ORAL COMMUNICATIONS DUBLIN LIBRARY, Meeting Room 7606 Amador Valley Boulevard At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. 3.1 Introduction of new Finance Technician, Catherine (Katie) Mooney 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of December 12, 1988 STAFF RECOMMENDATION: Approve 4.2 Minutes of Adjourned Regular Meeting of December 13, 1988 STAFF RECOMMENDATION: Approve 4.3 1988 Summer Recreation Report STAFF RECOMMENDATION: Receive Report 4.4 California Wildlife, Coastal & Park Land Conservation Bond Act of 1988 (Proposition 70) The City has been granted $66,000 under the per capita grant program funded by Proposition 70, California Wildlife, Coastal and Park Land Conservation Bond Act of 1988. Staff and the Park & Recreation Commission recommend that the City Council apply these grant funds to the Shannon Park renovation. STAFF RECOMMENDATION: Adopt Resolution approving Grant Application 4.5 City Treasurer's Investment Report for Period Ending December 31, 1988 STAFF RECOMMENDATION: Accept Report 4.6 Annual Statement of Investment Policy State Law requires that the City Council annually adopt a Statement of Investment Policy. The Policy identifies each type of investment instrument that will be used. STAFF RECOMMENDATION: Adopt Resolution 4.7 Renewal of Agreement for NORCAL Employment Relations Consortium The City of Dublin currently participates with several public agencies in the NORCAL Employee Training Consortium. The group provides employee training at local locations. The group uses a law firm which specializes in Public Agency employee relations issues to conduct the seminars. STAFF RECOMMENDATION: Approve the City's continued participation and authorize the City Manager to execute the agreement. 4.8 Volunteer Landscape Project for Senior Center; Amendment to Senior Center Lease Agreement This amendment incorporates a change of school district name, a change of lot number, and provisions for landscape installation and maintenance. The City would provide the landscaping material and labor (through a volunteer project); the school district would maintain the landscaping thereafter. STAFF RECOMMENDATION: Adopt Resolution approving amendment to lease; authorize Staff to proceed with project; authorize budget transfer from unallocated reserves in the amount of $1,500. 4.9 Tract 5074: Replacement of Developer Tract 5074, a portion of the Bordeaux Estates development, has been purchased from the original developer by Ahmanson Developments, Inc. STAFF RECOMMENDATION: Adopt Resolution approving new developer and authorize Mayor to execute agreement. 4.10 Award of Bid - Street Sweeping In September, 1988, a contract for sweeping services was awarded to American Environmental Industries. AEI has stated it is no longer able to provide the service; therefore, it is recommended that the contract be awarded to A-1 Enterprises, the next lowest bidder. STAFF RECOMMENDATION: Adopt Resolution awarding contract to A-1 Sweeping and authorize Mayor to execute agreement. 4.11 Financial Report for Period Ending December 31, 1988 STAFF RECOMMENDATION: Approve 4.12 Authorization to solicit bids for the printing of a Community Calendar As part of the City Council goals and objectives, it was proposed that the City publish a community calendar. The estimated cost of this project requires that the City seek formal written bids. STAFF RECOMMENDATION: Authorize Staff to solicit bids. 4.13 Warrant Register dated January 9, 1989 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Request to utilize Dublin Sports Grounds for a Circus Dublin Shamrock Festival, Inc., has requested use of the Dublin Sports Grounds on May 24, 1989 in order to sponsor the Carson & Barnes Circus as a fundraiser for the 3rd annual Shamrock Potato Festival. STAFF RECOMMENDATION: Deny request. 6. PUBLIC HEARING 6.1 Continued Public Hearing: Appeal of Order to Abate Vehicles at 8326 Davona Drive, William Lopachuk A violation of the City of Dublin Abandoned Vehicle Ordinance has been processed by City Staff. The owner of the vehicles has requested an appeal of the Order to Abate the Public Nuisance. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution after establishing the effective date for the resolution. 7. UNFIKISHED BUSINESS 7.1 Designation of Liaison Committee to East Bay Regional Park District John O'Donnell, Director of the East Bay Regional Park District has requested that the City consider establishing a Liaison Committee between the District and the City. STAFF RECOMMENDATION: Designate 2 representatives to function in the capacity of a Liaison Committee to the East Bay Regional Park District. 7.2 Shannon Center Renovation Contract 89-1 The Council will review the plans and specifications for the renovation of the Shannon Community Center. STAFF RECOMMENDATION: Authorize Staff to advertise Contract 89-1 for bids or direct the Architect to make revisions to the plans prior to advertising for bids. 7.3 Dublin Boulevard @ Silvergate Drive Bike/Pedestrian Lane Interim Revision In response to a resident request, the City Council directed Staff to investigate a potentially hazardous situation caused by the narrowness of the bike lane at the intersection of Dublin Boulevard and Silvergate Drive. Staff is recommending restriping to widen the bike lane and addition of warning signs to remedy the problem. STAFF RECOMMENDATION: Receive report and authorize Staff to make interim improvements. 8. NEW BUSINESS 8.1 Request from Dublin Joint Unified School District to utilize the Dublin Swim Center The City has received a request from the Dublin Joint Unified School District to use the Swim Center from February 2 to June 1, 1989. Estimated cost to operate the pool during this time is $30,250 to $31,250. An additional expense of $25,000 to $30,000 in repair costs would be incurred in order to make the pool usable. STAFF RECOMMENDATION: Consider request. In the event that the Council is in favor of making the pool available for use by the Dublin High School Swim Team, recommendations were to: 1) Direct Staff to ascertain the financial commitment that the School District is willing to make towards the operation of the Swim Center; 2) Direct Staff to develop a Joint Use Agreement between the City of Dublin and the Dublin Joint Unified School District for use of the Swim Center; 3) Authorize Staff to undertake those repairs necessary to make the Swim Center operational; and 4) Authorize Staff to prepare bid specifications for replacement of the pool covers and recovering of the filter elements, and advertise these items for competitive bid per the City's Purchasing Ordinance. 8.2 Written Communication from Representative Pete Stark regarding Camp Parks The City Council requested that this item be agendized for discussion. Congressman Stark's Office has indicated that they would like input from local agencies on land use issues. STAFF RECOMMENDATION: Discuss and provide Staff with appropriate direction 8.3 League of California Cities Proposed 1989 Dues The Board of Directors of the League has unanimously recommended a dues increase of 4.7% for 1989. STAFF RECOMMENDATION: Instruct the Council's representative to the East Bay Division of the League to convey the City's position. 9. OTHER BUSINESS 9.1 Announcement: Tri-Valley Joint City Council meeting being hosted by City of San Ramon on January 26, 1989 @ Mudd's Restaurant 10. CLOSED SESSION - None 11.
