3.ORAL COMMUNICATIONS
3.1Report from Alameda County Waste Management Staff regarding the Resource-full
Showcase Trailer Exhibit at the Dublin Civic Center (File 810-60)
Alameda County Waste Management Staff wishes to highlight the event and to thank the City
Council for its support and efforts in providing a venue for the Resource-full Showcase Trailer.
The Showcase is a traveling environmental exhibit featuring recycled content building products
which highlight and demonstrate "green building" practices.
STAFF RECOMMENDATION: Receive Presentation.
COMMENTS SHOULD NOT EXCEED
At this time, the public is permitted to address the City Council on non-agendized items.
THREE (3)MINUTES
. In accordance with State Law, however, no action or discussion may take place on any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at
a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of November 2, & Special Meeting (Closed Session) of
November 8, 1999
STAFF RECOMMENDATION: Approve
4.2Agreement with DMG Maximum (DMG) to Obtain State Mandated Cost Claiming
Services (File 600-30)
DMG has proposed a new contract to provide contract services to assist in the gathering of
data and preparing the reimbursement claim for state mandated costs for Fiscal Year 1999-
2000.
STAFF RECOMMENDATION: Authorize City Manager to execute agreement.
4.3Acceptance of Grant from Dayton-Hudson (Target and Mervyns Stores) (File 150-70)
Dayton-Hudson has provided a grant, in the amount of $856 to the City of Dublin for the
Dublin Police Services Bicycle Unit.
STAFF RECOMMENDATION: Accept grant; approve Budget Change Form; direct Staff to
prepare formal acknowledgment to donor; and direct Police Services Staff to use funds to
purchase equipment for the bicycle unit.
4.4Acceptance of Improvements, Tract 5766 (Hansen Hill, Phase I) (File 600-60)
Improvements constructed within Tract 5766, Hansen Hill, Phase I, have been completed to
the satisfaction of the City Engineer. Per the Government Code, the subdivider is providing a
maintenance bond to guarantee the improvements for a one year period following acceptance.
The City will incur ongoing maintenance costs for the public improvements.
Resolution
STAFF RECOMMENDATION: Adopt and authorize Staff to accept maintenance
bond at a future date.
4.5Award of Contract for the Western Dublin Open Space Preservation Study (File 600-30)
The City Council will consider awarding a consulting contract to Economic & Planning
Systems, Inc., for purposes of assisting Planning Staff with the Western Dublin Open Space
Preservation Study.
Resolution
STAFF RECOMMENDATION: Adopt and authorize the City Manager to execute
contract (not to exceed $13,942).
4.6Funding Agreement between the Bay Area Air Quality Management District (BAAQMD)
and the City of Dublin to construct the Alamo Canal Bicycle Trail from Iron Horse Trail to
I-580 (File 600-40)
The BAAQMD has awarded a grant of $154,080 in Transportation Funds for Clean Air for the
Alamo Canal Bicycle Trail Project. In order to receive the funds, the City Council needs to
enter into a funding agreement with the Air Quality District.
Resolution
STAFF RECOMMENDATION: Adopt and authorize Mayor to execute Agreement.
4.7Purchase of an Automated Document Storage and Retrieval System (File )
The City of Dublin intends to purchase and implement a document imaging system, which will
reduce the volume of paper stored by the City, and which will provide electronic search and
display capabilities for stored documents. In response to the City's request, 4 sealed bids were

received by the November 4 deadline.

STAFF RECOMMENDATION: Adopt awarding contract to Compulink
Management Center, Inc. ($51,610); approve Budget Change Form; and authorize Staff to
proceed with purchase and installation of LaserFiche Document Storage and Retrieval System.
4.81999 Goals & Objectives Status Report (File 100-80)
Staff has prepared a report apprising the Council of the status of the 1999 Goals & Objectives
as of October 31, 1999.
STAFF RECOMMENDATION: Receive Report.
4.9Authorization to Solicit Bids for Median Paver Repair (File 600-35)
This project will raise median paver stones to grade in various locations within Dublin
Boulevard, Amador Valley Boulevard and Village Parkway in areas where the stones have
settled or been raised by tree roots.
STAFF RECOMMENDATION: Authorize Staff to solicit bids.
4.10Request for Authorization to Distribute Request for Proposals (RFP) for Police Vehicle
Emergency Equipment (File 350-20)
In order to equip police vehicles with emergency equipment, Staff is requesting authorization
to distribute an RFP to qualified companies.
STAFF RECOMMENDATION: Authorize Staff to distribute RFP.
4.11Request for Authorization to Distribute a Request for Proposal (RFP) to Provide Technical
Support for 3 Proposed Downtown Specific Plans: Village Parkway Specific Plan,
Downtown Core Specific Plan & West Dublin BART Plan (File 600-30)
This RFP will initiate consultant technical work on the 3 Specific Plans. Completion of the 3
Specific Plans is included in the Community Development Work Program for FY 1999-2000.
STAFF RECOMMENDATION: Approve boundaries of Specific Plan Areas as proposed by
Staff and authorize Staff to initiate process to retain a consultant team.
4.12Caltrans Pre-Award Audit with Vavrinek Trine Day & Co., LLP, for Dublin Boulevard
Widening - Village Parkway to Sierra Court (File 600-30)
This contract amendment will allow the City's auditors to pre-audit the Engineering Firm of
MK Centennial as a prerequisite to entering into a contract for the design services for a
State/Federally funded road improvement project.

