3.1 Administration of Oath of Office by Kay Keck, City Clerk to newly elected Mayor Houston
and Councilmembers Lockhart and Oravetz (File 640-60)
3.2Election of Vice Mayor (File 610-20)
STAFF RECOMMENDATION: Elect Vice Mayor to serve for 1 year.
3.3 City Council Organization/Committee Appointments (File 110-30)
Individual members of the City Council represent the City of Dublin on various local and
regional Boards/Committees/Commissions. Several openings occurred as a result of the
November eleetion~
STAFF RECOMMENDATION: Review list, discuss and/or clarify any of the assignments,
confirm Mayor's appointments, and direct Staff to notify appropriate agencies.
3. 4 Public Comments
At this time~ the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES.
In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Govemment Code Section 54.q54.2(b)(1)(2)(3).
4.. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single ..action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes:, NONE
4.2 Replacement of Scorebooth at Dublin Sports Ground (File # 290-20)
On September 26, 2000, the scorebooth on Softball Field #1 at the Dublin Sports Grounds was
burned down. The fire also damaged the adjacent backstop. The cause of the fire as
determined by the Alameda Coumy Fire Department was arson. In order to proceed with
replacement, a budget change is needed.
STAFF RECOMMENDATION: Approve Budget Change Form.
4.3 Authorization to solicit bids - Dublin Blvd Widening Project between Dougherty Road and
Scadett Drive, Contract # 00-16 (File # 600-35)
This project will widen Dublin Boulevard between Dougherty Road and Searlett Drive to six
lanes and install a traffic signal at the intersection of Dublin Boulevard and Seafiett Drive.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.4 Agreement with Lynne Baer for Art Consultant Services (File # 600-30)
The City Council will consider an agreement for art consultant services relating to the
planning, placement, or commissioning of art in the public spaces. The cost for services under
the agreement is $100.00 per hour.
STAFF RECOMMENDATION: Approve agreement, authorize Mayor to execute agreement
and approve budget change form.

5. WRITTEN COMMUNICATIONS

PUBLIC HEARING
6.1 Repealing 120 Feet of Two-Hour Parking Zone & Establishing Loading Zone on Scadett
Court in front of Dublin Auto Center (File # 570-20)
This action would replace 120 it. of two-hour parking along the Dublin Auto Center on
Scarlett Court with a .loading zone, primarily for vehicle transport off loading:
STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and ADOPT
Urgency Ordinance repealing 120 ft of two-hour parking zone and establishing loading zone on
Scarlett Court in front of Dublin Auto Center (requires 4/5 vote to adopt).
6.2 PA 99-064 Quarry Lane School, Planned Development (PD) Prezone & Annexation
(File # 620-20)
Quarry Lane School is requesting City Council approval to initiate annexation proceedings and
approve a Planned Development Prezone/Development Plan for the development of Phase 2 of
quarry Lane School at 6363 Tassajara Road. The application also requests approval of a'
planned Development Prezone for the Kobold property at 6237 Tassajara Road, the
intervening property between the school site and the northern City of Dublin limits.
STAFF RECOMMENDATION: Conduct public heating; deliberate; adopt Resolution adopting
a Mitigated Negative Declaration, Mitigation Monitoring Program and the response to comments;
adopt Resolution authorizing an application for reorganization to Alameda County Local Agency
Formation Commission (LAFCO) with annexation description & maps attached as Exhibits B-l,
B-2, B-3, and B-4 and the Plan for Services attached as Exhibit B-5; adopt Resolution regarding
Exchange of Property Tax Revenue; adopt Resolution approving a Pre-Annexation Agreement
between Quarry Lane School and the City of Dublin; and waive-reading and INTRODUCE
Ordinance amending the Dublin Zoning Ordinance to a Planned Development
Prezone/Development Plan for the Quarry Lane School (with the Prezoning Exhibit attached as
Exhibit A-1 and the Development Plan attached as Exhibits A-2 and A-3) and Planned
Development Prezone for the Kobold property with the Prezoning Exhibit attached as Exhibit A-
1).
6.3 Amendment to Fire Facilities Fee (File # 390-20)
The City Council will conduct a public hearing on the proposed revision to the'existing Fire
Facilities Fee for future development within the City of Dublin.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution
revising the Fire Facilities Fee for future development with the City of Dublin.

UNFINISHED BUSINESS'
7.1 Heritage & Cultural Arts Community Workshop'
In order to proceed with development of implementation strategies for the long range plan for
heritage & cultural arts, a professionally facilitated Heritage & Cultural Arts Workshop has
been approve& The City Council will consider the date oflanuary 27, 2001 for the workshop.
STAFF RECOMMENDATION: Approve the date for the workshop.

circumstances: Receipt of claims dated July 14 and August 30, 2000 from Goodland
Landscape Construction, Inc., related to Emerald Glen Park, Phase I.
