PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At 1:his time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 proclamation declaring the month of February, 1988 as "Community College Month" 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Adjourned Regular Meeting of December 21, 1987 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending December 31, 1987 STAFF RECOMMENDATION: Approve 4.3 Claim 025DU submitted December 16, 1987 by William Mobley & claim 026DU submitted December 21, 1987 by Irene Moretti The City of Dublin has received 2 claims which are unrelated matters. The claims involve Alameda County Sheriff's personnel. Pursuant to the City's agreement, it is recommended that the City deny the claims and tender them to Alameda County. STAFF RECOMMENDATION: Deny claims & direct Staff to notify the claimants and tender the claims to Alameda County. 4.4 No Parking Zone - Amador Plaza Road South of Dublin Boulevard The developer of the Enea Plaza project is installing required improvements on Amador Plaza Road south of Dublin Boulevard, which preclude parking along the curb. The developer will paint the curb and/or install 'No Parking' signs as part of the required improvements. STAFF RECOMMENDATION: Adopt Resolution designating a 'No Parking' Zone on Amador Plaza Road 4.5 Amendment to Civic Center Lease Agreement - Amending Property Description to reflect property exchange with the Dublin San Ramon Services District The configuration of the Civic Center site was altered to provide an access road from Dublin Boulevard. This change required an exchange of property with the Dublin San Ramon Services District. The site is currently conditioned by a lease between the City and Dublin Information, Inc. It is necessary to revise the property description contained in the lease to reflect the exchange. STAFF RECOMMENDATION: Adopt Resolution authorizing the First Amendment to the Lease Agreement relating to Public Facilities Project No.1 by and between Dublin Information, Inc., and the City of Dublin dated December 18, 1985. 4.6 Approval of Final Map, Tract 5780 Village VII "Woodlands" (Standard-Pacific) Staff has reviewed the Final Map and improvement plans for Village VII and found them to be in accordance with the Tentative Map. STAFF RECOMMENDATION: Adopt Resolution accepting Final Map for Tract 5780. 4.7 Warrant Register dated January 11, 1988 STAFF RECOMMENDATION: Approve 4.8 Resolution Authorizing the Use of a Facsimile Signature for the Mayor's Signature This resolution would provide for the use of the facsimile signature for the Mayor in addition to one manual signature from either the Vice Mayor, Deputy City Treasurer or City Treasurer on all instruments of payment with the exception of payroll. STAFF RECOMMENDATION: Adopt Resolution 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Corwood Car Wash Conditional Use Permit & Site Development Review - Appeal of Planning Commission's Action Denying PA 86-017 This item was continued from the November 23, 1987 Council meeting at the request of the Property Owner/Appellant. The Appellant subsequently (December 21, 1987) submitted a letter withdrawing application. Acceptance of withdrawal results in Planning Commission's action denying PA 86-017 to be final action on the project. STAFF RECOMMENDATION: Conduct public hearing; deliberate; accept Property Owner's withdrawal of PA 86-017 Site Development Review, Conditional Use Permit and Variance request. 6.2 Crest Enterprises & The New Ewe, PA 87-l27 Request for a Planned Development Rezoning initiated by the affected property owners to expand the permitted uses within a portion of the existing Heritage Park Planned Development, 1362nd Zoning Unit At the December 2l, 1987 City Council meeting, the Council introduced an Ordinance amending the City's Zoning Ordinance rezoning APN 941-1550-4 to a Planned Development expanding the uses for a portion of the Heritage Park Planned Development, and adopted the General provisions and Findings and Negative Declaration for PA 87-l27. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt Ordinance amending City Zoning Ordinance to permit the rezoning of property located at the southeast corner of Donlon Way and Dublin Boulevard. 7. UNFINISHED BUSINESS 7.1 Senior Center Advisory Committee Appointments In October, 1987, the Council approved the formation of a Senior Citizen Center Advisory Commitee. Each Councilmember is to make one appointment to this Committee. STAFF RECOMMENDATION: Announce appointments to the Senior Center Advisory Committee 7.2 Vector Control Agreement The City of Dublin currently contracts for Vector Control Services on an as-needed basis. The 1987-88 Budget includes funding to increase the level of service. This change will require the City to contract directly with the Vector Control District. A proposed agreement has been prepared which provides for the City to pay all costs from the General Fund, in lieu of assessments on individual properties. STAFF RECOMMENDATION: Approve agreement and adopt resolution. 8. NEW BUSINESS 8.1 League of California Cities Proposed 1988 Dues The League of CA Cities Board of Directors is recommending a dues increase of 6% for 1988. This proposed increase would increase the City of Dublin's dues from $2,615 to $2,772 annually. STAFF RECOMMENDATION: Instruct the Council's representatives to the East Bay Division of the League to convey the City of Dublin's position. 9. OTHER BUSINESS 10. CLOSED SESSION - None II. ADJOURNMENT
