HomeMy WebLinkAbout*Agenda 11-04-1997A G E N D A DUBLIN CITY COUNCIL REGULAR MEETING - Tuesday, November 4, 1997, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza ¨ Agendas may be picked up at the City Clerk's Office for no charge, or to request information on being placed on the annual subscription list, please call 833-6650. ¨ A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. ¨ Agendas are posted on the City’s Internet Website on the weekend prior to the meetings (www.dublinca.org) 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Introduction of New Employees: Assistant Planner Anne Kinney (Community Development Department) Engineering Technician Saied Aminian (Public Works Department) Management Assistant Sue Barnes (Administrative Services Department) 3.2Appointment of Tenant Commissioners to Dublin Housing Authority (DHA) The DHA was created to oversee the operation of the Arroyo Vista housing project and the Board is comprised of the City Council and 2 Tenant Commissioners, with one of the Tenant Commissioners being over the age of 62. Terms of the current Tenant Commissioners expired in May and 4 people have submitted applications for the 2 openings. STAFF RECOMMENDATION: Adopt Resolution confirming the appointment of Bonnie McCamon and Shirley O’Callaghan to terms ending in May of 1999. At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of October 21, 1997 STAFF RECOMMENDATION: Approve 4.2Preliminary Financial Report for the Month of September 1997 STAFF RECOMMENDATION: Receive Report. 4.3Request for Appropriation - Underground Utility District No. 95-1 An additional appropriation for street lighting is requested for expenses that were originally budgeted in the 1996-97 Fiscal Year, but for which the City did not receive an invoice until Fiscal Year 1997-98. STAFF RECOMMENDATION: Approve $7,815 appropriation from unallocated street light assessment district reserves in order to pay invoice from PG&E in current fiscal year. 4.4Request to Apply for PG&E Rebate for LED (Light Emitting Diode) Traffic Signal Conversion; Request for Appropriation to Purchase Equipment in 1997-98 Fiscal Year Staff is requesting a $47,361 appropriation to convert 16 intersections to red LED signal equipment. This cost would be offset by an $11,485 PG&E rebate, and the balance of the expenditure would be repaid within 2 1/2 years by energy costs saved. The LED signals use far less power than traditional incandescent light. STAFF RECOMMENDATION: Approve funding for new Capital Improvement Project and application for rebate. 4.5Consultant Services for Dublin Swim Center Master Plan The 1996-2001 Capital Improvement Program includes the Dublin Swim Center Deck Replacement project. As part of the project, funds were included for consultant services to evaluate not only the deck, but to also evaluate and make recommendations on other repair needs at the Dublin Swim Center. A Request for Proposals was circulated and 2 firms submitted proposals by the October 10, 1997 closing date. After a thorough review of the proposals and based on the results of the reference checks, Staff recommends that the contract be awarded to Water Technology, Inc., at a cost of $10,500. STAFF RECOMMENDATION: Approve Consultant Services Agreement and authorize Mayor to execute same. 4.6Warrant Register ($1,535,653.02) dated November 4, 1997 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Park Sierra Apartments Mitigated Negative Declaration, General Plan Amendment and Planned Development Rezone PA 97-019 This project is located on the west side of Dougherty Road at the Southern Pacific Right-of- Way. In May of 1996, the City Council approved a GPA on the site from Light Industrial to Medium Density Residential to allow for a 92-unit single family development project. That project was never built, and the property was sold to Shea Properties. The new applicant has applied for a PD Rezone from Medium Density Residential to Medium-High Density Residential and a GPA and is proposing an apartment project which would consist of 209 rental apartment dwellings arranged in a linear fashion along the site. A mitigated Negative Declaration has been prepared for the project. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions (3); waive reading and INTRODUCE Ordinance. 6.2Amendment to Purchasing Ordinance to allow for waiver of Competitive Bidding Requirements - Urgency Basis The City’s Purchasing Ordinance only allows for exceptions to the competitive bidding requirements under certain conditions. The stated exceptions do not include cooperative purchases, where one public agency may complete a competitive bid process, and the pricing is extended by the vendor to other agencies. This type of cooperative purchase can be beneficial to the City. The proposed amendment would add two additional exceptions to purchasing ordinance. One exception involves the cooperative purchase in conjunction with another agency and the second involves the purchase of vehicles. The City Council must authorize the use of these exceptions if the purchase price exceeds $5,000. All Public Works Projects over $5,000 are required to be competitively bid under the Public Contract Code. The Ordinance is presented as an urgency ordinance due to a pending need to acquire a Fire Engine. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance on an urgency basis. 7.UNFINISHED BUSINESS 7.1Modifications to Zoning Ordinance Enforcement Policy (Political Signs) Minor revision of the Enforcement Policy for the Zoning Ordinance, Building Code, Housing Code, and Property Maintenance Ordinance; and rescinding Resolution No. 104-97 which includes political signs. STAFF RECOMMENDATION: Adopt Resolution and give direction to Staff to prepare changes, if appropriate, to the temporary political sign requirements listed in Chapter 8.84 of the Zoning Ordinance. 8.NEW BUSINESS 8.1Camp Parks Affordable Housing Initiative Request The City Council will consider a request from Camp Parks to enter into a partnership with the City for purposes of meeting the housing needs of soldiers. Camp Parks is offering the City a 20-acre site for developing approximately 50 housing units for soldiers and additional housing units for civilians and possibly an additional 20 acres for a park. STAFF RECOMMENDATION: Consider conceptual approval of Camp Parks’ Affordable Housing Initiative request at this time. If approved, direct Staff to return within the next 6 weeks with a preliminary work program and detailed cost analysis for completing the project. 8.2Authorization to Waive Competitive Bidding Requirements and Purchase a Fire Engine from Pierce Manufacturing The City is scheduled to purchase a Fire Engine in the current Fiscal Year. The City has been presented with the opportunity to purchase a Fire Engine at a competitive price, provided the order is placed by November 5, 1997. The Fire Engine being considered is one of several standard engines which are also being purchased by Alameda County and the City of San Leandro for service in other areas served by Alameda County Fire Department. The pricing received by the City is comparable to a 1996 competitive bid by the City of Oakland and is within the adopted Dublin 1997-98 Budget for this project.