STAFF RECOMMENDATION: Adopt and authorize the City Manager to execute
agreement.
4.13Award of Bid, Contract 99-11, 1999 Annual Sidewalk Safety Repair Program (Two-Year
Grinding Contract) (File 600-35)
This contract will grind concrete sidewalk offsets in locations where sidewalks may become
tripping hazards.
Resolution
STAFF RECOMMENDATION: Adopt awarding bid to Concrete Grinding
Company ($3,783.50).
4.14Agreement with MK Centennial for Preliminary Engineering & Environmental Services
for the widening of Dublin Boulevard (Village Parkway to Sierra Court/Civic Plaza) (File
600-30)
This project will widen Dublin Boulevard from the existing 4 lanes to 6 lanes, plus bicycle
lanes. The project is being funded by a $2.5 million State Transportation Improvement
Program grant.
Resolution
STAFF RECOMMENDATION: Adopt and authorize Public Works Director to
execute agreement when all Caltrans requirements, including pre-award audit, are met by MK
Centennial.
4.15Grant of Water Line Easement to Dublin San Ramon Services District (DSRSD) and to the
Joint Venture Dublin San Ramon Services District-East Bay Municipal Utilities District
Recycled Water Authority (DERWA) (File 670-40)
This easement is to allow installation and maintenance of recycled water pipelines through the
easterly edge of the Dublin Sports Grounds.

STAFF RECOMMENDATION: Adopt .
4.16Revisions to Personnel System (File 700-20)
The City Council will consider amendments to the City's Personnel System to add the job
description of Administrative Services Director and authorize proposed modifications to the
City's Management Benefit Resolution to allow the City Manager to negotiate leave and
relocation benefits for appointed management employees.

5.WRITTEN COMMUNICATIONS - None
6.PUBLIC HEARING
6.1Underground Utility District 99-1, Dublin Boulevard from 600' west of Clark Avenue to
Sierra Court (File 1020-30)
This is the second of two public hearings regarding establishment of an underground utility
district on Dublin Boulevard. The cost of undergrounding utilities will be paid by Rule 20A
funds. There will be some associated costs such as installation of street lighting, which will be
paid through the Dublin Boulevard Widening project. A few of the properties in this proposed
District have overhead Cable TV services, which will need to be undergrounded at the
property owner's expense.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
appropriate Ordinance (with or without protests).
6.2Archstone Communities Apartments Planned Development Rezone PA 99-019 (File 450-30)
This is the second reading of an Ordinance approving the PD Rezone for the Archstone
Communities apartments project. The project is located on a 7.39 acre site along
Dougherty Road, north of Houston Place, and consists of a new 177 unit rental apartment
complex.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
6.3Amendment to the Dublin Municipal Code, Title 5 to add Chapter 5.60 Heritage Tree
Ordinance PA 99-045 (File 530-80)
The City Council will consider a Heritage Tree Ordinance which identifies the species and size
of trees that are considered heritage trees and establishes regulations for the protection and
removal of heritage trees within the City.

6.4Appeal of the Application and Interpretation of the Electrical and Plumbing Codes for
Violations located at the Woodland Townhomes on Oxford Circle (Association
Management Company) (File 440-40)
Due to the lack of a voting quorum, Staff recommends that this item be continued to the
December 7, 1999 City Council meeting.

8.NEW BUSINESS
8.1Selection of Banner Design and Authorization to Solicit Bids for St. Patrick's Day Banners
and Patriotic Banners (File 350-20)
A local graphic artist has prepared several designs for each type of banner. The City Council
will select a design for each type of banner and authorize Staff to solicit bids for the banners.
STAFF RECOMMENDATION: Select one St. Patrick's Day banner design and one patriotic
banner design or provide other direction and authorize Staff to solicit bids for banners.
8.2Request by Dublin Land Company to Initiate a General Plan Amendment for several
specific commercial and residential sites located generally between Gleason Road,
Tassajara Road, Dublin Boulevard and the Jennifer Lin properties to the east PA 99-053
(File 420-30)
Dublin Land Company has requested a General Plan Amendment for several specific
commercial and residential sites located in Eastern Dublin between Gleason Road, Tassajara
Road, Dublin Boulevard and the Jennifer Lin properties to the east.
