3.1 Introduction of New Employees: Code Enforcement Officer Dean Baxley and Fire
Marshal Theresa Johnson (File # 700-10)
3.2 Mayor's Appointments to City Commissions/Committees (File # 110-30)
As a result of term expirations and following the City's General Municipal Election on
November 5, 2002, openings exist on each of four City Boards (Planning Commission, Parks
& Community Services Commission, Heritage & Cultural Arts Commission, and Senior
Center Advisory Committee). Staff began advertising the openings in September. A total of
34 applications were received in response to 11 openings on the 4 Boards.
STAFF RECOMMENDATION: Confirm Mayor's appointments to the various Boards - OR -
provide other appropriate direction.
3.3 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium
and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In
accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council
may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter.
Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of December 17, 2002
STAFF RECOMMENDATION: Approve
4.2 Selection of Consultant for Fiscal Study for Transit Village Center (File # 600-30)
The City Council will consider the selection of a fiscal and economic consultant
(MuniFinancial) to evaluate the fiscal impacts of the Transit Village Center.
STAFF RECOMMENDATION: Adopt Resolution selecting MuniFinancial for the Fiscal Study
and authorize the Mayor to execute the contract in an amount not to exceed $26,500.
4.3 Warrant Register ($2,109,855.42) dated January 7, 2003 (File # 300-40)
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATIONS - None
PUBLIC HEARING
6.1 Amendments to the Inclusionary Zoning Regulations regarding changes to priorities used in
the selection of occupants for Inclusionary Affordable Units; the percentage of household
income allowed for housing expenses; and land dedication requirements in lieu of building
affordable units (File # 450-20)
This is the second reading of an Ordinance amending Chapter 8.68 of the Dublin Municipal Code
regarding Inclusionary Zoning Regulations.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance.
UNFINISHED BUSINESS
7.1 Residential Off-Street Recreational Vehicle Parking Regulations (File # 570-20/570-30)
At the City Council's request, Staff has prepared an informational report on the City's current off-
street, residential recreational vehicle regulations. The report includes information on
enforcement of these regulations and takes a look at how surrounding cities regulate recreational
vehicles. A survey of vehicle storage facilities is also included and identifies the proximity and
availability of storage facilities.
STAFF RECOMMENDATION: Receive report and provide direction to Staff as to whether
additional studies should be conducted.
7.2 Council Subcommittee Report on Volunteer Recognition Celebration (File # 610-20)
The City Council will receive a report on the Volunteer Recognition Celebration events and
activities.
STAFF RECOMMENDATION: Provide direction on future events.

NEW BUSINESS
8.1 Policy for Acquisition/Acceptance of Heritage Center Museum Artifacts (File # 910-10)
The Heritage Center Director and a committee made up of representatives from the Dublin
Historical Preservation Association (DHPA), the Heritage & Cultural Arts Commission, a local
fourth grade school teacher, and two Interpretative Docents from the Dublin Heritage Center have
.drafted a Collections Management Policy for the Dublin Heritage Center Museum. The purpose
of the Policy is to define the collecting goals for the Heritage Center Museum within standard
museum policy and procedural guidelines.
STAFF RECOMMENDATION: Approve Collections Management Policy and Procedures
8.2 Community Development Block Grant (CDBG) Program for Fiscal Year 2003-04 - Project
Applications (File # 480-30)
The City Council will determine the Projects that will receive CDBG allocation for Dublin for
July 1, 2003 through June 30, 2004.
STAFF RECOMMENDATION: 1) Direct Staffto submit applications for $90,379 in CDBG
funding for FY 2003-04 as follows: City of Dublin - Sidewalk Ramps $9,844; Dublin Housing
Authority - Arroyo Vista Roof Repair $34,000; Annual Contribution toward Acquisition/
Rehabilitation of Th-Valley Haven's Sojoumer House as agreed to in the Participating Agreement
between the Cities ofLivermore, Pleasanton, Dublin and County of Alameda $5,427; Senior Support
Program oft he Tri-Valley $9,508; Tri-Valley Haven Domestic Violence Shelter $15,000; Spectrum
Community Services - Meals on Wheels $5,000; Easter Seals Bay Area - Kaleidoscope After School
$5,000; and Program Administration $6,600. 2) Authorize Mayor to sign and send letter to County
of Alameda Housing & Community Development Department requesting the redirection of $15,913
of Dublin's 2003-04 CDBG funds from the Alameda County Housing Rehabilitation Program to the
uses listed above.
8.3 Dublin Ranch Area G Neighborhood Park (File # 600-30)
Two public workshops have been held to obtain input on the design of the 4.8 acre neighborhood
park in the Dublin Ranch Area G development. The City Council will receive a presentation from
the landscape architect on the preferred alternative conceptual design for the park.
STAFF RECOMMENDATION: Approve Preferred Alternative Conceptual Design and authorize
Consultant (Royston Hanamoto Alley and Abey) to proceed with preparation of design development
plans.

Approval of Resale Agreement for Use with Ownership Inclusionary Units 0~ile # 600-30)
The City Council will review a Resale Agreement for use as the vehicle to maintain
affordability on ownership Inclusionary Units for 55 years, as required in the Inclusionary
Ordinance.
STAFF RECOMMENDATION: Provide direction on percentages of equity and appreciation to
be shared and adopt Resolution approving resale agreement appreciation to be shared.
2003 Goals & Objectives Meeting/Budget Study Session and Council/Commission
Workshop (File # 100-80)
Annually, the City Council holds a special meeting to define the City's Goals & Objectives
(G&O) for the upcoming year. The City Council this year has also expressed an interest in
expanding participation of the City's Commissions in the G&O process.
STAFF RECOMMENDATION: Provide Staff with direction on City Council/Commission
Workshop(s); determine if the same approach used in establishing the City's G&O in 2002
should be used for 2003 and provide Staff with appropriate direction; establish a date for the
G&O special meeting during the week of March 3 lSt; and determine if the Budget Study Session
should be held on the same date as the G&O meeting or at a separate meeting.
