3.2Recognition of Awards for Excellence in Financial Reporting
The City has received an Outstanding Financial Reporting Award for Fiscal Year 1995-96 and
a Certificate of Achievement for Excellence in Financial Reporting for its Comprehensive
Annual Financial Report for FY ending June 30, 1996 from the Government Finance Officers
Association of the United States and Canada.
STAFF RECOMMENDATION: Receive Awards
3.3Presentation by East Bay Regional Park District Director Jocelyn Combs related to the
EBRPD 1997 Master Plan and a map of its parks and trails
At this time, the public is permitted to address the City Council on non-agendized items. In accordance with
State Law, however, no action or discussion may take place on any item not appearing on the posted agenda.
The Council may respond to statements made or questions asked, or may request Staff to report back at a future
meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council
MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code
Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval
by the City Council with one single action. Members of the audience, Staff or the City Council who
would like an item removed from the Consent Calendar for purposes of public input may request
the Mayor to remove the item.
4.1Minutes of Regular Meeting of October 7, 1997
STAFF RECOMMENDATION: Approve
4.2Award of Purchase Order for Street Light Pole Painting
The City received only one proposal for this year’s project, which will paint street light poles
on Regional Street, Amador Plaza Road, and in the residential neighborhoods between San
Ramon Road and I-680. The purchase Order is proposed to be awarded to St. Francis Electric
at a total price of $20,790 for street light poles, plus an additional $2,000 to paint the traffic
signal poles at Dublin Boulevard/Sierra Court.
STAFF RECOMMENDATION: Award Purchase Order to St. Francis Electric.
4.3Award of Bid for One Konica 4345 Copier
The FY 97-98 Budget included funds for the replacement of the copy machine at the Shannon
Community Center. Bid packages were sent to 7 vendors and 3 bids were received. The low
bidder is AAA Business Machines.
STAFF RECOMMENDATION: Award bid to AAA Business Machines and authorize Staff to
issue the necessary Purchase Order; Adopt Resolution declaring the existing equipment surplus
and authorize Staff to accept the trade-in allowance offered by AAA Business Machines.
4.4City Treasurer’s Investment Report for 1st Quarter of Fiscal Year 1997-98
The City’s investment portfolio totals $28,996,172.88 (market value), and funds are invested
at an average yield of 5.697%.
STAFF RECOMMENDATION: Receive Report.
4.5Program Supplement No. 010 Local Agency-State Agreement for Federal Aid Projects No.
04-5432, Project Number STPL-5432 (004), with Caltrans to reimburse the City of Dublin
Dublin has obtained a Federal ISTEA grant to aid in the funding of the widening of Dougherty
Road between Houston Place and Amador Valley Boulevard. This program supplement is
required in order to utilize these ISTEA funds.
STAFF RECOMMENDATION: Adopt Resolution and authorize Public Works Director to
execute Program Supplement No. 010
4.6Approval of Subdivision for Parcel Map 7125
The Villas at Santa Rita, a 324 unit apartment complex, has been approved for development in
Eastern Dublin. The project is located at the northeast corner of Dublin Boulevard and
Hacienda Drive. This action will subdivide the development parcel from the rest of the
Alameda County Surplus Property Authority lands.
STAFF RECOMMENDATION: Adopt Resolution.
4.7Warrant Register ($379,578.33) dated October 21, 1997

6.PUBLIC HEARING - None
7.UNFINISHED BUSINESS
7.1Street Name for New Street Parallel to and south of Dublin Boulevard
Staff has circulated the three names proposed by the City Council (Dublin Center Way, Dublin
Commerce Way, St. Patrick Way) to other agencies as required by the Municipal Code and has
received approval for all of them, with the caution that adding another street with a “Dublin”
name could be confusing for emergency services.
STAFF RECOMMENDATION: Adopt Resolution approving St. Patrick Way as new street
name.
7.2Modifications to Zoning Ordinance Enforcement Policy (Political signs)
At the October 7th City Council meeting, the Council directed Staff to research an issue
related to location of political signs within 660 feet of landscaped Interstate Freeways and to
report back at the next City Council meeting. Staff is still researching this issue and will report
back at the next City Council meeting.
