The City Council will receive a report on the 2009 St. Patrick's Day Festival and the local
organizations and businesses who served as monetary and in-kind sponsors.
STAFF RECOMMENDATION: Recognize sponsors and formally accept the contributions.

3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE /31 MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Ciry Council with one single action, Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meetings of February 17, 2009 and March 3, 2009
STAFF RECOMMENDATION: Approve minutes.

4.2 Acceptance of Gleason Drive Median Landscape Improvements for Tract 7282 (600-60)
As part of the Tract 7282 improvements, the developer, Lennar Homes of California, Inc., has
completed the Gleason Drive median landscape improvements between Brannigan Street and
Grafton Street. It is now appropriate for the City to accept these improvements.
STAFF RECOMMENDATION: Adopt Resolution regarding Acceptance of the Gleason Drive
Median Landscape Improvements for Tract 7282.
4.3 Approval of Parcel Map 7958 (Safeway, Inc.) (600-60)
Safeway, Inc., is seeking City Council approval of Parcel Map 7958. This Parcel Map, which
is situated at 7499 Dublin Boulevard, subdivides an existing lot into two parcels for the
existing downtown Safeway and gas station (Parcel 1 - 5.267 acres), and for the existing retail
shops (Parcel 2 - 0.673 acres).
STAFF RECOMMENDATION: Adopt Resolution Approving Parcel Map 7958 (Safeway,
Inc.).
4.4 Fallon Sports Park Phase I -Consultant Services for Construction Management (600-35)
With the award of contract for construction approved at the March 17, 2009 City Council
meeting, Staff is seeking construction management services with EM Construction
Management for the construction phase of the project.
STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement with EM
Construction Management for Construction Management Services related to Fallon Sports Park
Phase I.
4.5 Fallon Sports Park Phase I -Consultant Services Change Order (600-35)
Carducci and Associates' current contract with the City of Dublin is to complete design
services for Fallon Sports Park Phase I through the project's bidding process. With the award
of contract for construction approved at the March 17, 2009 City Council meeting, Staff is
seeking additional services through the construction phase of the project.
STAFF RECOMMENDATION: Approve Change Order # 1 for Carducci and Associates in the
amount of $88,300.
4.6 Acceptance of Improvements for Parcel Map 7125, Villas Apartments at Santa Rita
(Security Pacific Corporation - Archstone Communities) (600-60)
Parcel Map 7125, Villas Apartments at Santa Rita, consists of 324 apartments units and is
located in the Eastern Dublin Specific Plan area at the intersection of Dublin Boulevard and
Hacienda Drive. The developer widened and constructed frontage improvements along
Dublin Boulevard, Hacienda Drive, Hibernia Drive and Central Parkway, and also installed
traffic control measures (NO PARKING signs). In addition, Tassajara Road was widened
between Dublin Boulevard and I-580, and the intersections of Tassajara Road/Dublin
Boulevard, and Central Parkway/Hacienda Drive were improved.
STAFF RECOMMENDATION: Adopt Resolution regarding Acceptance of Improvements for
Parcel Map 7125 (Villas Apartments at Santa Rita) and Approving Regulatory Traffic Control
Devices.
4.7 Agreement with the Alameda County Congestion Management Agency (CMA) to Transfer
CMA Transportation Improvement Program (TIP) Funds for the Annual Street Overlay
Program (600-40)
The CMA has programmed $289,000 of the funds available from the CMA TIP for
reimbursement of eligible costs related to the resurfacing of Amador Valley Boulevard
between San Ramon Road and Village Parkway. This work will be completed as part of the
Fiscal Year 2008-2009 Annual Street Overlay Capital Improvement Program.
STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement with the Alameda
County Congestion Management Agency (CMA) for the Transportation Improvement Program
(TIP) Fund Transfer for the City of Dublin's Annual Street Overlay Program.

