3.1 Acceptance of Grant from Altamont Cruisers Car Club of Livermore (File #150-70)
The Altamont Cruisers has donated $1,000 to Dublin Police Services for purchase of two
digital cameras with primer to be used by students that attend the annual Police Youth
Academy.
STAFF RECOMMENDATION: Accept grant; approve Budget Change; and direct Staff to
prepare formal acknowledgement to donor.
3.2 Proclamation Declaring January 2005 as Volunteer Blood Donor Month (File #610-50)
3.3 Public Comments

or discussion may take place on any ~em not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a Mure meeting concerning the matter. Any member of the public may
contact the City Clerk's Office releted to the proper proœdure to place an item on a future City Council agenda. The exœptions
under which the City Council MAY discuss andlor take action on items not appearing on the agenda are contained in Govarnment
Coda Section 54954.2(b)(1 )(2)(3).
4. CONSENT CALENDAR
Consent Calendar Items are typically non-controll'8fSiaJ in nature and are considered for approval by Ihe City
Council wilh one single action. Members of Ihe audience, staff or the City Council who would like an item
removed from Ihe Consent Calendar for purposes of public input may request the Mayor to remove Ihe /tem.
4.1 Minutes of Regular Meeting o(DKember 21,2004.
STAFF RECOMMENDATION: Approve
4.2 Annual Report of Developer Impact Fee Funds Deposits: Pursuant to Government Code
Sections 66002, 66006 and 66008 (AB 1600) (File #390-20)
State law requires the City to review and report on an annual basis the status of Development
Mitigation fees collected. The report describes balances available, as well as activity which
occurred in these funds during Fiscal Year 2003-04. The analysis has determined that all
funds held for more than 5 years are necessary to complete identified mitigation projects.
ST AFF RECOMMENDATION: Accept Report and adopt Resolution making findings
regarding unexpended developer deposits for public improvements.
4.3 Preliminary Financial Reports (or the Month of November 2004 (File #330-50)
STAFF RECOMMENDATION: Receive reports.
4.4 Acceptance of Work - Contract No. 04-09, Central ParkwaylPersimmon Drive Safety
Improvements (File #600-35)
This project enhanced the sight distance assoCÎated with the eastbound left-turn movement
fTom Central Parkway onto Persimmon Drive by relocating the left-turn pocket to its ultimate
location. The improvements included extension of the median island 12 feet to the east to
enhance sight distance and improved overall intersection geometrics.
STAFF RECOMMENDATION: Accept improvements under Contract No. 04-09, Central
Parkway/Persimmon Drive Safety Improvements; and authorize release ofretemion after 35 days
if there are no subcontractor claims.
4.5 Warrant Register ($1,447,274.08) dated January 4, 2005 (File # 300-40)
STAFF RECOMMENDATION: Approve

6. PUBLIC HEARING
6.1 Dublin Transit Center Site B-2, Avalon Bay Communities, Inc., Stage 2 Planned
Development Rezoning, Site Development Review (SDR) and Development Agreement
(DA) PA 03-058 (File # 410-30/600-60)
Avalon Bay Communities is proposing to construct a multi-family residential apartment
community of 305 units and approximately 12,750 square feet of ground floor retail on
approximately 3.57 net acres ofland within the Dublin Transit Center project. The Dublin
Transit Center is located generally between the Iron Horse Trail to the west, Dublin
Boulevard to the north, Arnold Road to the east and the DublinlPleasanton BART Station to
the south.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance adopting a Stage 2 Planned Development Zoning; adopt Resolution
approving Dublin Transit Center Site Development Review; waive reading and INTRODUCE
Ordinance adopting a Development Agreement.
6.2 Dublin Transit Center Site B-1, D.R Horton, Inc., Stage 2 PlaDned Development Rezoning
and Site Development Review, PA 03-058 (File #410-30/450-30)
D.R. Horton, Inc., is proposing to construct a multi-family residential condominium
community of257 units on approximately 3.13± net acres of land within the Dublin Transit
Center project on a portion of Site B (referred to as Site B-1). The Dublin Transit Center is
located generally between the Iron Horse Trail to the west, Dublin Boulevard to the north,
Arnold Road to the east and the DublinlPleasanton BART Station to the south.
STAFF RECOMMENDATION: Conduct public hearing; deliberate waive reading and
INTRODUCE Ordinance approving Stage 2 Planned Development Zoning; and adopt
Resolution approving Dublin Transit Center Site Development Review.
7. UNFINISHED BUSINESS
7.1 Dublin Transit Center Art Project (File #600-60)
As part of the Dublin Transit Cemer Development Agreement, the Alameda County Surplus
Property Authority is required to contribute $250,000 for Public Art. The City considered
three artist submittals for the first phase of the project (Village Green Center). The Art
Selection Committee recommends artist Bryan Tedrick and the Heritage and Cultural Arts
Commission recommends artist Yoshio Taylor be commissioned for the project.
STAFF RECOMMENDA nON: Consider recommendations of Selection Committce and
Heritage & Cultural Arts Commission and select artist to create artwork for the Village Green or
provide Staff with alternate direction.
