staff to return with the selected contractor for award of bid & necessary budget transfers. 4,7 Approval of Parcel Map 7395 (Alameda County Surplus Property Authority, Bay Area Rapid Transit District & City of Dublin) (File # 410-40) This map officially subdivides the BART lot parcel from the properties surrounding the lot and the properties on either side of the BART access roads. All roads within the map have been constructed or guaranteed to be constructed. STAFF RECOMMENDATION: Adopt Resolution approving Parcel Map 7395 & authorize Mayor to execute the Owner' s Statement on behalf of the City of Dublin. 4.8 2000-2001 Goals & Objectives Status Report & CIP Schedule (File # 100-80) Staff has prepared a report apprising the Council of the status of the 2000-2001 Goals & Objectives as of August 31, 2000, as well as a schedule for the City's Capital Improvement Program indicating estimated project start and completion dates. STAFF RECOMMENDATION: Receive Report. 4.9 Approval of Final Parcel Map 7306 (Park Sierra, Phase II) (File # 410-40) This map consists of one 5.7 acre parcel of land located on the west side of Dougherty Rd containing 209 apartment units. STAFF RECOMMENDATION: Adopt Resolution approving Final Parcel Map 7306. 4.10 Warrant Register ($1,603,908.29) dated October 3, 2000 (File 300-40) STAFF RECOMMENDATION: Approve WRITTEN COMMUNICATIONS - None PUBLIC HEARING 6.1 Greenbriar'Homes Communities Development Agreement (File # 600-60) Second reading of the Ordinance approving the Development Agreement between the City of Dublin & Greenbriar Homes Communities Inc., for Phase I (Lots 1-126) of a single family dwelling unit subdivision located on Yarra Yarra Ranch on the west side of Tassajara Road and north of the Casterson & Tassajara Meadows developments. The Development Agreement, as required by the Eastern Dublin Specific Plan, provides security to developers that the City will not change its zoning and other laws applicable to the project for the 5 year term of the agreement and allows the City to obtain commitments from the developer relating to issues such as improvements and fees. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Ordinance approving Development Agreement. 6.2 Traffic Lane Improvements on Starward Drive at Amador Valley Boulevard(File # 820-20) The City Council will receive a report regarding recommended permanent improvements to the Starward Drive approach at Amador Valley Blvd. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving recommended traffic lane improvement on Starward Drive at Amador Valley Boulevard. 6.3 Wireless Communication Facilities - Zoning Ordinance Amendment (File # 450-20) An amendment to the zoning ordinance that involves the regulation of wireless communication facilities. The purpose and intent of this ordinance is to provide a uniform and comprehensive set of standards for the development and installation of wireless communication facilities and related facilities. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution adopting Zoning Ordinance Amendment. 6.4 Negative Declaration for the Interstate 580/Fallon Road Freeway Interchange Improvements Project (File # 800-30) This project will improve the 1-580/Fallon Road/E1 Charro Road Interchange. This project is a mitigation measure required of new development under the City' s Eastern Dublin Specific Plan. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution adopting Mitigated Negative Declaration for 1-580/Fallon Rd Freeway Interchange Improvements Project & direct Staff to work with developers & Caltrans on development of necessary funding and cooperative agreements for construction of the project. 7. UNFINISHED BUSINESS - None NEW BUSINESS 8.1 Affordable Housing Implementation Program - Workshop Two (File # 430-80) The City Council will receive a presentation regarding a variety of affordable housing programs & target group designations. The information presented may be used to devise a comprehensive affordable housing program for Dublin. STAFF RECOMMENDATION: Receive Report, provide input & choose components for Dublin's Affordable Housing Plan Implementation Plan regarding a) Affordable Housing Program Options; b) possible changes to Dublin' s Inclusionary Regulations; c) Affordable Housing Funding Options; & d) Target Group Designation. 8.2 Sprint PCS Facility at Shannon Park (File # 1010-10) Staff is requesting the City Council provide direction on placing a telecommunication facility on Shannon Park which is being proposed by Sprint PCS. STAFF RECOMMENDATION: Receive presentation and deny request. OTHER BUSINESS 9.1 Committee Reports 9.2 Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff- 10.