4.8 Award of Bid -Contract No. 09-04, Citywide Street Storm Drain Condition Assessment
(Year II, Phase I) (600-35)
This portion of the project will clean and record the condition of the storm drain system
within the City limits. The second year of the five-year project will continue to focus on the
older sections of the City.
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 09-04, Citywide
Street Storm Drain Condition Assessment (Year II, Phase I) to Sanact, Inc., dba Roto-Rooter.
4.9 Springfield Montessori School -Stage 2 Planned Development Rezone and Development
Agreement to Construct a 16,002 Square-Foot Building and Related Site Improvements
(PA 08-038) (450-30/600-60)
The Applicant, VSS Holdings, L.L.C., is requesting approval of a Planned Development
Rezone with associated Stage 2 Development Plan to establish development standards for a
16,002 square-foot daycare building with playground and related improvements, and a
Development Agreement for the Springfield Montessori School.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Approving a PD Planned
Development Rezone with a Stage 2 Development Plan for the Springfield Montessori School
located at the Corner of Kohnen Way and Brannigan Street in Area F of Dublin Ranch (APN
985-0052-022 and 985-0052-023) PA 08-038; and waive reading and adopt Ordinance
Approving a Development Agreement between the City of Dublin and VSS Holdings, L.L.C. for
the Springfield Montessori School Located at the Corner of Kohnen Way and Brannigan Street
in Area F of Dublin Ranch (APN 985-0052-022 and 985-0052-023) PA 08-038.
4.10 Authorization to Solicit Bids -Contract No. 09-06, 2008-2009 Annual Sidewalk Safety
Repair Program and Curb Ramp Installation (600-35)
The Annual Sidewalk Safety Repair Program (Remove and Replace) repairs sidewalks offsets
of 3/4-inch or more that may pose a tripping hazard. This year's Sidewalk Safety Repair
Program will include the construction of approximately eleven (11) pedestrian curb ramps and
the retrofitting of 30 existing ramps to comply with current code requirements.
STAFF RECOMMENDATION: Adopt Resolution Establishing a Policy for the Repair of
Public Improvements Deemed to be Pedestrian Hazards (City Funded Repair Program);
authorize Staff to advertise for bids for the Fiscal Year 2008-2009 Annual Sidewalk Safety
Repair Program and Curb Ramp Installation, and approve a Budget Change in the amount of
$10,000.
4.11 Preliminary Financial Reports for the Months of January and February 2009 (330-50)
This item provides the report of the financial statements for the months of January and
February 2009.
STAFF RECOMMENDATION: Receive the reports as authorized by Section 41004 of the
California Government Code.
4.12 Warrant Register ($3,138,272.28) dated Apri17, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS -None
6. PUBLIC PIEARINGS
6.1 Weeds and Combustible Refuse Abatement Order (540-50)
In accordance with Resolution No. 20-09 (adopted February 12, 2009), the City Council
declared that there is a public nuisance created by weeds and combustible debris growing and
accumulating upon the streets, sidewalks and property within the City. Notice of this was
posted and letters sent to those property owners with violations.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and direct Staff to continue
the weed abatement process.

6.2 Resolution Adopting Revisions to the Eastern Dublin Traffic Impact Fee (EDTIF) and
Area of Benefit Fee (390-20)
The Eastern Dublin Traffic Impact Fee (EDTIF) program collects fees to finance
transportation improvements and facilities needed to reduce traffic-related impacts caused by
development in Eastern Dublin. The EDTIF needs to be updates to reflect the current cost of
acquiring land and constructing improvements. The aggregate cost of the fee will decrease
under the proposed revisions.
STAFF RECOMMENDATION: Conduct public hearing; determine value of protests (to Area
of Benefit Fee only); deliberate; and adopt Resolution Revising the Traffic Impact Fee and Area
of Benefit Fee for Future Developments within the Eastern Dublin Area, as previously
Established by Resolution No. 1-95 and Revised by Resolution No. 41-96, Resolution No. 225-
99, and Resolution No. 111-04.
6.3 Introduction of Ordinance Temporarily Suspending Public Art Requirement for
Residential Projects as an Economic Stimulus Measure (450-20)
The City Council will consider a proposal to temporarily suspend the Public Art requirement
identified in the Public Art Ordinance for Residential Developments, for a two year period, as
an economic measure to encourage residential construction during the current economic
downturn.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance Temporarily Suspending the Provisions of Section 8.58.OSO.A and
8.58.OSO.D of the Dublin Municipal Code relating to Public Art Contribution Requirements for
Residential Projects in Excess of 20 Units.
6.4 Green Building Ordinance (530-10)
The City Council will review and discuss a Residential Green Building Ordinance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance Adding Chapter 7.94 to the Dublin Municipal Code relating to Green
Building.

8. NEW BUSINESS
8.1 Report on 2009 Dublin Pride Week Activities (150-80)
The City Council will receive a report on the planned activities for the 2009 Dublin Pride
Week, scheduled for Apri125-May 2, 2009.
STAFF RECOMMENDATION: Receive the 2009 Dublin Pride Week activities report.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