STAFF RECOMMENDATION: Continue the matter to the November 4, 1997 City Council
meeting.
8.NEW BUSINESS
8.1Crossing guard for Dublin Elementary School
The Council will consider a request from the Dublin Elementary School Parent Faculty Club
for a crossing guard and a request from a resident for all-way stop at Vomac Road and
Landale Avenue associated with the reopening of Dublin Elementary School.
STAFF RECOMMENDATION: 1) Adopt Resolution authorizing the installation of an all-way
stop sign at the intersection of Vomac Road and Landale Avenue; 2) receive report and discuss
installation of crossing guard at Dublin Elementary School and the possible removal of the
crossing guard on Silvergate Drive at Amarillo Road.
8.2Mimi’s Cafe (a part of Hacienda Crossings) Site Development Review PA 97-029
The City Council will consider approving the Site Development Review application for Mimi’s
Cafe at Hacienda Crossings. Hacienda Crossings will be located at the southeast corner of
Hacienda Drive and Dublin Boulevard. The 6,500 square foot restaurant is proposed adjacent
to Hacienda Drive in the 53 acre Hacienda Crossings site on a 47,116 square foot pad.
STAFF RECOMMENDATION: Adopt Resolution.
8.3Claim Jumper Restaurant (a part of Hacienda Crossings) Site Development Review
PA 97-028
The City Council will consider approving the Site Development Review application for the Claim
Jumper Restaurant at Hacienda Crossings. Hacienda Crossings will be located at the southeast
corner of Hacienda Drive and Dublin Boulevard. The 12,348 square foot restaurant is proposed in
the southeast corner of the 53 acre Hacienda Crossings site on a 23,739 square foot pad.
STAFF RECOMMENDATION: Adopt Resolution.
8.4Designation of City Council 1997 Ad-Hoc Audit Review Subcommittee
Each year the City Council designates an ad-hoc subcommittee to review with the external auditors,
the Comprehensive Annual Financial Report. The final report is then prepared for presentation at a
City Council meeting.
STAFF RECOMMENDATION: Appoint 2 members of the City Council to meet with the City
Auditors to review and discuss the report for the period ending June 30, 1997.
8.5Shurgard General Plan Amendment and Specific Plan Amendment Study Request PA 97-035
Shurgard is proposing to construct a self storage facility and a retail facility at 7360 San Ramon
Road at the northwest corner of San Ramon Road and Amador Valley Boulevard. The 2.538 acre
site was formerly occupied by the True Value Hardware Store. Cost for the study would be borne
by the Applicant.
STAFF RECOMMENDATION: Give Staff direction and either adopt a Resolution authorizing
initiation of a General Plan Amendment and Specific Plan Amendment Study - OR - adopt Resolution
denying initiation of the study.
8.6Proposed Youth Advisory Committee
The City Council will consider a recommendation from the Parks & Community Services
Commission regarding the formation of a Youth Advisory Committee for the purpose of
providing input on youth services and programming to the Parks & Community Services
Commission, the City Council and to City Staff.
STAFF RECOMMENDATION: Consider.
8.7Report on Proposed Cable Television Programming Priorities for Public Access, Education,
Government (PEG) Channels
As a result of the system upgrade, Tri-Valley Community Television (CTV) will have 3
channels to utilize in broadcasting Public Access, Education, and Government programs. The
CTV Board of Directors has developed a preliminary description of how the current
programming might be broadcast among the 3 different channels. In addition, Federal Law as
well as agreements with TCI allow TCI to lease time on the channel when it is not being used
by the cities.
STAFF RECOMMENDATION: Review the proposed principles and direct Staff to
communicate any desired changes to the CTV Board of Directors, and confirm the designation of
the shared Channel, which TCI may utilize for leased access when it is not used by the cities.
8.8Expenditure Plan Development Committee’s Project List for the Reauthorization of
Measure B
The Alameda County Transportation Authority is making preparations to go to the ballot to
extend the Measure B sales tax past 2002 to pay for additional regional transportation
improvements. This item is to express Dublin’s wishes for projects to be included in the Tri-
Valley Area.
STAFF RECOMMENDATION: Review Staff’s recommendations and send letter to the Cities of
Pleasanton and Livermore, and Supervisors King and Haggerty.
