ORAL COMMUNICATIONS 3.1 Introduction of New Employee: Susana Cosio, Office Assistant IT, Community Development Department, Building Division (700-10) 3.2 Proclamation Declaring January 2006 as "Volunteer Blood Donor Month" (650-10) 3.3 Public Comments At this time, the public is permitted to address the City Council on non-agendiZed items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3' MINUTES. In accordance with state Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the pubUc may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take aelion on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1 )(2)(3). 4. CONSENT CA LF:NDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Special Meeting of December 13 and Regular Meeting of December 20,2005 STAFF RECOMMENDATION: Approve 4.2 Murray Schoolhouse Exhibit Restoration Project - Authorization to Solicit Bids (600-35) At its August 2, 2005 meeting, the City Council approved the conceptual design for the Murray Schoolhouse Exhibit Restoration Project and authorized completion of the construction documents. The plans are now ready for public bid. STAFF RECOMMENDATION: Authorize Staff to solicit bids for construction of the Murray Schoolhouse Exhibit Restoration Project. P~e I of4 4.3 Acceptance of Work - Contract No. 05-12, Civic Center Trellis Painting (600-35) The project consisted of cleaning and painting the white trellis structures and sealing concrete columns in the courtyard and at two entrances of the Civic Center. The work was completed within funds budgeted. STAFF RECOMMENDATION: Accept work performed under Contract No. 05-12, and authorize final payment to Bella Paining, less retention to be paid in 35 days if no subcontractor or supplier claims are received. 4.4 Acceptance of Improvements for Lockhart Street - Central Parkway to Gleason Drive (600-60) As part of the infrastructure for Dublin Ranch, the Lin Family and the Sierra Land Development Corporation have constructed Lockhart Street between Central Parkway and Gleason Drive. These improvements were constructed in conformance with an Improvement Agreement entered into with the Lin Family and Sierra Land Development Corporation on May 3, 2005. STAFF RECOMMENDATION: Adopt Resolution accepting improvements for Lockhart Street - Central Parkway to Gleason Drive. 4.5 Approval of Final Map and Tract Improvement Agreement and Acceptance of In-Lieu Parkland Dedication Fees for Credits for Tract 7182 (Standard Pacific Corporation) (600-60) Tract 7282 subdivides 19 acres in Dublin Ranch, Area Fl. Standard Pacific Corporation has purchased this area from the Lin Family and will be developing 119 single-family homes. Area Fl is situated south of the new middle school on Kohnen Way and north of Gleason Drive between Brannigan Street and Grafton Street. STAFF RECOMMENDATION: Adopt Resolutionls) approving the Final Map and Tract Improvement Agreement, and accepting In-Lieu Parkland Dedication Fees and Credits for Tract 7282. 4.6 Annual Report of Developer Impact Fee Funds Deposits: Pursuant to Government Code Sections 66002, 66006 and 66008 (AB 1600) (390-10) State law requires the City to review and report on an annual basis the status of Development Mitigation fees collected. The report describes balances available, as well as activity which occurred in these funds during Fiscal Year 2004-05. The analysis has determined that all funds held for more than 5 years are necessary to complete identified mitigation projects. STAFF RECOMMENDATION: Accept report and adopt Resolution making findings regarding unexpended developer deposits for public improvements. 4.7 Warrant Register- None 5. PUBLIC HEARING 6.1 Development Agreement for Sorrento at Dublin Ranch Area F West, PA 04-041 (600-60) This is the first reading of an Ordinance which would approve a Development Agreement between the City of Dublin and Sorrento Dublin Ranch I, LLP, submitted by Toll Brothers, Inc. The Developer is proposing approximately 423 units of medium density residential on 44.1 acres, five individual residential neighborhoods, a 2-acre site for a neighborhood square, and one private recreation center. As per the Eastern Dublin Specific Plan, the Developer is required to enter into a Development Agreement for any development in the eastern portion of the City. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance approving the Development Agreement between the City of Dublin and Sorrento Dublin Ranch I, LLP. Pa~e 2 of4 6.2 Ordinance Amending Chapten 2.16 and 2.18 and Adding Chapten 2.46 and 2.48 of the Dublin Municipal Code Relating to the Reimbunement of Expenses for Memben of City Commissions and Committees (300-20) This is the second reading of an Ordinance which would amend Chapters 2.16 and 2.18 and Adding Chapters 2.46 and 2.48 of the Dublin Municipal Code relating to the reimbursement of expenses for members of City commissions and committees. At its December 20, 2005 meeting, the City Council conducted a public hearing and introduced the proposed Ordinance, and adopted a revised resolution establishing a policy regarding official travel and other reimbursements of business expenses. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt Ordinance amending Chapters 2.16 and 2.18 and Adding Chapters 2.46 and 2.48 of the Dublin Municipal Code relating to the reimbursement of expenses for members of City commissions and committees. 6.3 Amendment to Dublin Municipal Code to Provide for Increase in Salary for Memben of the Dublin City Council (700-20) This is the first reading of an Ordinance which would provide for an increase in salary for members of the City Council following the November 2006 election. Council salaries would be increased from the current amount of $687. 58/month to $758.06/month. The Mayor would receive an additional $loo/month. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 7. llNFINISHED BUS~SS 7.1 Collection of Assessments to Support the Tri-Valley Tourism Business Improvement District (470-50) The City Council will consider authorizing the collection of assessments to support the Tri- Valley Tourism Business Improvement District (TVTBID), which was established by the Tri- Valley Convention & Visitor's Bureau for the purpose of expanding tourism in the Tri- Valley. The TVTBID would include all lodging facilities in the Tri-Valley with 35 rooms or more and would assess a fee of$l.OO a night per occupied room for five years. STAFF RECOMMENDATION: Adopt Resolution authorizing the collection of assessments to support the Tri-Valley Tourism Business Improvement District. 8. NEW BUSINESS 8.1 Shannon Community Center Conceptual Designs (210-30) In June 2005, Requests for Proposals for architectural services to design the new Shannon Community Center were solicited, and the Dahlin Group was chosen by the City Council. The Dahlin Group has prepared four conceptual plan options for the building footprint and site plan, which meet the program requirements for the Shannon Community Center as approved at a joint meeting of the City Council and Parks & Community Services Commission of April 12, 2005. The Architect will present the options and cost information at the Council meeting. STAFF RECOMMENDATION: Receive the report and select preferred conceptual design. Pa~e 3 of4 8.2 Request for Proposals for Financial Advisor and Public Opinion Research Firm (215-10/295-10) At its November 18, 2005, Park and Recreation Facility Planning Workshop, the Council received a presentation regarding the feasibility of developing a state-of-the-art Recreation/Aquatic Complex in Emerald Glen Park, and the expansion of an Historic Park adjacent to the City's existing Heritage Center. The City has not identified a source of revenue for this project. At that meeting, the Council directed Staff to conduct a survey of voters to detennine the level of community support for either an increase in the ad valorem property tax or the establishment of a parcel tax to fund these facilities. The City Council will now consider directing Staff to release Requests for Proposals for a Financial Advisor and Public Opinion Research firm. STAFF RECOMMENDATION: Consider options regarding the Recreation/Aquatic Complex and Historic Park and provide direction to Staff. 8.3 Amendment to the Dublin Historic Park Master Plan Consultant Sen"ices Agreement (600-30) At its November 18,2005 Park and Recreation Facility Planning Workshop, at which time fmancing options for the Dublin Historic Park were discussed, the Council directed Staff to have the Consultant, Royston Hanamoto Alley & Abey (RHAA), modify the preferred alternative plan to eliminate the proposed theater component, and to add the Green Store parcel to the plan. This will necessitate the need for additional consultant services not originally included in the Scope of Services. STAFF RECOMMENDATION: Approve Change Order #1 for Additional Services; and approve Budget Change in the amount of$14,610. 9.
