HomeMy WebLinkAbout*CC Agenda 01-09-1996A G E N D A DUBLIN CITY COUNCILDUBLIN CITY COUNCIL REGULAR MEETING - Tuesday, January 9, 1996, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Certificate of Appreciation to Bob Trimble for service on the City’s Parks & Community Services Commission 3.2Certificates of Appreciation to Members of Business Development Task Force Bill Foster, Al Hunter, Don Johnson, Dan Straface, Ken Harvey, Gene Strom, Karen Jacobs, Bob Fasulkey, Kathi Schultz, Rex Rufener, Robert Enea, Ron Nahas, Maureen Nokes, Janet Lockhart, John Mason, and J. David Bradley At this time, the public is permitted to address the City Council on non-agendized items. The Council must, however, comply with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of December 12, 1995 STAFF RECOMMENDATION: Approve 4.21996 and 1997 League of California Cities Budget/Proposed Dues Increase As part of its balanced budget, a dues increase of 2% for each of the two years is being recommended by the Board of Directors. This would increase the City of Dublin’s annual dues from the current $4,174 to $4,257 in 1996 and to $4,343 in 1997. STAFF RECOMMENDATION: Approve proposed increase for 1996 and 1997 and instruct the City Council representative to the East Bay Division to communicate the Council’s decision. 4.3Authorization to Solicit Bids for Contract 96-01, Annual Sidewalk Safety Repair (Remove & Replace) This project, which is City funded, will remove and replace sidewalk which is offset 3/4” or more and which may present a tripping hazard. STAFF RECOMMENDATION: Adopt policy resolution and authorize Staff to advertise for bids. 4.4City Treasurer’s Investment Report as of December 31, 1995 The City’s investment portfolio totals $24,197,647.50 and funds are invested at an average annual yield of 5.776%. STAFF RECOMMENDATION: Receive Report 4.5Amendment to Agreement for the Temporary Display of Artwork “Sirius” In August of 1994, the Council approved an agreement for the temporary placement of a large scale sculpture titled “Sirius” on the Dublin Civic Center grounds. The term of the agreement has expired, but both the Dublin Fine Arts Foundation and the Kemper Real Estate Management Company have indicated a desire to extend the loan for an additional year. STAFF RECOMMENDATION: Authorize Mayor to execute Amendment. 4.6Mape Park Renovation Included in the adopted Fiscal Year 1995-96 Budget are funds for the design of the Map Park renovation. Staff has prepared a Request for Proposals (RFP) seeking the services of a landscape architect to work with the neighborhood and the Parks & Community Services Commission to develop an updated design for the renovation of Mape Park. STAFF RECOMMENDATION: Approve Request for Proposals and authorize Staff to advertise for consultants. 4.7Award of Contract for Noise Mitigation Fee The City is in the process of establishing a method for recovering the costs associated with implementing the Eastern Dublin Specific Plan. The 1995-96 Budget includes funding for a consultant to perform an Eastern Dublin Noise Mitigation Fee Study. The fee would be used to finance measures taken to assure that existing residences along Tassajara Road and Fallon Road meet City noise standards after the Eastern Dublin Specific Plan is built out. STAFF RECOMMENDATION: Adopt Resolution approving the contract with Charles M. Salter Associates, Inc., not to exceed $14,500. 4.8Computer and Equipment Bid Award The City received bids for the purchase of various computer components, including a Computer Aided Design (CAD) Engineering workstation and plotter. Staff has analyzed the bids and identified the apparent low bidder(s). STAFF RECOMMENDATION: Adopt Resolution awarding bid. 4.9Warrant Registers dated December 28, 1995 and January 9, 1996 ($1,225,091.99) STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Amendment to the Grading Ordinance to Expand Definitions and Amendment to Fee Schedule This item proposes to amend the Grading Ordinance to include other forms of “sitework” under a grading permit and to eliminate the existing deposit schedule. Permit fees would continue to be “actual cost” of plan check and inspection. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance; and adopt Resolution. 6.2Continuance of Dublin Ranch Phase I PD Rezone PA 95-030 This item was pre-noticed for this meeting in the event the Planning Commission took action on January 2nd. The public hearing for this item is being continued to the January 23, 1996 City Council meeting. STAFF RECOMMENDATION: Announce continuation of public hearing. 7.UNFINISHED BUSINESS - None 8.NEW BUSINESS 8.1Vice Mayor Selection Process In November of 1995, Councilmember Barnes requested that Staff place on a future agenda for City Council discussion, the process used for the selection of Vice Mayor and that the Council consider the possibility of an annual rotation process. The City Council currently selects a person to serve as Vice Mayor for a 2-year term. STAFF RECOMMENDATION: Consider and provide appropriate direction to Staff. 8.2Approval of Agreement providing for services to operate the East County Animal Shelter (A Cooperative Effort of the Cities of Dublin, Livermore, Pleasanton and Alameda County) The Cities of Dublin, Livermore and Pleasanton, and the County of Alameda will be contracting with the County Sheriff’s Department for the operation of the newly constructed East County Animal Shelter. Staff has prepared a report which summarizes the terms of the agreements. STAFF RECOMMENDATION: Adopt Resolution and direct Staff to proceed with participation in the oversight of the Shelter as part of the Shelter Operations Advisory Committee. 8.31996 Goals & Objectives/Budget Study Session The City Council annually holds a study session meeting to define the City’s Goals & Objectives for the upcoming year. This study session provides a means for the Council to provide Staff with guidelines for developing the City’s Annual Budget for the upcoming year. STAFF RECOMMENDATION: 1) Determine process to be used; 2) establish meeting date for Goals & Objectives Study Session during the week of March 4, 1996; and 3) determine if the Budget Study Session should be held on the same date as the G&O Study Session or at a separate meeting. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION . 10.1 Conference with Legal Counsel - Anticipated Litigation - initiation of litigation pursuant to subdivision (c) of Government Code Section 54956.9 - One potential case 10.2 Conference with Legal Counsel - Anticipated Litigation (significant exposure to litigation pursuant to Government Code Section 54956.9 (b) (1) - Number of Cases: 1 Existing facts & circumstances: Protest Letter of December 5, 1995 from Kaufman & Broad RE: Amount of Park In-Lieu Fees for California Highland/Donlan Canyon Project REPORT OF CLOSED SESSION ACTION 11ADJOURNMENT . 2 K/cc-mtgs/Agenda Printed 2/17/00 2:14 AM
